The excitement in reference to the Collectorship has ssuddonly been im a great measure transferred from ‘Washington to New York. The announcement of the appointment of Henry A. Smythe to that posi- tion, over the heads of those recommended by the politicians, at first caused quite a consterna- tion among the several cliques and factions. The idea that the recommendations of all the Politicians should be disregarded by the President seemed to have (been beyond their contemplation, and, as a matter of course, took many of the wire-pullers by surprise. But all that feeling soon gave way to the more practical “consideration, who would own the new Collector? Who would control the disposal of the patronage under Dim, was therefore yesterday the great absorbing theme. ¢ ‘When it is considered that we have two great parties, ‘and two factions in each of those parties, all of whom pretend to have special claims upon the administration and therefore entitled to share in the patronage, either Dy foul or fair means, it will at once be seen that we have the material for very extensive commotion and no small amount of manwuvring to see who shall capture the iprize, if @ prizo the new Collector can be called. ‘Ono faction of the democrats claim that they prevented ‘the appoihtment of both Judge Davies and Depew, and «that ior this act they are entitled to consideration from ‘Mr. Smythe when he takes charge of the office, and are insisting that the heads of a large portion of the Present radical incumbents shall be cut off instanter, They have a long Hat of names of subordinates in the Custom House, who, they ssssert, have been recently denouncing the President vafter the style of Stevens, Sumner and Wade, and whose places they want for Johnson democrats. The opponents dn Tawnmany Hall to the present General Committee are ‘very positive of their power and influence in that “quarter, and are basing their calculations on being able we regain their lost prestige through the use of the Custom House under Smythe, This may sound very singular, when it is claimed and known that Mr. Smythe iis and bas been a republican; but it must be remembered that he krows nothing of the tricks of the politicians, snor of the motives which control them. Being a novice in that line, he is just the man for them to work upon. Sinco some of the above class of democrats have been working for his appointment and have been associated with him in business, they consider their claims second to no other class, especially when nearly all the republican politicians have been arrayed against him. The movements and the fluttering’ of this class * yesterday were exceedingly amusing. Their anxiety lest Mr, Smythe, by remaining in Washington to look after his confirmation, will be obliged to make such pledges to tho radical Senators to secure the ratification of his ap- pointment by that body as will cut them off from all share in the spoils, was decidedly interesting. The real turmoil, however, is in the republican camp, ‘There is the real excitement. There exists the great struggle for his capture. The engineers in both factions of the republican camp are laying siege and preparing for a grand assault upon the Collector the moment that ho returns from Washington, ‘The patronage of the Cus- ‘tom House, skilfully handled, 18 considered the strong- hold, and, in fact, the citadel for the faction which is able to wield it. It is a prize, thero- fore, that is now a bone of contention in a novel form. While the appointment was pending at ‘Washington, each side directed their fire against the can- didate who appeared to be'the strongest opponent to its favorite; but the President having settled that point by “taking a man who is supposed to be outside of all politl- cal factions, the question now comes, Who shall capture him first? and this just now overshadows the Fenians ‘and all other questions. The nine days’ wonder is not whether O'Mahony or Sweeny will capture Canada, but ‘what faction will capture the new Collector. The arrival of ‘Henry A. Smythe is now looked for to decide which fac- tion in the republican party shall rule, just as the arrival ‘of Stephens is anxiously awaited to decide between the two rival Head Centres of the Fenians in this country. THE BASIS OF THE RADICALS’ AND CONSERVA- TIVES’ CLAIMS. Chief Justice Chase, who is now in town, has been in consultation with Barney and Parsons, as well as with the representatives of Jay Cooke’s bank in this city, and by what transpired it seems that they claim his ap- pointment. But it seems that later intelligence from ‘Washington was such as to leave in their minds great doubt about their being able after all to control the political patronage, for even they got wind of the fact that Mr. Smythe placed himself exclasively in the hands of Jobnson’s friends, and that it was this move on his part that finally settled the question and secured the appointment, Thus, although they were at first quite cheerful over the announcement of the appointment, they were very much disheartened when they learned cortain secret facts which were supposed to have taken place on Saturday and Sunday last at the national capital. Thurlow Weed arrived from Washington yesterday morning, and his room at the Astor House was overrun yesterday with the faithful on that side of the question, to ascertain how the land lay, His being at Washington -whon it was settled, it was supposed, at least, that he knew who made the Collector, what influence brought it about and who would own him now he ts made. The whispering and winking between the knowing ones soon satisfied everybody around the Astor House that Weed, by being on the ground, had accomplished the feat and captured Smythe, and made him all right for this wing of the party. His adherents were in the best of epirits, and to all appearances greatly elated over the nows which Weed bronght on this point. It was given out that the radicals were badly sold, and that the tables were turned against them, This would seom to corroborate the surmises and fears of the radicals, and lead to the couclurion that the conseryatives have captured him, bag and baggage. At any rate, they aro planning for the removal of the rad- feals connected with the Custom House, and the appoint mont of conservatives in their places, This fact makes ‘the affair all the more interesting, and increases the interest in the contest, for it is evident that the radicals ‘are not intending to give up the fight so easily, or to let go their grip until they are certain. It is known that Woed opposed both Depew and Davies, the latter in de- cided terms, His opposition to the former, being based on personal grounds purely, was somewhat toned down by the fact that both Morgan and Raymond favored his appointment, and it is claimed by Woed’s friends that, he brought Smytho forward at tho last hoor as tho compromise candidate, and by that act has sccured a hold fn that quarter which the radicals cannot shake off. Whether this is true or not a few Gays will tell, With ali the assurance and confidence on both sides, the ownership of the new Colleetor is an+ doubtedly still an open question, although Weed t# #0 confident that all fs right that he left last evening for Albany to look after bis interests in tho Albany lobby, AT THR CUSTOM NOUS. ‘The attaches of the Custom House, who hare been in doubt ever elnce the death of Preston King, were yeeterday on tho qué vive to learn all about the pre- diloctions of the coming man. Somehow or other there seemed to be an cesion prevailing there that the Senate would not orm Mr. Smythe, Whether this was all speculation or based upon actual facts in regard to Mr, Smythe's strong conservative predilections oF promises, we were anable to ascertain, No official notification had been received there of his appointment; im fact, it is not ex- pected until the Senate acts apon the nomination. Mr. Henry A. Smythe, who has just been appointed Collector of this port, is a native of the State of New York, and comes froma good old stock. He was was born in the year 1819, in the town of Hobart, Delaware county, His father, one of the earliest settlers in that section of the country, was'a popular and able lawyer, and his maternal grandfather was the Hon. Anthony Marvine, also a distinguished lawyer, and wh for some time represented the Delaware district in Congress, Mr. Smythe, aster receiving @ good academic educa- tion, came, in 1836, to this city, commencing his busi- ness life as clerk in one of our large jobbing houses, but subsequently entered an extensively importing establishment in the same ca- In 1846 he joined as partner the Boston house of Francis Skinner & Co., opening the first branch in this city of their immense Eastern manufacturing com- pany’s agencies.
