NATIONAL CAPITAL, President Johnson’s Remarks to Ken- tucky and Maryland Delegations. “he Exceutive Course Marked Ont, and No Backward Steps to be Taken. ‘False Reports Regarding Ala- bama Semmes. - Return of General Grant and Staff to Washington. &e. &e. sia ‘Wasiuxatos, March 9, 1863. “MENTOCKY RNDORSEMENT OF THE PRESIDENT’S POLICY—INTERESTING INTERVIEW. A delegation from the State of Kentucky have present- €d to President Johnson the proc vedings of a mass meet. ing held at Frankfort, in that State, endorsing his veto mesaage. Mr. Dawsow made an address, in the course of whi he said that the prosenee of the agents of the Freedme: ~ Bareau in Kentucky only tended to produce demoraliza- tion and dissatisfaction among the negroes, annoyances and incoveniences to the white citizens, and was pro- ductive of no good results. The people of Ken- tacky, and the laws of* tho State, if left to thomse!ves, wlll secure the nogro in all his rights of per- on and property. There are more cases of wrongs by negress upon white person, in the State, which go un- Punished by th) civil authorities, than of wrongs by white persons azainst the negroos. He would not dis- guise the Tici that there have b2on and there still are Some impatience and dissatisfaction felt by the peoplo at what they regard as unkind suspicions and discriminas tions ageinst them upon the part of the goveramont which they sustained throughout the late terrible con- ~ flict at such sacrifices as only thoy and those s:unilariy situated caa know. The Pawunexr briefly rosponded, tondoring to those ‘whom ¢he deiegation represented and to the Siate of Kenturky h'g unfeignod thanks fur tho kind expressions &e, ‘and manifestations ot contidence im him personatly and the endorsoment of the policy which shall contro! bis administration, It was peculiarly gratifying to receive ‘these assurances at this particular time. He trusted that results would show that the confidence thus reposed was net misplaced, and. would never become a mattor of regret upon the pirt of those who gave expression thereto. The present is regarded as most critical juneture in the affairs of the nation—searcely leas 80 than when an armed and organized force sought to overthrow the government. “To attack Aad attempt to causo a disruption of the gov- ernment by armed combination and military force is no “more daagurons to the life of the nation than an attempt to revolutionize and undermine it by & disregard and destruction of the safeguards thrown around the liberties of the peaplo ia the constitution, Our stand has been taken. @ur course is marked out. We shall take no step backward im this matter. No other: or higher evidence of our purpove in this rogard can be giyem .than has already been furnished, In the fuure, aa the past, wo shall endeavor in gond faitti to make the adminiatration of the affairs of the government conform to the constitution in its lettor and apirit, Therein ts the only guarantee for the libertios of the people. It is hoped by an adherence to this rule © t temedy ore long all the irregularities and annoyances © which the people have beon subjected. Again do wo ‘masuro you Vhat these demonstrations of confideac> and ‘assuran‘es of support upon the part of the people are ‘excevdingly cheering to us; that we are grateful for, and Pproporly appreciate them, and that our most earnest wish i# so to discharge the trusts confided to us 4s to \ merit them. METROPOLITAN BOARD OF HEALTH. Complaints of the People and the Prompt Action of the Commissioners—The New Santteary Regime Rapidly Attaining Whorough Organization—rhe Coming Address to the Public, &c. The workings of the Metropolitan Board of Health are rapidly attaining most beneficial and gratifying results. Complaints in “numbers are daily received by thom stating grievances of every description which come under the Sanitary law, and with the co-operation of the Police Commussionors immediate investigation is had, and if found to be corroct the nuisance is abated forthwith. Tho Board has detormined to give the Street Con- tractors @ fair trial under the new régime, and have an agreement with them to the effect that as soon as the fierce wind which has been racing for days past shall have subsided, Messrs. Brown, Devoe and Knapp will cause the streets to be thoroughly cleaned of all their filthy accumulations, and, in furtherance of the azree- ment, the Police Commissioners will soe that all stroets, or parts of streets, which are not so cleaned are reported daily by the police, upon the receipt of which infor- mation the new Health Commissioners will cause the requisite performance of the work so neglected, and will charge the expenses of the sane to the Strect Con- tractors. It was decided yesterday to divide the cities of New York and Brooklyn into ten instead of fifteen sanitary districts, as was originally proposed. This, of course, will save the expense of paying five inspectors—ten being all that are required. These officers will, of course, be medical. Considerable amusement was had upon the receipt of an application by a veteriary association 0 this city, endorsing and strongly recommending their president, a horse surgeon, for the position of médical inspector. % UNHEALTHY VEAL FROM PORT PT.ATN. Upon the receipt of the above letter Captain Lord, of tho Sanitary police, accompanied by his squad, proceeded to Washington Market whero he found forty or fifty calves answering the description given by Mr. Duncan whi h had arrived from Fort Plain yesterday. Tho meat was immediately seized, much to the astonishment and anroyance of the butchors, and carts being provided, the whole was rapidly driven offto the dumping grounds, where permisekon was given ths owners to skin “the animals,” afier which the unwholesome carcasses were consigned to their final resting place, and the salutary object of the letter was thus obtained through the prompt ac'ion of the new board and the co-op-ration of the Police Commissioners.
