WASHINGTON. Insolence of the Phiisdelphia Radicals, — none Arrival of Setithern Delegates to the Philadelphia Convention. They Expect Unqualified Endogsement of the Presideut’s Policy. — irs Gen. vanby Mentioned as the New Assistant Secretary of War. Enteraal Revenne Reccipts for the Past Week Nearly Ten Miillion Dollars. &eo. &e. st 6, 1868. Inipnds dee and Ingle Dee Of the Philadelphia A fow day$ ago the Presiden’ forwarded throtgh the ‘Post Ofice to Wm. F, Jotinston, »/@ll known throughout the country as am ex-Governer o° }yunsylvania, a com- mission as Collector of the Port of Paty delphia. By the collusion of the Postmaster at Phikdefpha this letter was delivered to an unknown person nawed Wm, F. Fobneon, of Philadeiphia, who saw ft, donblkess ander inspiration from the Phifsdeiphia Bosimaster, D. D. Wow aey md others, to write a highly terulting reply to the President declining the office, The iniqnity of the business is apparent. There could be no miisiake in the address of the lettor, aud if (wre were this person knew when keepened it that it was not inteuded for him, but tor ex-Governor Jounstou. Forney appears im the ‘Preas vith a copy of this fellows ‘wsulting letter to the President, which, for ineolence and consummate wicked- oesa, eclipses the famous Jaintson scarlet letter, In the same connection Mr. Thomus, now bolding the office of Collector, at Phitateiphia, appears in print with S letter disputing the right of the Execntive to remove him during the recess of Congress, and lutitnuting a pur- pose to hold on to the office at all hazards. Donbtless he Will seon"be brought to bis senses, as a new com- mission has been forwarded to ex-Governor Johns- ton, which will probably reach its destination with no further jaterference. A fhll investigation has deen ordered into the ciroumsduners attending the delivery of the former epist!> to this man Johnaon, and probably the Postmaster who permitted seh fagrant tampering with official correspondence, and con- wired to effect it, as he unquestionubly did, will lose his office iu consequence. Southern Delegates to the Philndclphin Co vention, Lagge eumbers of Southern gentlemen, delegates to whe Philadelphia Convention, are daily arriving bere. They represent a good state of fre!in: in the South, and «general anxiety that the Philadelpta Convention shall de the means of bringing the two sections to a better anderstanding of each other. The Southern delegatesall sxpress & disposition to go into (he Convention solely for the purpose of barmomaing the con‘icting elements in the county. They have no demands to make, and are ready to accept any reasonable platform having any clatms to nationality in its character, They expect an unqualified endorsement of the policy hitherto pursued by the President, and will be satieded should nothing else be adopted. Presidential Visitors. The rush at the White House today was not at all abated from last week. Among those who sneceeded in obtaining interviews with the President were Attorney General Stadsbery and Genera! Slocum, of New York. Governor Sharkey, of Mississippi, called, but did not succeed in getting In. fecling of the Sailors in Relation to the Sol- diers’ Bounty Bill. Considerab'e feeling is manifested among the railors of the navy and bas crept out in despaiches to the Navy Department, at the omission by Congress of any recogui- tion of the services of that important arm in the late war. The Bounty bill appropriating an additional bounty of one hundred doliars to soldiers makes no mention of the saiiors, por are they anywhere mentioned or rewarded for their equally meritorious services, ‘The New Ortcans Riots, There is nothing important to-day from New Orleans. General Sheridan reports all quiet and hix investigation mto the origin of the late riot still progressing. He * sonsiders it prudent to retain military supremacy until she close of his investigations. Iaternal Revente Receipts. The receipts from internal revenue to-day were $61,928,752. The recoipts from the same source for the week ending August 4, were $0,863,345. Insane Negroes at the South. The sudden transition from siavery to freedom, to- gether with the immense amonnt of suffering incidest thereto, has filed to overflowing the lunatic asylums or the Soath. A despatoh was received to-day'at the Froed- men’s Barean here from Governor Hamphrey, of Mistis- suppl, in anewer to an inquiry whether he could accom- modate any more insane colored people, that all the asylums were fatt, bat that the tate would take immedi- ate stops to increase the facilities for providing for as many as possible of that unfortunate clas?, Forcign Built Vessols nnd Our Registry Law. ‘The Secretary of the Treasury has just decided a very interesting polat to shipbuilders, It appears that some- time-ago & Vemsel arrived at Gaiveston, Texas, baving for & cargo the sections of two iron steamers, together with the machinery, which had been put together at Glasgow with» screw bolts end afterwards taken to pieces and whipped to this country. Upon the arrival of the vessel ‘at Galveston the master was fined $1,000 for von-confor- mity of the Registry law and reused to admit the cargo of the vessel. The Secretary of the Treasury, however, Airected the Collector to ada:it the cargo as other mer- chandise upon the payment of the duties imposed by law. The steamers were accordingly admitted, but the question then arose whether marine papers be granted the iron steamer the same as to vensels bailt in the United States, which the Secretary has ordered to be done, (hus establishing the precedent of allowing vessels built in foreign countries and imported iato the United Staten the benedt of our Registry iaw.
