FINANCIAL AND COMMERCIAL Sunpay, March 25, 1366. The speculation for a rise on the Stock Exchange, and fora fall in the gold room, continued active last week, and the two markets tonded in opposite directions, the former having apparently entirely ceased to sympathizo with tho latter, Gold steadily declined from 122's on Monday to 12476 on Saturday, after which it reactod and closed at 1253¢ @ 12544 —a lower point than had been reached since August, 1563, when it dropped to 122%, after having sold at 160 in the previous December. The depression on Saturday was parily in cousequence of an erroneous impression that tho foreign Joan clause had becn reinserted in the Morrill Finance bill as passed by the House of Representatives on Friday, the text of the bill having decn telegraphed to the nowspa- \\ pers in its original form and not as aménded by striking ‘out the clause in question. Thus far the decline in gold bas fortunately ro- sulted in no very serious commercial disturbance, bat it has interrupted trade and inflicted heavy loss%s upon importers without avy componsating advantage to the people at large. The fallin gold during the last month has not been in consequence of any greater confidence in the national credit than was previously ontertainea. Public opinion had nothing to do with it, but the speculators in the gold room had. They found the market flocded with a superabundant amount of coin, in consequence cf excessive sales by ths Sub- Treasury, wiile the demand for export was licht and foreign exchange dull and heavy. If the government is a seller of gold it should only be from day to day, in times of real scare'ty, upon the presentation of certificates, to meet the de- mand for customs duties; but under any circumstance the sale should be made publicly and with a view to steady and not to perturb the market. The bears, who had rushed in to sell “short,” were soon scrambling to “cover,” at a loss. The foreign exchange market opened wth a show of firmness, and ® dispovition to purchase on the part -of importers was stimulated by the fall im gold, Afterwards, however, the supply of bilis increased, while tho demand elackened and rates became irregular. Cotton and cotton pros. pects continue to exert a governing influence upon the price of exchange, and the increased receipts at the ports during the past week—tho total being about 60,000 bales—indused a “beorish’? state of foeling ‘among both sellers and buyers, This was etrongth< ened by the firmness of tho Liverpool cotton market and the active demand for American from the Manchester spinners and for the continent, and the impuise thos g.ven to shipments from this side. The exports from this port ure larger than usual, those for the woek ending on the 20th inst. having been 15,983 bales. The recoipts for the week ending on the 20d ‘were 19,178 bales, and the market was very active, and, although it opened weak, on the whole, firm, not- withstanding the drooping tendency of gold, The dry goods trade was also more active althongh at lower prices, and the prolonged stagnation which has thus far in the year characterized § this branch of business seems to bo giving way to a more natural condition of things.
