Recent events point to Hon. Henry Btavabury, of Ohio, as the man on whom the Attorney General's mantle will fall, if any change be made. Rus- sell Houston, of Tennessee, was mentioned some weeks ‘ago as likely to be designated for the place; but it is un- Certain whother he could afford to accept it. His friends assert that he could have the vacancy on the bench of the Eupreme Court, but that he has thus far cougidered itnot to his interest to accept the position. General steadman’s friends are equally confident that he can be Secretary of War whenever he desires the place, It is also thought by many that of all Mhers mentioned Governor Morton, of Indiana, stands first on the list. I give the rumors for what they are worth, Possibly no changes are con- templated. It ts only certain that there isa popular expoctation of a change. i * THR NEW YORK COLLECTORSHIP. ‘The only new feature in the New York Collectorship Ambroglio is the entire withdrawal of Mr. Wakeman from the contest. His friends have ascertained that he could, by no possibility be confirmed if nominated, and have advised him to let well enongh alone and hold on to his Present ofice. Wakemen’s procedure might be profita- bly imitated by several other candidates that could be Bamed, In fuct, securing the Senatorial confirmation is coming to be admitted quite as important a consideration in canvassing @ candidate's availability as his probable Anfluence in procuring the appointment, Those inte- rested should note this fact. A SPLENDID OFFER MADE BY MAXIMILIAN’S AGENTS i TO WASHINGTON POLITICIANS. The facts stated by the Paris correspondent in yoster- @ay’s Henarp bave been corroborated by a proposition made by agents of Maximilian to prominent parties here. ‘They made a direct offer to prominent politicians to give ‘thom a contract to collect the revenue in Mexico for the term of five years, upon ‘condition that they would pre- ‘vent our government from doing anything m behalf of Juarez and the republic during that period. The per centage which they offer to give on the amount collected furnishes a wide margin for a lobby fund to use upon ‘Congress to prevent action, The fact that the term which they offer to farm out this business is five years—tho Bame as fixed by the articles of the secrot convention between Napoleon and Maximilian’s agont—is significant, ‘to say the least. TUR INTERNAL REVENUE LAW. The Ways and Means Committee will probably report ‘the Internal Revenue bill on Tuesday. It will take pro- cedence over all other business till disposed of. e THE RBVONSTKUCTION COMMITTER. . There are statements afloat to the effect that the Re- construction Commitiee of Congress will resolve itself into its original elements and give up business altogether Dofore the session is much older, Some of its members aro as thoroughly imbued with the spirit of secession as ‘ever were delegates to the South Carolina stato Conven- tion of 1861. They have been so unlucky with the mea- gures they have already presented to the House for its sanction that they are determined to present no more. For a time some little amusement was afforded th» gen- tlemen of the Star Chamber by the innocent pratile of witnesses like Robort E. Lee, who talked a great deal ‘Dut said nothing; but the novelty has worn off, and they will listen to no more stories. The conservatives of the House badger individual members of the committee with questions as to what they are doing in the lockup, and formidable packages of letters are received from their constituents, urging them to do something. Mr, Stevens has no longer a working majority in the committee; so nothing con be done, Several members threaten to ask the House to turn over to the Judiciary Committee a few of the reconstruction top'cs now pigeonholed im the Star Chamber, and, failing in (his, will ask to be reheved from service on the committee, ) THE MAY INTEREST ON THE PIVE-TWENTIES. } The statement that the May futerest on the five twenty Donds will be paid in Aprii is erroneous. On tho au- thority of the Seéretary of the Treasury, it may be said that payment of the May coupons will not commence until they are due. Per contra, it may be said that the gold that is in the Treasury for that purpose will have to ‘be kept for that use, and that no good reason is apparent to outgiders why the paymenjs should not be made im- modately. PENNSYLVANIA POLITICIANS. Governor Cartin, of Pennsylvania, is in the city and in close communion with Senator Cowan. OUR HONDURAS CORRESPONDENCE. Onos, Honduras, ©. A., Feb. 22, 1966, GENERAL MEDINA RE-ELECTED PRESIDENT. General Don Joso Maria Medina has beon re-elected President of this republic by a handsome majority. He had only served two years of his term of four, but a se- ries of ciroumstances, which I will relate, has produced this satisfactory resalt to a most deserving man. Shortly after the late civil war In the department of Olancho, the particulars of which I stated in a former letter, the Guardiolista party got up reports to the effect that the President (who had been through the war) had been partial in paying off the troops belonging to the de- partment of which he is a native, and other allegations tending to injure his reputation as a patriot and as an impartial President, He immediately issued a circular contradicting these reports, also stating that he would call an extra session of the Deputies and suggest the necessity of formiug 4 new constitution for the benefit of the country, and at the same time give the people an opportanity of electing another man as President, in case the majority of them did not approve of bis acts. ADOPTION Of A NEW CONSTITUTION. I doubt whether any President has ever put his official character to so severe @ test as this, for he had military power and means to hold his position, and his enemies were many and powerful. Well, the session was called, the deputies met and passed a law calling for an election of deputies to form a new constitution. The election took place; good, liberal men were elected, and the said constitution was formed .and officially proclaimed in all the cities and towns of the republic on Sunday, the 6th of November (it is the custom tp aim at the street corners afl special official acts, eo those who cannot reat may