Minister Galt’s Account of the Beciprocity— Negotiations, DEFENCE AGAINST THE FENIANS de. &, &e. Our Cornwall Correspondence. Cornwatn, C. W., Marob 2, 1866, “(In a few works now we are sure to have confedera- tion,” said the Hon. J, A. Macdonald (the second Minister of Canada) last night; and bis words have thrown the country into a state of excitement, No doubt his ground for this assertion was derived from the conference of the Governors of this province and New Brunswick on the evening of the 24th ult, at which he and the Attorney General East were present. ‘The object in declaring this important thing at a din- ner in Cornwall—which is only a small town in Centrat Canada—seems to have been two-fold. One was to give new life tothe movement and encourage those who are in favor of it; the other to declare the coming success in the very headquarters of the opposition; for Cornwal} is the constituency of the Hon. J. 8. Macdonald, Premier of the late reform ministry. The boast that ‘an three weeks we are sure to hava confederation,” indicates two things, namely :—That th question {s to be laid before Parliamont, and that it not to be left to the people, for if it were time would be lost, and possibly the question would be lost, as it wag in New Brunswick. If th’s step be taken there will be a groat Outery from the reform and rouge sections of the pedple—that is, such of the reformers as are not under the influence of theconfederate leaders. In and east of Quebec there may be some viol nt demonstration against this slight to the people, for there the rouges are very strong, and are well represented in Parliament. In the ‘West and far West there will be general approval of any course which the government may take to carry tho scheme, for the two great parties there are united.on that question. “TWO THOUSAND WELL DRILTED OFFICER? POR THR MILITIA.’® This was another boast of the Attorney-Gencral, West. This declaration 's a little funny; for, owing to the want of correct ideas on defence, the administration of Canada has made the militia a farce and a by-word among those who know better. It is very likely that the Minister of “Militia thinks he has created two thoceand~went-dstiied officers, for he docs not always think what he says; but he flatiers himself very much in any such thonght. Hia acts amount to this:—He has created a large staff of men with no talent, and knowing only the Iittle they learned aslieutenonts in the British army, which, by the way, is very little, ‘This staff consists of an adjutant general and half a dozen assistant adjutant generals. The first has little or nothing todo, and the othors assist bim-at that, There is an occasional review “or something,” and after it is over the Adjutant General sends in a report, in which ho takes care to thank every one (as if after a hard fight with an enemy) for doing novhing. The boast of the Minister woold seem to have been made to show how mich he had done for the defence of the country, and how thoroughly he had placed it in a state of deience, His object in ” matting the boast can only be guessed at. It may bave been fo intimidate the Fenians and deter them from raiding upon Canada, which it ought not to do it the stuff of those ‘two thou- sand well drilled ofticers’’ were known to them. Again, the boast may have beon nade to show the people of Canada that something had been done for all the money laid out on the militia, PARLIAMENT is to meet on the 20th inst. at Oitawa, and then and there will the question of confederation come to an issue. Mac- of any act that the Governor G Beg Sms ¢ voices of the mod the applause and clamors o! the ae of triumph from east to west will come from per nts mony the matter will then be a fixed fact, if allowed to rest, forth America,” or of amerton” are the two names most freely on of. It is possible that, in tho event of : the nt Governor of «anada will eral of the United Provinces. Our St. John Correspondence. Sr. Joux, N. B., March 1, 1866. The Liontenant Governor has just got back from.his visit to the Governor General of Canada, which visit was a “flying” one. He has been only seven days on the way, going and returning, which, for an official of bis rank, is hasty movement. The object of his Bxcellency'# visit was @ very important one. It is now known that he went to confer with the Governor General of Canada on the pressing question of cosfederation; and thoagh the dotails of the conference wiil not transpire until the meeting of Parliament, it is kavwn that the two Gover- nore, acting upder directions from England, have ar- ranged to bring tc question before their reepective lar- liamenta at the noxt meeting. The Pasiament of thie | province is summoned to meet on the Sta instant, only one week from date, and will have this groat ques- tion to debate, If the question wore left to the people it would bo negatived, for it # clearly shown that Canada would derive nearly all the benefit from union; but, this time, all the influence of the home government is to be directed upon the carrying of the It 18 to be intimated that the wish of the Crown is for confederation; and it is proeummd that no one with auy regard for the representative of the Crown will then oppos: the scheme. ‘The papers are qenerally against the schome and call it the ‘Quebec #heme. Some go co far as to eny that the question with them i#| whether New Brunswick is to be rated by the represen: tives of its own people or by a party of Canadian pol) ticians. The opposition in Nova Pacotia. i Yose vigoron it being more under the influence of the home govera: ment aad taking ta tone from the ao press. QUESTION OF / bodies: heyy *Ponians has come} is formed a part of the mat ferred opon by the Lieutonaut Governer when in Should Canada not be the object of attyk troops could be sent from there to New Brunswick, andl If, on the other hand, the latter be in no danger, tho hat can be spared would be despatched from one province to another at this the forests Canada, season is tht rege fe of New Brunswick; and it fe both long and wearisome. | The state of the will soon be broken and heavy, owing to t! It is now thought that there is some danger to the provinces. The last news from Ireland shows that few can be spared for America, the ‘inces can lend Himited aid to cach: J da might send of ar ef (not ao to this spare two battalions. is very little to be feared, thongh i@ arins ———
