In this case the offender {s usually let off with a reprimand, save when he happens te have been brought up before, in which ease a penalty te invariably imposed “‘on principle.” He say bo drupé, when the alcoholic beverage manifests ts sway by inducing the unfortunate victim to show ‘the most prominent traits of his character, Thus, if his @isposition is affectionate or cheerful, he is usually found by the policeman with his arm gracefully er- gtreling a lamppost, and talking to itin a yor. pps Sal mann Tr his natore is quarrelsome, he is con- stantly laboring under the impression that he has been muulied, aud is anxious to Mght any one and every- body. The third stage of intoxication is when the Victim is grossty drunk, Here he may be in that stato wlcn be canuot lie on the ground withont holding Yrst to someibing, or when the pavement manifests a disposition to dy up and hit him violent blows on the ho may be so far gone that he slumbers in the poll or om the aldewaik, oblivious of all around him. iden the second and third stage the inobriate never secapes puntsiiment, and is usually subjected to a fine of $10. When the officer found Charles Rathbone, that in- @ividual was a long way past all the troubles and cares of this worl. He lay with both feet tenderly rare ‘by a salt barrel, while his head was carelessi: ‘ender a pile ‘of boards. Wheu the officer of hye neat gtambled upon him, the young man was slumbering £0 ully and ouy that he was loth to disturb him, Eis duty ehowerer, told him to arrest bit, and Rath- one was siouldered and borne to the tation house.