know their nature, and this is done on Sunday, ‘a8 that day ts a gencral holiday). General Medina im: med ately withdrew from the seat of government, aud the Preaident pro fem, aseumed his duties and issued an order eafling an clection for President, &c., to take place on the 3d of November. FOUTICAL INTRIGUING, Tshould have stated that, previous to forming the present constitution, Medina’s cnemies bad industriously carculated the report that his intention in calling for a new constitution was to havea clause inserted therein making him President for life. But this assertion was nottrae. When this is taken into consideration, together with the fact that sugar cane grows successively tor eighteen ears, it is very strange that this country has beet neglected, But each is fate, and the old saying was er more true than in this case, ‘That many a flower is to bins unseen, and waste its sweetness on the desert air. Total Eclipse of the Moon Last Night— Incidents at the Street Corners,on the Roofs, on the Water, and in the Par- lor and Kitchen, 48 had been previously announced in the Hxratp, the expected total obscuration of the moon took place last night, and ended among the “we sma’ hours ayant ‘the twal,’’ precisely as indicated by the calcutations of the astronomers, who were the persons making out the programme for the occasion, and to the entire satisfaction of all who had eyes to see and a sense of the sublime to appreciate such magnificent performances. However we may be disappointed in the tableau at the metropolitan theatres, the management of the great amphitheatre of tho universe never falls short of its promises, There ie no postpone- ment on account of the weather, and no change of bill from the sudden indisposition of a prima donna or an ‘mdispensablo tenor, All goes as merrily as a marriage bell im the celestial reels and flats, and the moving stars, which sang together at the creation, do not fail to com tinue their orchestral accompaniments, whether there may be an audience or not—whethor the heavens be clad in black or resplendent with the crown jowels of tho night, THE ECLIPSE produced an unusual amount of excitement in tho city. Coming as it did with the moon at its full—and it will be remembored we had no full moon last month—and the evening being the Iatter portion of Good Friday, the holy day of the death of the Son of God, which had been duly observed in all the principal Catholic and Episeo- Palian churches, it was well caleulated to remind all devout Christians of the scone on Mount Calvary, when, as recorded in the Holy Scriptures, “Darkness came over tho earth,” a fitting cover fora darksomo deed—the eruciéxion of the man Jesus, who came to save those ern and to bless those whagcursed and rev! Chikiren who bad boon in the habit of retiring at an early hour wore per- mitted to sit up to behold the strange phases of the moon. Even children of a larger growth remained out of doors, or out of bed, longer than they were accustomed to do,aud not a few went to their couches with colds in their heads and weak eyes, contracted in gazing at fair Cynthia under a cloud, ‘There were groups upon all tho street corners, Every lager beer saloon sent tts delegation ont into the pure atmosphere to practise looking through something of a greater magnifying power than the bottom of an inverted goblet. pity? 3 contectioner's shop was deserted and their ‘trons on the curbstone, seeking out the different rain- ww tints adorning the w portion of In fact, boys and girla, wotnen and men, became La- matic. In ‘the parlors, in the kitchens, and wherever a casement could be opened in the direction of tho orb to be seen, there wore eyes with glasses, eyes without ginsses, and eyes of all the hues shown by the prism, intent upon tak- ing an obsorvation of the scone. Oid opera glasses, which had not been in the light of the stars since the days of our great grandfathers, antiquated, rusty and verdergris- en‘en telescopes, which must have served in the period of the discovery of America, were brought reqiisi- tion to assist the vision of all who were anxious to secure a nearer view of the shadow that had presumed to obtrude upon the realms of the man in the moon. PROGRES® OF THR AKT IN NEW YORK-—CONTEM- PLATED CHANGES IX OPERA AND CONCERT AND AROLITION OF THE OLD FASHIONED SYSTEMS— TRE NEW ERA OF RRFORM IN THR FRENC THEATRE AND THE OPKRA—A NEW ACADEMY OF MUSIC NERDED, BTC. A great change is taking place in New York in regard to music, Heavy, indigestible opera, by « few worn out voices, palls on the taste of the music loving pubiic and thoy look for something with a lem tendency to night mare, They have become more eritical and exacting, and are growing tired of having the same hackneyed |. works with the same overtaxed singers dshed up to thom, The time is past when people went to the opera only (6 stare and be stared at, and rival each other in display. They now demand something new and fresh in music and voices, Spectacular pieces, in which the stage carpenter alone is called before the curisin, do, not come up to their ideas of opera. The deld of music is boundless, and the public want variety and poyelty wn it. This want will be supplied in May by Mr. Grau's new company of artists, who have had a very successt)| sen. son at Havana, and have been favorably received by the most critical audience im the world, In the summer or fall we shall have a season of enjoyable, sparkling Eng- lish opera, like the French Opera Crmigue inaugurated at the new French theatre by Mr. Draper’ These two companies will present the public with sémeihing more in accordance with the progrees of the age than the present dull, old-feshioned system. Foremost in this work of reform are the two leading societies of America, the Philharmonic and the Mendelssohn Nuion of New York, They introduce the best works of the great mosters and render them ina manner worthy of such imperishable monuments, Thas music is no longer tonsidered as a simple gratification of mere rentusl feeling, but a thing of higher and holler influence, emanating from and addressing itself to the heart, Wits ‘Steinway 's Hail and monster organ a new ere in sored ‘music will commence, and the public will have acon. stant treat of oratorio prepared for them.
