Should the insured desire to terminate the insurance at any time, ninety per cent of the deposit will be returned. mends itself to the owners of F li This system peculiarly cor dwellings and their contents, farm property and the best lami of store buildings; also to trustees of churches,"school- houses and other public buildings, aud holders of mortgages will find in the perpetual policies the best collaterals as se- ‘This plan Is not a new or untried one, but | enrity for loans. has been practiced both in this country and Europe for nearly one hundred years, and where it is understood is sought for, as being the most desirable insurance that can de obtained. Besides furnishing insurance at but little more than half the usual cost it has the additional advantage that the policy never expires, a8 18 80 frequently the case in term insurance, and the property burns in a few days afterwards, Perpetual yoticies are issued only on such risksas promise permanency of occupation, and are non-hazardous in thelr character. ‘The rates have been fixed with great care, and after a care- ful analysis of the experience of the best companies for many years, and aclose calculation of the cost of insuring be covered by perpetual in- sarance. Should the property be sold, the policy can be rred if desired, or the holder may receive back his deposit less ten per cent, upon # surrender of the policy to ‘the company. Should the company desire to cancel the policy at any time, the deposit will be returned without de- auction. To institute a comparison between term and perpetual in- surance, it is proper to compute the interest on the annual premium paid as well as the permanent deposit, for in either ease the insured is deprived of the use of the money pald or deposited, and receives the same consideration, namely, sgaarantee of indemnity against loss, The following illustrations, computed at both simple and eompound interest, at six per cent, will show the cost, as compared with term insurance, supposing the contract ter- minated and the deposit reclaimed at the end of the term named, to which a careful consideration ts invited:— FIRST ILLUSTRATION. ‘COST OF INSURING 4 BRICK ‘on stoxe DWELLING HOUSE, DE- | :| the class of property proposed | ‘wan: lz le| ‘TACHED 100 FEET, FOR TKN YRARS AT SIMPLE INTEREST, 10,600 at 1 per cent for five veut at premium : $100, 6 per cent mteres Prem’ “100, 6 per cont interest for’ Total premium.$200 Total interest...... E. D. TOWNSEND, Assistant ‘Adjutaat General. THE NEW INTERNAL REVENUE LAW. It is expected that ths Committee of Ways and Means will this week report an amendatory Internal Revenue bill by which the tax on many articles will be consider- ably reduced, with a view to encourage manufactures, while other articles will be entirely relioved. The re+ celpts from this source of revenue have largely exceedc® the catimates, THE INCOME TAX ASSESSMENT. The following circular has just been issued :— Treasury Derartuent, Wasiixatoy, Orrick oF InrsrxaL Revence, April , 1866. E. D, TOWNSEND, ‘Assistant Adjutant General, JUDGE CATRON’S SUCCESSOR—OPPOBITION OF THB RADICALS. The appointment of Henry Stansbury, of Ohio, to be Associate Justice of the Supreme Court of the United ‘States, was generally applauded by outsiders yesterday. Mr. Stansbury was known to have sustained the reputation of a Grst class lawyer and jurist in bis native State for years past, and it was difficult to believe that a single Senator would oppose his confirmation; but to-day hae revealed @ different purpose on the part of the Presi- dent's opponents. They have resolved to postpone any action on the appointment of Mr. Stansbury until a bill abolishing one of the judicial districts, and thereby leaving no vacancy to be filled, can be burried through the Senate, It willbe remembered that some sach bill passed the House several weeks ago, and was supposed to have gone tothe tomb of the Capulets. That, ora sim'lar one, will now be revived for the exigencies of the occasion and rushed to the President for his ap- proval, Should he veto it they are confident of their ability to pass it over bis head, as in the case of the Civil. Rights bill, and thus prevent the appointment of another conservative judge of the Supreme Court, It was dotor- mined some time since by the radical portion of the republican party to defeat at all hazards the confrma- tion of any one but an extrome radical to this position, They intend to control the political complexion of that tribunal, and are determined that no doubtful personage shall bave the vacancy. Had Mr. Stansbury’s antece- denta been those of a violent abolition partisan the bill lessening the number of districts would probably never have boon resurrected. As It is, it can speedily be made a political guillotine, It is to be hoped that better coune sels will prevail, and that @ sufficient number of repub- licans will disrezard the crack of the party whip, to carry his confirmation and secure his undisputed ability and legal talent for the Supreme Court bench. NO PROSPECT OF AK EARLY ADJOURNMENT OF CONGRESS. Several republican mombers are confident that Con- gress will not adjourn this summer. They assert thas “many things are worse than hot weather,’ and that an rcreased disturbance of the public tranquillity by mjue dicious Presidential appointments would be worse than hot weather and cholera combined MASS MERTING OF SOLDIERS AND SAILORS. A mass meeting of soldiers and sailors took place to- night at the Assombly Rooms, which wero densely crowded. The object was to promote such measures ag will secure the equalization of bounties, just pensiom lawa, appointments to positions under the government, field and of the House of Representatives, havi made speeches furtherance of these objects,” oo CATTLE DISEASE ON THE ISTHMUS.
