Bhése advertisements could be much more’ pro- ge inserted. But what is the necessity of city incurring expense tor advertising these Mead bodies? The regular publication of the Poroners’ reports in a paper like the Herarp #0es further to attain the purpose presumed to ‘be aimed at than advertisements in any or all the other city papers combined. We charge nothing for this. If the practice of paying for Botices of dead bodies prevails, we suppose we shall next have a call upon the Treasury for advertising dead States and deadheads. The whole system of city advertising should be re- formed, and but two or three papers of the largest circulation be selected. | Taw Orrr Rattroap Compantes.—We are glad to notice that suits against our city railroad companies are becoming frequent, and that judges and juries are enforcing the laws against these monopolies and giving the com- plainants exemplary damages. This is right. ‘The insolence of these railroad companies has been unbounded, and they should now be taught to respect the laws and the rights of the people. If they would only enforce their own rules the case against them would not be so bad; but every day we see the regulations posted in their cars wilfully violated with the consent and connivance of their officials. There is a rule against smoking ; but smokers infest every car. There is a rule against riding on the front platform ; but that platform is generally crowded. ‘There is a rule agninst getting on or off the cars while in mo- tion ; but the conductors jeer at any man who requests them to stop that he may alight. There is a rule against riding on the rear plat- form when there are seats inside ; but those | platforms ate the resort of gangs of pick- pockets, who hustle and rob the passengers. These are a few samples of the manner in which the railroad companies enforce their own laws; the municipal laws they utterly dis- regurd. Let them be reformed Sliogether: 1, Conruprionists at Work AGarwat THE New Boaro or Revistox.—If evidence were neces- sary to satisfy the Legislature that the bill gstablig hing a Board of Revision or Control ‘for this i. 0G is a good one it might be found in the fact that the corruption- ists are at work to accomplish its defeat. We have a report from Albany that the sum of fifty thonsand dollars has been raised in this city for this purpose. Now, we shall not be surprised to learn that a terrible onslaught will be made upon the bill by its opponents, and all sorts of trickery and chi- canery resorted to to prevent its adoption. We hope the friends of this wise and excellent measure will be moved to extraordinary exer- tions (o defeat the schemes of its enemies. Arrut Briweg Oven Broapway.—We ob- serve among the items in the city tax budget an appropriation of fifteen thousand dollars for an aerial bridge over Broadway at the Fulion street crossing. This is all very well a8 for a8 it goes, and when the bridge is built we have no doubt the thousands who have to pass and repass at this dangerous point will thank the city government for proposing at least one sensible thing for the benefit of our citizens. But the Common Council should Dave gone further and ordered that similar bridges should also be constructed, not only at other Broadway crossings, but especially at sach crossings as those at the railroad ferries— Jersey City for example—where it is next to impossible for a pedestrian to cross without endangering life or limb, so dense and inces- sant is the passing of vehicles of all descrip- tions. We hope no obstructions will be thrown in the way of this desirable city improvement by the Legislature. Mc. G. W, Moncas’s Orcay Concenrs,—Mr. G. W. Mor- gan will commence a series of organ coucerts at the \eading charches in New York, on Monday evening next, at the Soath Baptist Church on Twenty-lifth street, near Seventh avenue, Mr. Morgan plays io Trov, to night, by special invitation. CAPITAL, The Free Pass Bill Hilled in the Senate. Correction of the Appertionment Report. New Boards of Commissioners of Emigration and of the Blind Appointed. &o. &e. &e, Our Albany Correspondence. Ausany, March 21, 1866, THE FREE PASS BILL. The debate in the Senate on the bill prohibiting free Passes on railroads proved very amusing to-day, and oc- cupied a good portion of the time of the morning. The discussion thus far has progressed in a serio-comic tone. The propositions to exempt certain railroads, “the press,” the invalid soldiers, &c., wore rejected, and the bill finally recommitted, which may be regarded as its wake and funeral finally consummated. It may as well be stated that only two members of the Senate, to my knowledge, are in a position to vote on this bill without passes in their pockets, and of the newspaper representa- tives only the correspondent of the Heraup declines to stand in tho deadhead category; he pays his fare in cash, ‘THE APPORTIONMENT CORRECTION, ‘The despatch in relation to the apportionment of mem- bers of Assembly stated that the number for New York city would be twenty, whereas it will be twenty-one—a gain of four. The committee will sit this ovening to settle the apportionment of Sena- tors. New York city will gain an additional member of the Senate for its delegation. ‘The Committee on Apportionment will be prepared to report to-morrow. Their work is of no consequence, as there will be no apportionment until after the Con stitu- tional Convention is chosen next year.
