2 FINANCIAL AND COMMERCIAL. Suypay, May 20-6 P. M. ‘The past week bas demonstrated the altered rela- tions which monetary affairs in the United States bear to those on the other side of the Atlantic, arising from the fact of our trading on a paper money instead of the normal specie basis, At the opening of business on Monday we had news of a panic on the London Stock Exchange greater in severity than had been oxperienced for nine years, as also on the Paris and Frankfort Bourse. But apart from a shade of uneasiness, lasting for about an hour, the news had no effect upon the stock market, while it failed to inspire the slightest dis- trust among money lenders. Yet the Bank of England had advanced its rate to seven per cent, five-twenties had declined to 674 and consols to 8634 a 34, while all other securities, foreign and domestic, with a single ex- ception, were similarly depressed. Notwithstanding all this government gold-beanng securities in this market remained nearly steady, and the only direct effect of the advices was to advance gold to 190% and the rates of exchange on Europe about 3¢ per cent. The sub- sequent foreign news has been hardly moro favorable, and the gold premium would = un- doubtedly have continued rising but for sales of coin at 1303¢ by the Sub Treasury, the aggregate amount dis- posed of by it during the week being estimated at ten millions, Of the danger of this policy on the part of the govern- ment thero can be but one opinion. Should the Euro- pean news fail to exezt a favorable influence upon our exchanges within the next few weeks there will be a large and steady drain of gold from this country, and the export demand will be Stimulated by the low prico at which the Treasury is willing to sell it, The government can ‘under present circumstances hold the premium in check, because it has still forty millions of coin left, after pro- viding for the whole of the May coupons; but with ex- ports of specie at the rate of nearly nine millions a week, how long could the Troasury retain control of the mar- ket? Meanwhile, by keeping the price low, in the face of a heavy foreign demand, it encourages larger ex- Portations than would otherwise be ventured upon. Ou the other hand, should the German difficulty met with a pacific solution and Europe subside Into its ordinary tranquility no harm will have been done by these Treasury sules of gold apart trom tho violation o! a principle. But the danger which the practice of the government thus indiscreetly assuming control of a thing which may pass beyond its control Involves should render it cautious in its operations, We have no desire to see gold go any higher. What is most to be desired of it is steadiness; but to insure steadiness for a week or a month we must not voluntarily incur the risk of baving it go much higher afterwards than it otherwise would go, thus disturbing values and provoking the evils at was our intention to guard against. As a natural consequence of these sales and the dis- bursements on account of the five-twenty May coupons, the supp!y of coin for delivery had beon equal to the de- mand and loans have generally beon made without in- torest. he range of the market during the current month has thus far been from 125% to 180%, and since the commencement of the year thus:— Lowest, January. The stock market showed vory decided firmness, and the advancing tendency of prices was most marked in the course of Hudson River, Cleveland and Pittsburg, New York Central and Ohio and Mississippi certificates. The domand for loans was, however, freely met at 5 per cont upon wailway and miscellancous collaterals, and 484% on governments, while first class commercial paper was in fair request at 5a6 percent. The balance in the sub- Treasury at the close of business on Saturday was 103,051,222, Compound interest notes, into which idle capital with the banks has floated largely, were thus quoted at the end of the week:—June, 1964, 112; July, do., 111%; August, do., 111; October, do., 110; Decom bor, do., 109; May, 1835, 106); August, do., 105; Sep- ber, do,, 10415; October, do., 104. Exchange on England was firm on Saturday at 100% a %\ for bankers’ bills at sixty days, The roturn of about ton millions of old five-twenties from Europe during the ‘month, combined with other causes, contributed to the frmnces of the market. Moreover, remittances of the May interest on more than three hundred miilions of five-twenties held abroad are being made; and, consid- ering the disturbed state of affairs in Europe, it was hardly surprising that the of gold to Europe fast week should have aggregated the large sum of $3,763,206.
