FINANCIAL AND COMMERCIAL Fer x, May 4—6 P.M Tho stock market displayed inereased strength and aimation this morning, and prices advanced; but after pon it was slightly reactionary in its te: North. WAstern preferred, Milwaykee and St ReMing and Fort Wayne were the most buoyant of the rltay shares. There is a strong demand for the lattes which is very firmly eld its merits as an yveatment; and as a ten per cent divi- | dond faying stock it is generally considered cheap. in the Yscellaneous list Manposa preferred was active aad bight, under continued reports from the mines, ‘More isa yery confident tone to the speculation for a “Fide, and this is all the more decided because of the bill now before Congress for funding the seven-thirty notes unto a Ave per cent stock, which strengthens faith in the maintenance of current values and the continuance of the provailing gonctary ease. The more clearly the policy of the Treasury is defined sho loss room there will be in the public mind for har- poring distrust, aad the smaller will be the capital upon which panic-moogers will have to trade. The fundiog operation involved » the passage of Senator Sherman's bill ws in spirit whatwe have been advocating for two yours past; but it\ is an open question whother ® thirty years bond 18 mot too short, and whether a fifty years bond,\or even perpetual annuities, would not be better. We have heard it urged against ‘ao latter that our people would fail to understand and would consequently underrate them; but this is by no means certain. It is, however, probabie that we shall lave ao occasion for perpetual annuities like tho conaola of Great Britain, and that our debt, im the absonoe of forcign wars, will be reduced to very alender proportions before thirty years expire ‘The proposed exemption of the new loan from all taxa- tion, although indefensible in principle and invidious in Practica, is nevertheless likely to prove necessary to 8e- ordre for it a fair chanee of success. We have a bad state of affairs to deal with, and we must adopt a com- mon senso method of making the best of the situation, domg that which we cau, rather than attempting what wo would like to be able to do, but which existing cir- oumsiances render impracticable, At the early session of the open board New York Cen- tral sold at 923, Erie 744, Reading 107%, Michigan Southorn 734, Clevoland and Pittsburg 82%, North- wostorn 28%5—preforred 603%, Fort Wayne (8. 8) 90%, Ohio and Mississippi certifleates 26, Canton 58%, Cam- berland 45. At the first regular board the market was activo and buoyant, Now York Contral closed higher than at the half-past two board yesterday, Erie %, Read- tag ts, Northwestern —preferrea 143, Rock Island 1, Fort Wayne 34, Milwaukee and St. Paul preferred 1, Quicksilver 3g, Ohio and Mississippi certificates , Mari- poaa preferred (sales 6,000) 13%. Michigan Southern, Clovoland and Pittsburg and Toledo were steady. Canton waa 1% lowor. Government securities were strong. Coupon sixes of 1881 advanced %, five-twenties of 1862 ty, ton-forties 35. At the one o'clock sessions the market reacted slightly. At the half-past two board it was steady, except for Miiwaukee and St. Paul preferred, which advanced 244, and Chicago and Alton 2. Northwestern preferred was 3s highor, Mariposa preferred 3%, Western Union Telo- graph 3. Government securities continued strong. Goupon stxes of 1881 advanced 3, five-twenties of the oid issue 34, seven-thirty notes of the third series +. ‘Ten-forties declined 1. ‘At the half-past three open board prices were in some instances barely maintained, but the market bad avery firm tone. Rock Isiand advanced to 124%, New York Central sold at 023; a 9234, Reading 107%, Michi- gan Southern 783s, Cleveland and Pittsburg (%, 3) 82, Clovetand and Toledo 10434. Rock Island 124%, Erie 73%, Canton {b. 3) 5844, Mariposa proforred 2534. The advance in the latter stock is attributed toa clique lately ongaged in “bearing” it having bought largely to cover “ghorts,”’.as well as on “long” account. Later in the afternoon the market was slightly unset- tied by the report of the ‘suspension of the Merchants’ National Bank at Washington, which is attributed to the faiture of Bayne & Co., stock brokers, Baltimore, Mr. Bayne, a member of the firm, being the Presi- deat of the bank. Tho bank has a registered capita! of $200,000 and @ circulation of $180,000, and was anational depository. Itis moreover said to have halt among its depositors some army paymasters, who wit! loae heavily by the failure. We have here appa- roatly a bank doing business under