Despite the objections raised by certain Senators, the sole privilege for fourteen yeurs to lay down and operate asubmarine telographic cable between New York and the West Indies was to-day granted by the Senate to the International Ocean Telegraph Company. The time for the construction of the line which is to connect New York with the West Indies and the Babama Islands was Mmited to three instead of five years, The granting of the exclusive privilege is important, as the Spanish gov. ernment has awarded the same rights to a Spanish com- Doubtless the two companies will join interests pany. for the furtherance of the project. / & DRATHBLOW TO RAILROAD MONOPOLIES. ‘The bill to facilitate commercial and postal intercourse between the States, which originated in the last Congress and failed in the Senate for want of time, passed the House to-day by a majority of twenty. In plain English the title of the bill would be am act to smash State monopolies of travel, and-for this reason it was vigorously opposed by representatives from New Jorsey and Pennsylvania, where they have little arrange- ments of their own for transporting passougers and freight through their dominions. The bill, as amended ‘and passed, provides that al! railroads operated by steam may transport government property over their lines, bridges, ferries, &c., and receive compensation therelur, and that they may make connection with other roads in other States when practicable. Jack Rogers and othera vehemently proteste against overriding State charters conveying exclusive privileges to certain roads, but to ‘no avail. THE LOAN BILL. ‘The Ways and Means Committee commenced the con- sideration of the recommitted Loan bill this morning, and hope to present it to the House in two or three days at farthest. The public is more interested in this measare than almost apy other. Mr. Lafiin, of the Committee on Printing, made a report to that effect to-day, and it was adopted by the House.
