"FINANCIAL AND COMMERCIAL, Wevespar, Feb. 28-6 P. M. ‘The stock market continues to show great firmness and increasing speculative activity, the prospects of the railroads and the future of monetary affairs being promising, and the natural tendency of prices upward. ‘At tho early session of the open board Erie and Michi- gan Southern were the leading favorites. Erie (sales 5,900 shares) sold at $534 a 4, Michigan Southern (sales 6,500) 7044 » %, New York Central 93, Reading 101, Cleve- land and Pittsburg (sales 3,300) 785, Rock Island 105%, North Western 27%, preferred 665{, Fort Wayne 93%, Schuylkill Coal 16. At the first regular board the market ‘was firm, and the speculative feoling very confident Erie, Rock Island and Michigan Southern were the strongest and most active of the railway shares. Erie closed § higher than at the half-past two o’clock board yestorday, Reading 3, Michigan Southern %, Rock Island 134, Northwestern preferred 3s, Fort Wayne 34, Ohio and Mississippi certificates 34, Cumberland x, Quicksilver 15g. New York Central was 34 lower, Clevo- land and Pitsburg %, Northwestern 3s. linois Central, ‘Western Union Telegraph and Mariposa were steady. Mr. Fregerick A. Lane, formerly counsel of the Pittsburg, Fort Wayne and Chicago, and Cleveland and Pittsburg Railway Companies, was 10-day elected a director of the latter gold mining company, im the place of a non- resident director, resigned. Government securities were steady and dull. * At the one o’clock sessions the market was firm. The chief activity was confined to Erie and Old Southern— the salos of the former aggregating 10,200 shares at the open board. At the half- past two board prices were somewhat irregular. Hudson River closed 34 higher than at the first regular board, Ilinois Central 1, Cleveland and Pittsburg %, Quicksilver 34. Northwestern and Cumberland were steady. New York Central was lower, Erio 34, Read. ing %, Michigan Southern 4, Rook Island 1, North- western preferred 3, Fort Wayne %, Obio and Missis- sippi certiticates 34. Pacific Mail sold at 205, Govern. ment gold Baditng securities were rather heavy. Coupon sixes of 1881 declined 3, ten-forties 34. Seven-thirty motes were steady. At tho open board at half-past three the market was dull and a fraction lower. Erle (sales 3,600) closed on the call at 853;, Michigan Southern 7034, New York Cen- tral 914, Illinois Central 115, Cleveland and Pittsburg 77%, Cleveland and Toledo 108%, Rock Island 106%, Northwestern preferred 5474, Fort Wayne 92%. After- wards the market closed firm, At half-past five Erie was quoted at 85% a 3%, Michican Southern 70% a %, New York Contral 91% a %, Cleveland and Pittsburg 771% a %, Reading 99% a %, Rock Island 106 a 3, North- western 27% a %, preferred 44% a 55, Fort Wayne 02% a ‘Yhe money market was easier than at any time since last Thursday, and although the regular rate for call loans continued to be seven per cent, there were many exceptions at six on railway collaterals. The govern- ment is disbursing freely. The discount lino is firm, and first class commercial paper submits to 7a 8 per cent. The Western money markets are casy, and at Cincinnati a flow of currency eastward is reported, owing to a brisk demand for exchange, The Chicago Tribune of the 24th remarks :— The money market to-day was steady and quiet. The demand for money ie moderate, and good paper is freely discounted at the banks at ten per cent po: annam. Street rates are steady at 1a 2 per cent month. East- ‘orn exchan, nge is in active demand and very firm at par buying, and 1-10 premium seliing. Round lots were in active demand among bankers at 60c. a 760, premium, per thousand. The gold market has been steady, the price being alter- nately 136% and 187 all day until half-past three, when it declined 3, and closed at 136}%¢.a,%. ‘The supply of coin for delivery continues easy, and’8 a 4 per cent is paid for having it carried. To-morrow the seml-annral coln interest on the ten-forty loan, amounting to 34,010,252, will bocome due, Foreign exchauge haa beon inactive, bat leading draw- ers have advanced their rates for sterling % percent. ‘They now ask 108% for their sixty days’ bills; but there were no buyers of large amounts at this price. Com- ‘mercial bitin and france are quéved at yesterday's rates, A meeting of the Clearing Heuse Association was held this morning, at the Ameriean Exchange bank, when the report of the committes on hank deposits, recently re- turned from Washington, was heard and approved. The tax will Be levied only on the net deposits, but the re- turns must include the gross deposits. ‘The Comptroller of the Curronoy has issued the fo!low- {ng circular, upon a subject of great public intzrest— namely, that of mutilated National bank notes, in which he very correctly maintains that banks are bound to redeem all their notes in legal tenders on presentation and that they are not Justified im making deductions for parts