M. ‘The stock market has been unsettled again to-day, and | prices submitted to a slight decline under further heavy sales by the bears, The talk of the Secretary of the ‘Treasury about contraction and a resumption of specie ‘payments in a year and a half hence has tented tempo- yrarily to disturb confidence in his administration of the finances; but it is expected that Congross will very soon define his duties im every important particular, It is against the interest of the nation to pursue a policy of severe contraction orunduly hasten the resumption of specie payments, and it 1s more than probable that the ‘recommendation of Mr. MoCulioch will be ignored ‘fo both houses. It is quite certain that his theories are inconsistent with the welfare of \the great “mass of the revenue-paying commu- ‘ity, and that all his opinions are subordinated to the one idea of specie payments, which is of ttself based ‘apon an erroneous assumption. ‘The money market is easy at 6a 7 per cent, and there are stills few exceptions on government sechrities at ‘five, notwithstanding the efforts of some of the bears to -oreate an impression that it is active at the bigher rate. ‘The Western journals report that the banks in tbat soc- ‘ tom are compelled to remit currency daily eastward, and ‘ this drain is very perceptible here in the accumulation of ‘national bank notes, which in some instances have beea loaned for three days without interest, foturnable in legal tenders. The discount line is dull at 634 a 73¢ per cent for the best grade of commer- cial paper. In our estimate of the ammount of interest + due on the seven-thirty loan on the 16th’ instant we were made to state the amount at $15,950,000 instead of $10,950,000. This, however, is according to the last return of the public debt in which the details are given, namely, that of November, 1865. The aggregate of Seven-thirty notes then outstanding was $830,000,000, whereas the statement of the same date in the present year—the last published—shows the amount outstanding to be only $724,014.30; but as this includes the three series without specifying them in detail, it is impossible to tell the exact amount of interest due on the Gate mentioned, being the one fixed for tho Payment of the second series, The form in which the statements of the public debt are at present made out is very unsatisfactory, and the Secretary of the Treasury should improve upon it by reverting to the old style of Preparing these documents. Thisreminds us that the «statement for the month of November has not yet made its appearance, although it is six days overdue. ‘These returns should be published punctually, and all omissions to do so are injurious to the public credit. ‘The balance in the Sub-Treasury at the close of business ‘yesterday was $105,182,000, which shows it to be amply Provided with the means of meeting the maturing in- terest on the seven-thirty loan referred to. There 4s nothing in the condition of the monetary affairs opposed to a recovery of prices on tho Stock Exchange, and the fact of the market being largely over- sold is favorable to a sharp upward reaction.
