FINANCIAL AND £OMMERCIAL, Fumar, Nov 23-6 P. M. The stock market opened weak and a™ettled (his morning, and a renews! of the panic of yes."Tday fol- lowed. Some of the brokers who bad been unable’ to sell <Out their customers’ stocks yesterday found av opp rtu- ‘nity to do go in the Orst decline, and they availed then’ selves of it, By thia they were enabled to buy more on their own account, and they generally took their custom- ‘ers stock thus forced to sale to cover their own “shorts.” A sort of,,revengeful fury was- shown by them an making heavy sacrifices where tho loss did not fall upon themselves, and the lower prices wentthe more they were elated at the prospect before thom. A few of them, it is true, were forced to make Leavy sacrifices on their customers’ account as well as their own, but this epplied almost entirely to weak speculative houses very Much oxtonded, That the bulls had a great deal to lose, officers having beoa largely ‘‘short’’ of the most active reflway shares before the decline commenced. In order in their turn drew upon thoir balances in the regular and and private banks of this city to an extent which caused the latter to materially curtail their loans, while in some cases they were forced to make heavy losses to moet Shoir obligations, The banks were more willing to lend than yesterday, although the rate for call loans was generally firm at.7 per cent. First class houses never- theleas supplied themselves at 6 without difficuity, The demand for discounta was active at 7 a8 per cent, and the bank officers were only disposed to accommodate thelr friends, preferring to loan money to private bank- ers who would buy and carry stocks for them at the prosent deciine to omploying it in discounts, Money is j@oming in from the interior, both East and Weat, and very 8000 the supply is likely to be superabundant at six Per cent, the rotern flow from the West having miready set im The Sub Treasury here is taking, {n accordance with orders from Wasbington, compound ‘nterest notes, allowimg the accumulated interest, as Jogal tenders from the banks indebted to the govern- ment, and this inspires confidence both by giving mate- Tial assistance to the banks concerned, and by inspiring ‘confidence in the disposition of the Treasury to impart and preserve ease to the money market. Lenders have come to the conclusion that the panic has exhausted fteeif and the ‘bear’! banks, whose officers have bcen speculating upon the fall on the @iock Exchange feel that they bave done thelr worst and are therefore now disposed to “lot up’? on their customers. There is no doubt that they have soverely pressed those brokers who were in thoir power, and shove had to deal severely by their customers in conse- quence, to the tnjury of their business, but very properly they cousidered it better to sacrifice the Iatter than themselves, solf-preservation being the first law of nature. Some prominemt brokers, known to ‘be “long "of stocks were undoubtedly refused accom- modation, unless on very wide margins yesterday, and hence they had no alternative but to sacrifice their own stocks and siaughtor their customers Indiscrimi- mately, a general trembling of the knees accompa- laying the process on their part, brokers “in diffi- culties being the most senseless and cowardly beings im the whole range of animated nature, The deciine has, however, at last expended its force, buy fora fresh rise of five, ton or twonty per es the case may be, The bears are meanwhile jumphant, They have covered their “shorts” at a o profit, whereas had the leading bulls pursued proper policy, instead ef trying to attract le “short” ihterest when they did they would havo thom to destruction. As it ta, thejdepreciation in value of the active railway securities quoted in this market, was at the lowest prices current this morning, jequal to twenty-five millions, es compared with the sell- tng prices three weeks ago. Tno leading bulls dug their lown grave when they yielded to the euggestions of cer- tain parties recently returned from Europe, but like the Phoenix from ite ashen thoy will rise again. All the matorial conditions. affecting the market aro in their favor. The panic has been senseless, The earnings of the railways are steadily increasing, ihe mooey warket te really easy, although artidicially active and the market Jil! rebound under a legitimate impulse from its unnat- anticipation of this many of the most covered their shorts, and the bears of yesterday, who are bears still, alter such a heavy de- Siine, aro fit candidates for a lunatic asylum.