of mutilated notes, missing ; mutilated noes should, therefore, be redeemed in full or not at all, and tho re- dempuion of such shouid not be refused unless thero is reason to believe that the mutilation was made for frazdu‘ent purposes :— Treasury Deranreeyt, Orrice oF tHe COMPTROLLER OF THE CoRRENCY, Wasimaros, D, C,, Feb, 15, 1866. An impression seems to prevail in the public mind that the same rigid results and regulations preseribed by the Treasurer of the United States for the redemption of mutilated Treasury and United States notes are applica bie to the redemption of mutilated bank notes, Lhis is @ mistako—although a circular issued to National banks from this office contaming suggestions on this subject Tocoguized the propriety in some instances of redeeming Mutilated notes at leas than their face value—the inten. tion was to leave the matter mainly to the discretion of the officers of the banks, In order, howev io make the matter perfectly clear, and to obviate for the futore all necessity for explanatory letters, I now propos briefly to state that experience has demonstrated the toespediency, if not the illegality, of allow. ing fractional violations of mutilated notes, bo- sides which, it confuses and complicates our ac- counts sach a degree as to render the plan im ». A bank is bound to redeem tis notes on ‘The fact that a portion of one of its promia- sory notes Ia torn off, or missing, does not cancel this obligation, so long a3 thare is no reason to believe that the mes ng portions 0. the note can or will be used to dofrand. Section fifty-eight of the Currency act will always justify an inqu ry as to the cause or manner of mutilation, If the explanation is satisfactory, the note should be rede med in full; but if the inquiry sh Jead to the belicf that fraud was intoude a, Uy sing to redeem it! N on from the face value of nt intent, and evide justify the bank in ref *, the note should be The £11 face value will be allo for all mu- tiated notes returned to this office when such valine was allowed by the bank which redeemed them. The officers of the b ar the only competent judges as to the Propriety or necomity of the cave, and it gees fons arising upon mat lated notes preseuled for redemption are loft to ther jadgmeut and divcretion. FREEMAN CLARK, Comptrotlor of the Currency. When tho failure of the Columbian Insurance Com- pany was announced, the fate of the Morris Fire and In land Insurance Company was regarded as sealed by those best informed of their afairs, The two companies were practically under the one management. The latter coin- pany was originated by Mr. B.C, Morris, the Prosident of the Columbian Company, in 1864, with a capital of $200,000. The business of the two companios waa transacted =in the same office till with. im the last six months, and the causes productive Of their failure are Kdeutical, Just ax the Columbian changed its Presiient a few months before its collapse, 80 did the Morris, and in each instance the motive for the change was an obvious disinolination on the parto gome one to be in at the death. The management of doth these institutions is severely criticised, and sume rather surprising revelations are likely to be made on the subject before long. It is not improbable tha: other in surance companies which still continue to do busin in this city are sufMflciently tnsvivent to call for a wind- ing up of theirathuns by the State authoritios. The Rursell File Company has deciard its regular quarterly dividend of ten per cent, Messrs. Jay, Cooke & Co, announce that they will open thetr New York house to-morrow in the oflices formerly occupied by the Columbian Marine Insurance Co., at the corner of Wall aud Nassaa street Mr, Edward Dodge, formerly of tho firm of Clark, Dodge & Co,, Mr. Pitt Cooke and Mr. Fahnestock will be the resident partners in this city. The firm will transact a genoral banking and stock business, particular attention being given to Government rocurition, The following is the text of the substitute to the now Finance bill sumitted by Thad Stevens, and which ft is eupposed wil! pass, the fate of the Morrill bill being no longer doubtful :— ‘That the act entitied “An act to provide ways and Means tO Mupport the government,” approved \areh 1866, shall bo extended and con-trued wo authorize the Secretary of the Treasury to di Of any description of vonds authorized by said act to such an amow such manner and at sach rates, not less than par, as he may think advisable, for lawful money of the United States, or for any Treasury notes, certificates of indebtedness, ot Cort tivates of deposit, or other representatives of vaine, which have been or which may be issued under any act of Congress, and proceeds thereof shall be axed only fot retiring Treasury notes or by obligations bearing interest issned under any act of Congress, but nothing herein contained shail be constrned to authorize any Increase of the public debt.
