The stock market opened with buoyant activity this morning, and at the carly session of the open board there was a large business done in Michigan Southern (gales, 6,000 shares) and Erie (sales, 3,800 shares), The former sold at 685; and the latter at 7934 a 3¢, Reading 10034, New York Central $85;, Cleveland and Pittsburg (sales, 3,800 shares) 8035, Northwestern 28, preferred 64%. At the first regular board there was a fractional decline in Erie, but the rest of the railway list was steady. New York Central closed 3¢ higher than at the half-past two board yesterday, Reading 3, Northwestern pre- ferred 34, Rock Island 1%. Erie and North- western were unchanged. Strong buyers have appeared in the market, and in view of the augmented earnings of the railways, the settled aspect of our foreign relations and the prevailing mone- tary ease, there aro good reasons for expecting a con- siderable advance upon present prices, There is still some uncertainty felt with regard to the retention of the foreign loan clause in the new finance bill and its effects; and the majority on the Stock Brxswax:—Small lots Southern snd Western yellow were taken for immediate use at 460. a 47c.; but no special pales were made. The conservative portion of Wall street is, on the other hand, opposed to the clause; but, tied down as the Secretary of the Treasury is by his maturing obligations, there js little probability ‘hat he could avail himself of the authority asked for with advantage to the Treasury, in which event it is to be presumed that it would remain a dead letter. With the removal of that doubt which exists as to the tate of the bill by Congress taking action upon it, relief will be experienced, and in any caso the course of affairs will probably favor a further re- covery from the recent deprossion. Call loans are gene- rally made at six per cent; but there are not a few ex- ceptions at five. First class commercial paper passes freely at 7 a 73g per cent. At Cincinnati, on the 7th, money was reported to be more abundant, the supply Deing equal to the demand. Commercial paper was quoted at 10 a 12 per cent. The gold market weakened from 140% at the opening to 1304, after which it recovered and closed at 18934 a 1393g. Cash gold continues scarce and loans are gene- rally made at 3-16 per cent per diem. The demand for customs duties aggregated $509,000 to-day. The transactions in foreign exchange for to-morrow’s steamers were limited, and the rates depressed. Bankera’ dills on England at sixty days were quoted at 107% a %, three days 109 a 34, commercial 1054; a 107, francs Sf, 20c. a Sf, 300, London advices by the Australasian report American securities on the 27th ult. a shade lower than on the day previous. Five-twenties were 66a 34, Erie 563g a %, Winois Central 744 a 3, the decline in the latter Daing about. per cent. _ The banks have addressed a reply to the circular of the Treasurer of the United States rolative to levying the tax om their gross instead of their net deposits as hitherto, ‘The latter is said to have resolved to modify his decision regarding bank surpluses so ag to classify reserved profit as capital instead of deposits as at present. This ‘wiil affect such banks only as hold United States stocks to an amount in excess of their capital, in which case they will be enabled to deduct such excess from the total of reserved profits classed as capital.
