FINANCIAL AND COMMERCIAL. Wapxespar, Nov. 29—6 P. M. ‘The stock market reflects the prevailing temper of the public mind in view of the mocting of Congress on the 4th of December. A few weak holders of stocks are realizing and others are putting out a limited line of “ghorts.”” But it is noticeable that most of the strong houses are on the “bull” side of the market, under the not erroneous impression that when, after Congress meets, itis discovered that no radical measures can or will be adopted, there will be a rush to buy stocks both to cover “short”? contracts and on speculation for a rise, At the early session of the open board this morning Erle sold at @2%, Reading 115%, Michigan Southern 7634, Cleveland and Pittsburg 029, Rock Istand 107%, Northwestern 95%, preferred 6534; Mariposa 15, At the first regular board the volume of business was large and well distributed, but prices were generally lower than at the second board yesterday— namely, New York Central 34, Erie %{, Michigan South- ern %, Illinois Central 13s, Cleveland and Pittsburg 1}4, Northwestern %, Rock Island %, Canton 1{, Ohio and Mississippi certificates 34. Fort, Wayne was % higher, Mariposa 3, preferred 34; Cumberland , Quicksilver 34. Government securities were @ shade firmer. Coupon five-twenties of the old tasue were 3¢ higher; second and third issues steady. “Seven-thirty motes of the second eories advanced 34, ‘At the open board at ome o'clock the market was steady. The conversions of the guar. anteed stock of the last mentioned company into com- mon stock are stated to have amounted to nearly one- half of the whole, The authority to 80 convert was given by a resolution of the Board of Directors on September 20 last, and all settlements and conver- sions must be made before the 15th of next January. In sottloment of all claims for back dividends the com- pany give forty per cent in common stock, and upon the conversion of the stock thus settled the company give one share of common stock and thirty-five dollars in oazh for each share of the guaranteed delivered .up. A hundred shares of the guaranteed stock may in this way be converted into # hundred and forty shares of common stock and $3,600 in currency. Cleveland and Pittsburg, Illinois Central and Mariposa wore steady. Government securities were dull. Coupon five-twentios of the old issue declined %, seven-thirty notes, second series, 3;. The rest of the list was un- changed. At the open board at baif-past three the market was quiet but stronger. Erie closed on the call at 9134, New York Central 967{, Hudson River (b,10) 109, Reading (b.3) 11554, Michigan Southern 7524, Rock Island 10744, North- western (b10) 3534, ort Wayne 1055;, McGregor Western 2734, Mariposa 154, Cumberland 43%/. Afterwards, on the street, the market was firm, and Cleveland and Pittsburg advanced to 9274. There has been only a moderate inquiry for money, and the supply continues abundant at seven per cent at call, The balance in the Sub-Treasury at three o’clo:k bad increased to $72,258,179, which shows that it is for- tilying itecl’ against the coming drain of currency in redemption of the five per cent notes due on the Ist of December. The’ payments will be made in legal tenders and national bank currency, and the vacuum created will be filled by fresh issues of compound interest notes, With regard to the forthcom- ing report of the Comptrolier of the Currency, it is semi- officially stated that 11 announces an over iasue of ten taillions of circulation, or, rather, an excess to that extent above the authorized three hundred millions in the ap- Pportionments, which is equivatent to the same thing, and that a further issne of fifty millions of currency is:recom- mended to meet the necessities of the South; and, fur- ther, that Mr. McCulloch has endorsed this recommenda- tion, as also that for the semoyal of the Currency Bureau to this city. How far the National Currency act may be amended'to meet the want of banking facil:ties in the Southern section of the country will depend more upon the pressure brought to bear in favor of Southern {oterest in cotpens and the supposed requirements of the South than upon the direct recommendation of the Treasury Department, and instead of only fifty millions of additional currency being authorized the probabili- ties are that twice that amount will be added tothe original three hundre’ millions. In the discount market the supply of commor- cial paper continues considerably in excess of the limited demand. The best grace at short datrs passes at 7.89 por cent, but second class and inferior names aro With ditticulty negotiated at 10a 16, lenders boing reluc tant to cmploy their funds in discounts, Exchange on New York at New Orleans and the Weetern cities re- mains firm at par buying and ¥ a °; premium selling. Goid was dull but strong, under the fresh report of Complications on the Rio Grande, which, however, was genorally regarded as unimportant as affecting our political rel:\ions with Mexico, even if it docs ‘not turn out to be one of a batch of camards. The mar- kot opened at 148, and notwithstanding large cash sales supposed to be on yovernment account it advanced steadily to 1492{, aud then relapsed, closing at 1483. Foreign exchange was firmer, and there were very few commercial or Southern bankers’ bills offering, There is B& growing disposition at New Orleans to keep back cotton in expectation of higher prices for the staple, and this has some effect upon the rates of exchange.
