It is there assumed as a settled fact that the Spaniards are wet coming, and that Chile will thus be spared any further opportunity for the diaplay of hor weakness and want of spirit, Tn Santiago arrangements are being made for a splen- id ball, intended to celebrate the re-election of Prosi- dieyt Perez, Any one conversant with the workings of ‘the constitutioual system in Chile will at once perceive ‘how much of irony there is in this ovation. And its ironi- cal aspect strikes us with double force, when we call to mind the condition of our foreign affa rs, and the still im- pending dangers chargeable to the man who is mado the object of all this adulation and feasting. Wo shall be ereatly dec-ived if the new Spanish expedition doos not ome off. We do not mean to say that the expedition is any the less ahair-brained undertaking, worthy of igno- vant and fool-hardy Spain. That senseless and mis- govervod nation is playing a mad game.
