The circulation has increased $269,814, owing to the steady issue of new national bank currency, and the wpecie is reduced $647,005. The totals of this week's and Mast week's statements are as under :— —First clase commercial paper is taken frecly at 6) a 7 per cent, and the second grade at 8 a 9, The gold market has been disturbed by the operations @f 4be bears in view of the action of Congress upon ‘the Loan bill to-day; but, considering that the foreign Joan clause had been stricken out of it by Mr. Morrill, from the Committee of Ways and Means, it is hard to wee why the bill should affect the gold premium, even if it were to pass in its present mutilated form. The opening price was 129%{, followed by a steady de- cline to 127%, afier which it reacted, and closed a 128% a % at five o'clock. Loans were made fiat apd at three per cent in favor of the Jender in the morning, but as the day advanced the @emand increased, and 1-32 was paid for coin till to- morrow. As I learned that a supplemental mail was certain to~ ay, I have delayed writing so as to write up to the last hour ot possible news. ‘The theatre of war has narrowed to a few square, Jeagues, and all the forces, the available of four contigu- ous nations, embracing half of South America, are as- sembled within twenty-tive miles of the confluence of the rivers Paraguay and Parana. No indications there promise. an immediate advance. The Paraguayans have receded 80 as to leave all the important movements to be initiated by the Allies. The various passes on the river have been fortified, and the land side of the fortress Humaita is daily gaining strength. TRE PARAGUAYANS ANNOYING THE ALLIED OUTPOST. ‘The allies allowed themselves to be annoyed for a fortnight or more by nightly attacks aud depredations, made by the Paraguayans in boats. On the 15th inst. about fifty depredators came over, and again on the 17th inst. eleven boats came over in the carly morning,’ each boat with twenty men, infantry; and they were followed by thirteen other boats. They took refuge ins grove and kept it till about noon, and retired with very Iittle loss. At some of those incursions they do a great. deal of damage, often carrying back herds of cattle. ALLIED PREPARATIONS TO INVADE PARAGUAY. ‘The war of the great rebellion has proved that armies about to swing loose from the base of supply must do so cautiously unless the enemy's country is abundant. At Corrientes the allies must carry into Paraguay when they cross the Parana even fodder for their horses and cattle. There are no pontoon bridges nor steam trans- ports for crossing. Flatboate have to be made in suffi- cient numbers to allow a large force to cross without delay. Rafts, canoes, tlatboats begin to be gathered, and provisions are accumulating. Noone knows yet at what point the river will be crossed, but all things are ordered to be prepared for the invading march. And yet so much remains to be done that it may be a mont b or six weeks yet before a decisive blow is struck. It is a singular fact that the month of February is am eventful one and highly fortanate in Argentine annals. It shows that in this climate February is the best month for military movements, aud so it may prove in this war. We look for # advance in this month. TMAPOSITION OF TH ALLIRD FORCES. The organization of the army is carefully preserved. General Caceres, with the Correntine troops, is at the village of San Casme; General Flores is at Itali, with Uruguayan troops and a fow Brazilians; General Hornos ie guarding Passo do la Patria with Argentine troops, aud President Mitre is at Eusenadita, with the bulk of the Argentine army. The chief body of Brazilian troops i under the command of Generals Osorio and Netto, and they are encamped very near the city of Corrientes, their camp extending about a league to the north. THR BRAZILIAN FLEET ie at anchor at Corrientes, waiting the arrival of Admiral Tamandare and higher water, The Tamandare, an iron- clad, is there, and another iron-clad, the Brazil, is daily ‘expected. Much depends on these iron-clads. ‘The flatboats (chatas), preparing to cross the Parana, will hold five hundred men each. The Brazilians have landed two hundred sixty-cight-pounders, which are te accompany the invasion. We are at Buenos Ayres, one thousand miles from the field of battle, and have no telegraph and mails but once or twice a week. The favorable season of the year has come, the weather is more moderate and the plans for concentration and supply have matured.
