FINANCIAL AND COMMERCIAL. Fruvay, Oct. 12-6 P. M. Yne author of the Philadelphia canard has been se- verely denounced in Wall street to-day, and justly or un- justly suspicion attaches to a stock broker here who is reputed to be part owner of the journal in which the fabrication appeared. His explanation of the matter is reported to be that he received the telegram in question, in New York, from a correspondent at Washington, and that thereupon be transmitted it to the journal at Phila- deiphia, The explanation involves that the despatch was sent from this city tothe Philadelphia Ledger, and inferences of a damaging character are at once suggested, the more especially as it is said that the stock broker re- ferred to operated largely in gold yesterday and on the previous day. That it was a Wall street canard, and not a political one, is gonerally believed, although some still attribute it (o a political rather than a gold rogm source. ‘The cours of gold was somewhat eccentric, the open- tng price having been 15034, from which point thore was an advance to 1521, and a subsequent relapse to 1615, after which the price rose steadily, and finally closed at 158%. The supply of coin for delivery was moderately abundant, and loans were made at th a 1-16th per cent per diem in favor of the lender, and in some instanens without interest. The returns of the export and import of specie at this port from the heginmiag of the year to the end of Sep- tember’show that we shipped $16,414,335 more than we received during that time, The total export was $54,826,200; the receipts from California $30,623,114, and the recein's from foreign ports $6,988,841. ‘The stock market was strong and active notwithstand- ing the inclemenoy of the weather, and railway shares experienced x further advance, At the open board at ten o'lovk rie wold at 84%; Michi gan Sonthern 90%, Northwestern 47 a %— preforred 751%. New York Central closed 1'¢ higher than at the same time yester- day, Erle 1%. Mudaon ¥, Cloveland and Pittsburg 1%, Cleveland and Tol do %{, Northwestern 1—preferred %, Fort Wayne %, Toledo, Wabash and Western 2%, Chi- cago and Alton 1, Ohio and Mississippi certificates 174, Canton, 3, Reading was 14 lower, Michigan Central 7%, Michigan Southern *{, Minois Central 3%, Quicksilver 34, Cumberland Coal 3%, Western Union Telegraph 3. Government securities were firm but quiet. Coupon five-twentios of 1862 and 1865 showed an advance of 4. Seven-thirty notes were unchanged. Among the stocks, Tennessee sixes, new, were 3 higher, and North Carolina sixes 34 lower. At the ono o'clock sessions the market was active and prices expe- rienced further !mprovement. At the half-past two board there was a brisk demand for all the leading rail- way shares, but prices were somewhat irregular in their movement, New York Central closed 114 highor than at the first board ; Erie preferred 2; Hudson % ; Cleveland and Toledo 4; Rock Is!and 1%; Toledo, Wabash and Western 2%; Alton and Terra Haute 13{; Cumberland 14; Reading was 1 lower; Michigan Central %%; Illinois Contral 14; Cleveland and Pittsburgh %; North Western 44; Fort Wayne ; Canton 4%; Western Union Telegraph 7%. Government Securities were inactive but steady in tone. ‘Tennessee sixes, new, advanced 3s. At the three o'clock open board the market was on the whole firm and active, although one or two stocks showed a frac- tional decline. Fort Wayne sold (b. 3) at 110, Michigan Southern 90\, Erie 83%, Hudson River 123, Roading 16% a %, Rock Island 108%, Northwestern 47— preferred 75\4, Cleveland and Pitteburg 93';, Mariposa preferred 30, Quicksilver 543. Subsequently there was ‘an active market for all the speculative railway shares ‘at advancing prices, At half-past four New York Central was quoted at 11834 a 44, Erie 843; a %, Illinois Central 1284 a 4, Hudson River 123 n 124, Reading 11634 a 54, Michigan Central 11734 @ 118, Ohio and Mississippi certi-’ floates 341; a %, Toledo and Wabash 52% a %. ‘The money market continues easy to the Stock Ex- change at 4 per cent, with exceptions at 5, while the dis count line is dull at 5 per cent for frst class commercial paper. Money is reported easy at Chicago and Cin- cinaati. The market for foreign exchange closed firm at the fel- lewing quotations :—Bankers’ bitls on England at sixty days 107 a 34, three days 10734 # 108, commercial bills 106.4%. The Bank of England rate of discount is new 4 per ‘cont, and there are somo who, taking into consideration {ts resoureos, argue that it will be still further lewered under the inflmence of the influx of the precious metals ‘and the favorable state of the continental exchaages: The bank held, according to the last statement received on this side, a stock of coin and bullien equal to £16,200,000, and a reserve ef notes and coin amounting te £7,906,816, the former at the same time last year having been only £14,270,842 and the hatter £5,550, 789. ‘The bank's resources ars, therefore, four millions larger than they wore then, whem the rate of interest wes four per cent But the shipments of specie which have been made to this country, partly in payment fer five-twenties end partly to be employed kero on forcign account, are an element which operates against a further reduction of the rate, although it ts net probable that any more will be ship. ped except in falfilment of special contracts already en- tered into, The policy of the bank is alao understood to bo repressive so far as speculation in trade is concerned, and this ton certain extent will favor a bigher rate than might otherwiso be maintained. The present rate is low enoagh, bowever, to meet the wants of all claeses of borrowers, and a low rate lovariably indicates stagnation in the movement of capital. This is now the care on the continent, and particularly in France, the xccumulation of gold and silver in the Bank of France being enormous, and great diMoulty is experienced by the bank in making loans at evon 134 a2 per cont npn good security. Mining stocks were active and strong, At the first board Bullion Consolidated cloved 20c, higher than at the same time yesterday, La Crosse Gold 20c., New York Gold 20c., Smith & Parmlee s0e., Rocky Mountain 6c. Hope Gold was 100, iower, Corydon sold at 86 10. Tho Treasury balance sheet for the fiscal year ending on the Mh of June last has just been prepared, fm anticipation of the report af the Secretary te Congress, of which it will constitute, ae nsual, an important feature, By this it appears that the total receipts were $556,030,195, and the tatal expen- @itures $518,347,337, the receipts, therefore, having ex- ceeded the expenditures by $37,601, 857. The ohetract shows that the receipts from customs aggregated 179,016,630, from public lands $065,031, from diroet taxes $1,074,754, from internal revenie $509,226,812, and from miscellancous so reoe $65,125,966. OF the ox. ponditiros, $41,040,065 are ciassed under the head of civil, foreign and mise laneous, $16,253,300 under pen. sions and Indians, $284,449,701 under war, $45,519,682 under navy, while tho very large sum of $13,074,737 is put down for intorest on the public debt. The increase Jn the receipta from internal revenue was equal to about $100,000,000, and in customs to $05,000,000, while the redaction in army expenses exceeded $760, 000,000, and in those of the navy $80,000,000, At the end of the year 1865 there a deficit of $519,000,000, yet, remark. able enough, there was an excess of receipts over ex. penditures for the fiscal y stad, This exhibit cannot bat be gratifying to the conntry at larce, and there is obviously no necessity for the Soeretary of the Troasury to resort any longer to makeshift expedients, fo far at loast as the current income and expenditure are concerned, ‘The businoss trananeted at the Sub-Treasury in thie ity to-day was as follows: — Reesipts .. $1,504,594 For customs... . $464,000 Poyinents. . 9589 Gold notee., 275,000 Balance 404 ‘The importations of dry goods at this port for the as follows with those weak ending October 11 compare of the previous week — et 8mm — Ort, Wm Done mprion, Pigt. — Volue.