the so-called national agstom which occupied relations ‘toward a private firm similar to those of several exploded Penn- evivania banks toward Culver, Penn & Co. The affairs of national bank whose solvency was Aepenient upon that of a single stock house rast have been in a very questionable state, and we are Berefore surprised that such on institution should have Joon a pudlic depository—the mere fact of which was talcalated to give it a credit that in this case was evi- foatly uadeserved. This is all the more remarkable in bonscquence of the bank being under the very eye of the xovorament at Weshington, where ite connections with the Baltimore firm must have been well understood. Bach failures reficci discredit upon the entire system of national banking, and call for rigid inquiry on the part of tho Treasury. At half-past five o'clock the market closed steady, at tho undor mentioned quotations:—Hudson River 110\, Erie 734 a 13%, Now York Central 92:4, Reading 107% 1073s, Michigan Southern 7754 @ 77%, Illinois Central £22, Cleveland and Pittsburg 83, Rock Island 124% a 12445, Northwestern 28% a 28%, Northwestern preferred 0X, Fort Wayne 09:;, Ohio and Missisaippi certificates 25% a 26%, Canton 58 bid, Cumberiand 45a 45%, Mariposa proferre’ 25% a 26%. The money market continues easy at five per cont to the Stock Exchange, with exceptions at four on govern- monta and at 4%; on railway securities, There is a slightly increased demand for loans, owing to the augmented volume of business, but the supply more than keeps pace with this. The discount line is also easy, and first class commercial paper at sixty days passes at Kix per cent, with exceptions at» half per cent lower. For longer periods the rate is 63; a 7. The Western money markets are reported easier, but the bankers aro stil! sending currency to this centre to moot their drafte. Tho rates for exchange on New York at Chicago are par buying, and 1-10 premium selling. Gold opened at 127% and gradually weakened to 12734, after whieh it recovered to 127% 0 %. The supply for delivery was abundaut, and loans were generally made without interest. Foreign exchange opened firm at 100% a % for bankers’ bills on England at sixty days, but subsequently declined a fraction, end closed at 10054 a %, and at 110% ® 11044 for short sight. Commercial bills wore quoted at 10355 a 109, Petroleum and mining stocks were firm and mode- rately active. At the second board Electric Oi! closed 10 higher than at the same time yesterday, Ada Elmore %he., Consolidated Gregory Gold $1 40, New York Gold 10c., Columbian 16¢. Pithole Farms was 1c. lowor, Smith & Parmiee 26e, At the second board United ‘States closed 450. higher than at the first board, selling at $0 96; Ada Elmore 10¢,, selling at $2 25; Smith & Parmies 10c., selling at $9 40, Consolidated Gregory Gold, was 800. lower, selling at $16 16, Oil Creek sold a) 0., Shade River 60c., Downteville Gold 39¢., Gunnell Gold $L 13, Toxas 85c., Bobtail $2 75, A meeting of the Clearing House Association was held 1 noon to-day at the instance of the Continental Bank, to complain of a violation of one of the articles of asso- ciation by the Bank of the Commonwealth in refusing to pay a check returned to it by the former. The check in quostion is that drawn by John Ross, with a forged cor. tifeation, in favor of J. & Cronise & Co. for $64,800 upon the Continental Bank, which was deposited by tho payees to the credit of their account at the Bank of the Commonwealth, after, as they allege, the paying teller at the Continental bad pronounced it good, the messenger who |s said to have presented it, boing a boy, who has made an affidavit to this offect, The bank officers, on the other hand, deny that the check was prosonted at the bank, and as there is no balance of testimony to decide tye case, litigation may be the rewlt| Moanwhiie the question sabmitted to the meet. ng was the proper course for the banks concerned ‘9 adopt. At frst opinions were divided, but alter considerable discussion ft was gonerally ad. mitted that the Continental had an immediate and diroot claim upon the Bank of the Commonwealth for toe amount of the check, and that if the latter felt aggrieved it must rock a remedy at law. With this opinion expressed as the sense of the meeting the mat- tor was referred (o the Arbitration Committes, which bas power io expel a bank from the association, bat not to compel payment in a case of this kind. The decision wit! probably confirm the sentiment of the mocting, and the Bank of the Commonwealth is not ksly to choose the akiernative of expulsion.
