NEW YORK HHKALD, WEDNESDAY, MARCH 23, 1866.—-WiTT] SUPPLEMENT. ~ FINANCIAL AND COMMERCIAL Toxspay, March 27~6 P. M. There has been a hopefut feeling in Wall street to-day, ‘and the disposition to operate for a rise on the Stock Ex- change, under the belief that stocks are cheap at presont prices, is becoming vory decided. The bears are apprehensive of danger, but fear to attempt “covering”? their outstanding contracts lest the upward tendency of the market should receive, as it undoubiedly would, a fresh impulse therefrom. They therefore move warily, neither daring to take in their “ghorts” nor to put out fresh options; hence the com. parative duluess of the last two or three days, during which the “bulls” have held the market quietly but firmly in their grip. The next movement will be as they may direct, A rathor heavy failure on the “bear” wide—that of a banking and brokerage house in Nassau strost—was announced this afternoon; but this, it is to be hoped, will prove an exceptional ease, At the open board at ton o'clock Michigan Southern (sales 3,700 shares) sold at 8134 a 5, Cleveland and Pitts- ae (sales 1,700) 793; a 3{, New York Central (sales 300) 9254, Erie (sales 2,200) 823, Reading 101%, Rock Island 117, Northwestern 2714, preferred 66%, Fort Wayne 92, Prairie du Chien 91. At the first regular board the mar- kot was very firm, Eric (sales 2,400) closed 14g highor shan at the half-past two board yesterday, Hudson River 44, Reading 34, Michigan Southern (sales 4,000) %4, Cleve- tand and Pittsburg (sales 2,800) 1, Northwestern %, Fort Wayne 34, Quicksilver ‘. Rock Island was steady, Government securities were firm. Coupon flve-twenties of the first and second issues were 3¢ higher, ten-forties 14. Seven-thirty notes were unaltered, ‘At the one o'clock sessions the market was steady but dull. At the ha’f-past two board it continued dullvand prices were generally a fraction lower than at the first regular board. Erie showed a decline of 3%, Reading %, Cleveland and Pittsburg %, Kock Isiand , Fort Wayne was 3g higher, Western Union Telegraph was weak and closed 3%{ lower, Mariposa preferred was firm at 1834. Government securities wore firmer, but the transactions were confined Ww coupon ten-forties aud seven-thirty notes of the second und third series, both of which ad- vanced %. At the half-past three open board Michigan Southern was very strong and active (sales 2,400 shares) and advanced to §2%. ‘The largely increasing earnings of this road are stimulating the demand for investment as well as on speculative account. ‘Those for the third week of March were $86,087, against $50,424 for the correspow: week last year, showing an increase of $4,663, ‘The railways generally report in- sed earnings, and the present speculation for a rise is based more upon logitimate values than is usually the case with similar movements on the Stock Excbange. Lirie sold at 8244 a 44, Fort Wayne 92%, New York Cen- tral 9244, Cleveland and Pittsburg 79%. Afterwards the market closed dult, but firin, with special strength and activity, however, in old Southern, At half-past five New York Central was quoted at 923% a 4, Erie 814 a 7%, HTudson River 109 a 34, Reading 101 a 14, Michigan southern 82%; a \, Cleveland and Pittsburg 7945 a 7%, Rock Island 11634 a 11%, Northwestern 273g @ 4, pro- ferred 561{ a %, Fort Wayne 9224 a 4g, Tho trustees of tho Mississippi and Missouri Railroad Company advertise a request for the bondholders to de- posit their bonds—in connection with which it may be montioned that the holders of the second mortgage bonds aro now engaged in foreclosing their mortgage—und announce that they will ‘opared to pay the past due coupons on the tirst bouds so soon as «decree is entered 1 their favor, which will obvtate the necessity for any disturbance of the bonds on Lie part of their holders, Tho mou-y market was sluggishly easy at five per cent during the forenoon, but subsequently there was a wlightly increased demauc, and a few exceptional trans- actions at six were reported for small amouuta, In the discount Hine strictly fest clues commercial paper cone tinues to pass at 634 a7 por cent, but very reliable names, at the same time, subimnit to 8 #9. Gur remarks with regard to # consolidation of the power 0) the banking fat rest at this centre has attracted considerable comment, and the plan proposed ts looked ‘opon as very desirable, but coubta of tte feasibility are entertained, arising from the prejudices of old fogy- dom and the stumbling-lock of tue usury law, The one can be swopt aside, however, and .the other repealed, as all usury laws ought to have been long ago, and their continued existence umoug us is Incvnsistent with our noional progress and enlightenment im other respects. “ome may object to the presence of financial power approaching in char. aoter that of the Bank of England aud regulating tho rate of interest; but these fail to percetve tat me strength, which would in this case spring from unity would be forthe public weal, and not the aggrandize- ment of @ set of monopolista, as the combined action of the banks in defence and promotion of their own interests would equally serve to protect the commercial community at large, by influs encing the internal exchanges, giving warning of ap- proaching monetary stringeney, and inspiring confidence under opposite circumstances, The country requires a central monetaty power to serve asa barometer of the times, and so@mer or later it will be ap accomplished fact. As itis our mouey market i characterized by a pee es of huckstering which compares un(avorably with that of any great commercial capital of Europe, and which detracts from the financial power and importance which properly betomgs to it Tho gold market has been strong and excited, the bears, like vaulting ambition, having overleaped tem- ir etforts have experiencod ; their delive 6 414 per cent pe ) rate, ‘The pric Ives in Ubi Thi to mak to jump upon aad unduly depress great diftealty im borrowing , the former being the anced steadily from 12614 ng to 128% at three o'clock, after which it % It finally closed at 128 a 3%, The tis so largely oversold that the whole amount mini of n in the country, if gathere other, would be a mere bagat in Comparison with the aggregate of the “export” sales whch have becm made ere as yel nacovered.
