A young man—one of the chivairy— taught to sleep upon his revolver, was making woo free a display of a pair of them in the pres- @nce ot bis father, who had just returned trom ebureb. His father piously reproved bim. when the young scion of southern good bree: ing drew one of the revoly and, leveling it atthe head of his father, blazed away. Tae shot wasa bad one, and before he couid fire another the father snatched up a doubie-bar- relied shut-gun and shot the young yillain dead. TEACHERS IN GEORGIA.—1n order to secure native teachers for its schools, the Legisiature of Georgia has provided that every Georgia soldier, under 3 years ot age, maimed in the service, y be educated at the State Univer- sity, at the public expense, for such length of time as he will give his obligation to teach af- ter leavil University. NaroLeox TO THE PoP#—To “proteet the Pope both in his spiritual character and as a temporal sovereign” is announced as the Intes: vereion of Napoleon's intention, and for this end General Fleary has been sent to Rome. The Mexican Imbreglie. The tollowing is telegraphed from Wash- ington by a generally well-informed corres” pondent: Wastinoroy, Noy. 23.—In ortier to clear up the doubts and the cause of the arrest of the Mexican General Orega, and the authority upon which it was made, I am e: that Gen. Sheridan acted upon im ordering the arrest of Orte; proves bis course. It appears that ©) the opinion of Gen. Sberiden, was violate: our beutrality laws; that be is ay saesge Mexico by a very small party of British and French merc! la, these being really the only adherents or pee of Ortega. In Northern Mexico the Mexican or na’ Population almost unanimously support Jua- rez. Ortega contemplated & coup d'etat, and bad no supporters except the former adne- Tents ot Maximilian. It 1s farther stated that the object of the French and English mer- cbapis was to control the valuable trade in Northern Mexico, and prevent American mer- chants irem monopolizing the same. Prior to the arrest of Ortega affairs were in a disturbed condition, but now there is confidence and tranquility upon the Rio Grande. Since the special meeting of the Cabinet yes- terday afternoon there has been the greatest! lerest manifested as to the purpose of this ex- traordimary convening of that body, and va- rious speculations have been sent off to the Northern press on the subject. 1 can state pos- itively that the Catinet was called together to consider our foreign relations. In this con- nection it may be stated that i known tnat the French government has declared its pur- pose to disregard the arrangement for the Withdrawal of the first detachment of French troops from Mexico during this month, as —— upon between Mr. Seward and De huys. The French Emperor bas notified our gov- ernment that be cannot effect the withdrawal of tbe troops until next spring, when he pro- poses to embark the entire force atonce. In view of the failure of Napoleon to comply with his agreement to withdraw one portion of these troops, and inasmuch as the notifica- tion of this forfeiture of the agreement comes At this late day, our governmentis not disposed to putfull confidence in the farther promises ofthe French Emperor. There is reason for believing that this matter was the immediate cause ofthe Cabinet meeting yesterday, and that to-day the subject was again considered in the regular session, Gen. Grant being pres- ent, by request of the President. Itis intimated in official circles unat in- structions have been sent to Minister in France to demand the immediate withdrawal ofthe French troons from Mexico. Data. AFFAIRS IN ALEXANDRIA.—From the Gazette of yesterday afternoon we clip the following items ml A very interesting opiniet affeeting the pilot Jaws of Virginia relative to the Potomac river, was given in the Circuit Court yesterday by Judge Thomas, in the cases of the Common- wealth vs. Scott and Wallace, charged with piloung vessels from Georgetown contrary to the existing pilot laws of Virginia. The judge decided that under the compact between Mary- land and Virginia the Potomac river was a public highway, and that the State of Virginia could pass no jaw or regulation affecting ves- sels sailing from the ports of the District unless they cleared at or touched at some port on the Virginia side of the Potomac, and that the pilot laws of Virginia could only affect vessels bound to or clearing from & Virginia port, and there- fore that Scott and Wallace, although not licensed as pilots under the laws of Virginia, in contracting at Georgetown to pilot vessels bound to any port beyond the State, did not violate the laws. The case was given to the jury. who, acting under the opinion, at once rendered a verdict of not guilty. in the Circuit QCourt, yesterday, George Cochran ys.
