<a FINANCIAL AND COMMERCIAL. Tavnpay, oP. M ‘The stock market was unsettled this morning by the contnued hammering of the bears, who are anxious to ‘cover their shorts without advancing prices, Hence they sell ins demonstrative manner, and buy wnobtrusivly, ‘but the “sbort’’ interest is so immense that it wouid bo Ampossib!e to cover it without producing a°strong upward roaction, of perhaps from 10 te 20 per cent, There was a decided change for the bettergin the afteraoon, owing mainly to tho influx of fresh orders from outside ‘euyers, ‘and the odvance in quotations was marked and general, ‘The bears for the last few days have been covering thelr ‘contracts by buying from each other, and the result can ‘eurily be forescon, Deliveries are niade very irregularly, and nearly all the speculative shares are in active borrowing demand, 80 much so that stocks are admitted to be searcer than money. Tho bears place their chief rellance upon the conaition of the loan market pending the disbarsoment of the dividends declared by the banks and insurance and other companies; but this is a very slender foundation on which to base great expecta tiona. The supply of money was rather easier to-day tnan yesterday on satisfactory collaterals and moderately wide margins, although the bears aro etill withholding legal tender votes from circulation, with the viow of “covering’’ advantageously, Tho general rate was oven per cent, and exceptional transactions on govern- ment securities were reported at six. There is only a very light .basiness being transacted in commercial Paper, ine” capply being small and the demand equally ©o, and the best grade is rated at seven porcent. Tho dulness of trade, combined with the de- line of cold, have produced a feeling of dopression among L'¢ mercantile community, and heavy losses have doubtiess Leen sustained by importers and other large holders of goods, but no failures are reported, and the prospect Is that with the turn of the gold market, in- ¢reased activity and buoyancy will bo imparted to ali de- ‘partmen is of trade, and with the increased demand for goods, demostic manufactures, at present in a semi- @tagnant state, will be greatly stimulated, and at the game time an impetus will be given to the employment of labor. Congress, too, will be likely soon after it re- axsemiica, to give attention to the question of taxation, which 1 at present #0 excessive as to bo undermining the prosperity of the nation and exciting apprehensions of recommmercial revulsion, There can be po revulsion, ‘Rhowever, tinder presont circumstances. The volume of paper money in c.reulation is too large to permit of such a catastrophe, and the fact of its being irredeemable guards 15 against dangers to which wo should be other- wise oxpoved, and among these the most Important is a foreizn drain. Had we been on a specie basis in May ‘and June jast, when we exported to Europe nearly ‘thirty-seven millions of gold in six weeks, the banks would have been compelled to suspend specie paymonts, ‘and wuch contingencies may occur again, but from these our domestic money market will be wholly screened 50 Ing as the currency remains frredeemable, and it must remain so while more than seven hun- dred miliions of seven-thirty notes, redeemgble 4m curroncy, are outstanding, and four hundred -omilltons of our/national securities are held in Europe, Mable to be returned to us at any time, besides a ‘large amount of raiiway and State stocks, Tho legisia- tion of Congress will doubtless result in a Imitation of the powers of the Secretary of the Treasury over the “ourrency and the finances genorally. The preseut law aathorizing the reduction of plain legal tenders should be repealed, und the contraction, if there is to be any, Mmited strictly to compound interest notes, But the Jeas intgrfereuce there is with the currency tho better it ‘will DoWor Che interests of the country. ‘The gold inarkot showed a tendency towards firmness. ‘The opening price was 13144, followed by an advance of Y and « relapse to 15194, ufter which it steadily rose to 192%, the closing quotations being 182% a 3. Loans ‘Wore mado at 1-64, 1-16 and 1-32 per cent in favor of tho Tender per diem, and subsequently without interest, ‘At the open board at ten o'clock the steck market was woak, Exo sold at 65% 9X; Michigan Southern, 813; Reading, 104\; ; Northwestern, 42% a 4334 ; do. preferred, 90%; a 79%; ; Uniom Navigation, 1053{.
