Confidence in higher prices is ap- parently unimpaired by the intervals of sluggish specu. lation which vary the upward movement, and 1t is gene- rally conceded by all acquainted with the facts that the value of railway property is improving, while the pros- pect favors a brisk summer speculation in the leading shares. There {3 a strong probability that the Consolidation Loan bill, introduced in the Senate by Mr. Sherman, will before long become a law, the Finance Committee haying, it is reported on good authority, already agreed to report it favorably, and the sentiment of both houses being in accord as to the desirability of a funding stock of the kind proposed. This when accomplished cannot fail to inspire and sustain confidence in values generally, nor to furnish assurance of uninterrupted mone- tary ease at the financial centres, the latter being indigpensable to the success of the loan, The objections which may be urged against the principle of exempting the new bonds from all federal and State taxation are modified by the consideration that the only tax to which national securities are now liable is that on incomes, and that about three hundred millions of our bonds are held in Europe, and a large portion of the re- mainder by persons who pay little or no income tax. The result is that the public debt yields much leas to the revenue than is generally supposed, and the loss to the ‘Treasury consequent on entire exemption would bear no comparison to the saving of interest by the reduction of the rate to five per cent through the funding process pro- jected. Butchers’ and Drovers’ sold at 145, Continental 97, Commerce 1093, Ocean 102, Central 107, Hanover 113, Fourth 103}, Mechanics’ 104%. At the one o’clock session of the open board the mar- ket was steady but dull. Afterwards the market showed increasing firmness, but owing to there being no later session of either the regu- lar or open board the volume of business was limited. At five o'clock New York Central was quoted at 923; a %, Erie 743, a 3{, Hudson River 110% a %, Reading 107% bid, Michigan Southern 77% a 78, Cleveland and Pittsburg 8234 a 34, Rock Island 12434 a 3, Northwestern 29% a 5;—preferred 61% a %, Fort Wayne 100% a 3, Canton 58% a 59, Mariposa preferred 2534 a %, Quick- Bilver 543, bid. The money market shows no new feature, and loans are frecly made at 5 per cent on railway securities awd 4243, on governments. Balances were offered near the ‘close of business at 4, First class commercial paper at sixty days is discounted at 5 a6 per cent, and long date at6a7. Gold opened at a decline from the closing quo- tation of last evening, but gradually became firmer. The price at halt-past ten A. M. was 127%, and at half past twelve 127%{. These were the ex- tremes of the day, and the market closed steady, at 12754. Loans were made at 2a 4per cont for carry- ing and at 3 per cent for borrowing; ut the majority of transactions were without interest. There was a larger export of treasure than usual to Europe by thia day's steamers, the total aggregating $991,515, of which about $600,000 was in bar gold and silver. The Her- mann took of this amount $221,300, tho Allemania $63,000, the City of London $311,000, the Malta $250,615 and the Lafayette $145,600. The export for the week has beon $1,247,240. Foreign exchange was steady at 100%< for bankers’ bills on England at sixty days, and 108% #109 for com- morcial, but the transactions were light, Petroleum and mining stocks were dull and barely steady. We understand that the preliminary papers in an ac- ton at law were served upon the reprosentatives of the Bank of the Commonwealth at the suit of the Continen- al Bank yesterday, to recover the amouat of the check upon the Continental, paid by the forger Ross to Cronise & Co, and by them lodged to their credit at the former institution. Two of the firms victimized by Ross have suspended business pro lem., in consequence. A deputation of brokers, consisting of Messrs. Francis Skiddy, Randall H. Green, C. E. Beebo, W. W. Thomp- eon, J. Ripley, 8. Lawrence and others, had an interview ‘with Governor Fenton and the Attorney General to-day at Albany rolative.to tho tax law recently passed impos- ing duties on brokers’ sales of spirits and foreign goods. ‘The argument of the deputation was against the consti- tationality of the law, and in this connection the follow- ing extract from the State constitution, article 7, sec- tion 13, is important, if not decisive: — Every law which imposes, continnes or revives a tax, Bhall distinctly state the tax and the object to which it shall be applied; and it shall not be suflictent to refer to any other law to fix such tax er object.
