Wathusiastic Reception of General Mendez, the Victor, at Morelia, FURTHER FIGHTING AT MAZATLAN NO INDICATIONS OF FRENCH EVACUATION. ‘RETURN OF M. SALLIARD TO FRANCE: ‘The Ex-Confederate Emigration Schemes— The steamer Manhattan, Captain Deaken, from Vera Cruz on the 9th inst., arrived st this port yesterday. ‘We are indebted to Mr. Austin, purser of the Manhattan, for the prompt delivery of our files and despatches. By this arrival we have interesting news from Mexico, which will be found in the lettors of our Vera Cruz cor- Tespondent below. Our Vera Cruz Correspondence. ~ ., ‘Vera Cruz, March 9, 1966, While the world at large ig engaged in the attempt to discover tho sentiments of Napoigon on the subject of Mexican affairs, to discern, as it were, fiainly the face proper of France beneath that wonderfully ambiguous -disguise of verbiage which he lately addressed to tho Corps Legislatif, the leaders and others of or among the liberal masses, natives of Mexico, ~deem jt appropriate to make the latst acts of the French officials in this country herve as the cor- rect interpretation of that address. This, then, being the ‘adopted course of proceeding, it has been found that, since the reception of the address here, there has not been any very marked or openly manifested indication ‘that the French are preparing to remain in Mexico until driven out by Yankee bayonets; but, in contradistinction to thie surface part, we are favored with the details of several semi-secret transactions, tending to show that they do not intend to leave—at least immediately. ASSASSINATION OF A BELGIAN ENVOY TO THR EMPRES®. A diligence containing, among other passengers, the sommission of three gentlemen sent out by the Belgian yovernment to condole with the Empress Carlotta upon he death of the late King, her father, was attacked near tio Frio, on the Vera Cruz route, by @ party sup- ‘the Belgian’ \ wosed to'be guerillas, and one of repre. entatives was killed, two of the other gers yeing wounded. No attempt was made to plunder the ‘coach, and it is reported the attacking con- isted of a detachment of the liberal (General Garcia's) avalry command, who had determined to kill the Bel- po ae jm retaliation for the cruelties decreed by ximilian. The truth ing her troops is this:—The evacuation of Mexico by Frenoh will com- mence the moment that the ment of the United States shall have recogni: the Emperor Maxi- muilian; bat if, as may bappen, such recognition does ‘not take place, France may dimm sh the number of hor forces, but cannot withdraw her flag. I will add, that, in spite of the assertions of L’Ji Beige, we are not satistied here with the tone adi by Mr. Seward in his speech at Auburn. The Uni States are spoiled children, whose pranks old Europe often smiles at; but the statesmen of America should avoid abusing tbe pa- ‘tience of France and of Eng and to s point beyond their power of endurance. MEXICAN COTTON. Large quantities of cotton, ly from Tlacotal- pam and Alvarado, arrived at Vera Craz during the laiter part of last month. The arrivals in two days amounted to over tour hundred bales. ‘The cotton is pronounced asa superior article, and readily commands thirty-two dollars per cent. PERSONAL. By the steamer Manhattan, which leaves here to-day for New York, M. Salliard, the late envoy from Napoleon to Maximilian, takes his departure from Mexico en rout: for France. It is understood that he is the bearer of iimpor- tant despatches from Maximilian to the French govern- ment Lieutenant Maury has left here for Southampt England. He reported that be visits England for purpose of bringing back bis family next fall; but it ts ramored in official circles that the goveroment of the United States made it known to the imperialits that Maury's reside: im Mexico was not desirable. H. W. The American wounded during the recent fight at ‘Tehuantepec, while protecting the property of a friend near tae scene of action, proves to be a gentleman named Webster, brother of the consul of that name ap pomted under the Buchanan admuistration. He re. ceived a severe but not is wound in the side, from which be is now slowly recovering. Before concluding it is desirable to nay that, in com- ance with the desire of the French Minister and tho mortem ex- tain, Tt brain. home Chief Quartermaster, accompanied the remains from the cathedral to the Lodge of the Nifio Perdido. Suitable preparations are being made to receive bis remains here. Our Havana Correspondence. Havana, March 14, 1866.
