FINANCIAL AND COMMERCIAL. Moypax, Jan. 7-6 P.M, Yheyatlway sbare market has been without animation «@itbough the material conditions aifecting it are worablé {0 speculative activity. It is not impossible, wer, that the reports from Washington relative to Me impeachment of the President may havo exerted a ransient influence in checking purchases as well as Andisposing the banks to loan freely to stock houses on ‘marrow margins, {he Indications before the close of ‘bank hours were thxt increased ease would shortly be ‘Pelt, and some of the private bankers bad considerable alances left over. Kaan ted of Mr. Hooper's bill im Congress amendatory of the National Currrency act ‘induces the banks to pursulp a conservative course, and the contraction policy of Mr. McCulloch operates im lke manner. This is not & depressing effect pou trade, and the mercantile community look forward with alarm to the further contraction of the currency at the present excessive rate of four ‘alliions a month, Congress should devote its attention Immediately to this question and deciae that no further Weduction of United States notes shal! be made fora ‘definite length of time to come, Whatever contraction ped aya! tender issues ia to take place should be in of compound interest notes on a very moderate @caleas they mature. The legislation on this subject should be so explicit that little or nothing would be left €o the discretion of the Treasury Department, and that the whole country might know what toexpect. This is specially important at the present time, when trade fand manafactures are laboring under. depression, and immigfants from the Old World are returning in conse- quence in farge numbers for want of employment. Moreover, the South still lies prostrate under the effects of the late war, and is in need of ample monetary facilities to assist ite recuperation. To contract the volume of the legal tender notes at the Present rate while three hundred millions of national bank notes are in circulation, isa grave error, the dan- ker of which is apparent when it is considered that the latter are redeemable in the former on demand. There 1s reason to believe, however, that Congress appreciates ‘he importance of Jeaving the currency to the operation Of natural laws, and avoiding a forced resumption of specie payments, and that its legislation during the Prosent session will be decided upon this subject. The bontiment of the country is in favor of non-contraction, ‘and several of the Boards of Trade have adopted resolu- tions in accordance with the views of this journal. At the same time also that Congress considers the Ourrency question, {t should pass a law against the secret sale or purchase of national securities by the Secretary of .the Treasury, The last debt statement showed that more than twenty three millions of seven-thirty notes had been bought, and nearly twenty-nine and a half millions of five- ¢wenty bonds sold in this manner during the month of December, through brokors, to whom the full commis- sion of one-eighth per cent each way was probably paid, Buch manipulations are costly to the government, and Beneficial only to the brokers concerned and speculators bathe secret. | The statement of the associated banks for the week ending on the Sth inst. is a very favorable one, showing that their resources have been increased by an addition Of $2,025,434'to'the lega! tender notes, and $1,722,274 to the deposits, while tho toans have decreased $1,502,301. ‘The other changes are a decrease of $390,480 in specie, end an increase of $98,258 in circulation. These figures eflect the action of the banks in calling in their loans @0 as to strengthen their position preparatory to making ‘their quarterty returns, which according to the national ‘banking law must be sent in to the Comptrotler of the Currency on the first Monday in January. The end in ‘view having been therefore served it i#reasonable to anticipate that loans will be made more freely, and thus far It has deen #0, although the rate for call loans is still Beven percent, with indications, however, that it will goon bo lowered to six, The totals of the present and f-a2strenr4es ants 202, 533,564 65, it server 19,769,003 ' The discount line is inactive, the supply of the best ‘grade of commercial paper being very light and the @emand equallyee, The rate for sixty days’ notes re- ‘mains.v¥ per cent. For paper of inferior grades there ds wo market except at high rates among the brokers. At the tem o’cloek epen board the stock market was firm et the closing prices of Saturday.
