FINANCIAL AND COMMERCIAL. Monpat, Oct, 2—6 P.M. > ‘Tne stock market opened with wnugual buoyaney this Morning, and a general advance on the prices current on Saturday took place. Early in the afternoon, how- ever, if became known to a few in the street thas section number one of the five-twonty funding loan, which we were the first to foreshadow, ang for which those who imagined themselves wiser than ourselves ventured to contradict us, would be offered for subscription to-morrow to the amount of fifty millions at 103, the ‘Treasury re- ceiving therefor compound interest motes, one and two years notes, and certificates of in- debtedness which mature before the Ist of January next, Stocks were immediately pressed for sale; but the bulls vigorously contested the decline; ‘and of the many of these who heard of the forthcoming issue, there wore few who did not either discredit the fact or try to make bolieve that its influence would be si. Wall street, indeed, for tho most part fails to gee that this measure ‘is one of contraction, “and the first step towards the resumption of specie payments, however remote this consummation may be. Hitherto the Secretary of the Treasury nes issued, at his convenience, new legal tender notes for ‘those bearing interest paid into the Sub-Treasuries, in accordance with the act of Congress, and this has prac- tically contributed, although in a very slight degree, to the prevailing inflation; but those exchanged for bonds under this funding process can, of course, never be re- issued. There is every reason to suppose that the banks will promptly avail themselves of the Privilege of funding these notes, the accrued interest being allowed, in which event a certain proportion of the same will be withdrawn from the re- serves, the amount withdrawn being replaced by non- interost bearing logy! tenders. This will diminish, to a limited extent, the amount of currency in active cireula- tion and the loanable resources of the banks, The bulls on the Stock Exchange nevertheless argue that there 1s nothing tending towards contraction in this process, and that it ig @ mere exchange of one kind of paper for avotber. It is true that is only an exchange of one kind of security for another; but insomuch as it re- duces the volume of the currency by conversion into a funded stock, it is important, The national debt of Great Britain is little less than double the amount of our own; yet the paper currency there is at par with gold. At the first session of the open board this morning stocks were buoyant, and at the regular board there was no falling off in prices, speculation being mainly directed for a rise. At the latter New York Central closed 1% higher than at the same time on Saturday; Hudson River %, Read. ing 134, Michigan Southern 234, Cleveland and Pittsburg 2, Northwestern %¢, Rock Island 1, Prairie du Chien 1, Ohio,and Mississippi certificates 34, Quicksilver 4. Erie was steady and dull throughout the ‘excitement in the rest,of the market, Government gold bearing secuyj- ties were neglected and heavy. Pacific Mail stock sold at 250, and scrip at 205. Western Union Telegraph 7434. At the open board at one o'clock the market was firm, and the speculative stocks wero 4 a 3% per cent higher, At the second regular board it was excited and lower, New York Cen- tral closed 34 lower than at the first board, Erie , Reading 34, Ohio and Mississippi certificates 4, Quick- silver 4. Hudson River and Michigan Southern were unchanged. Cleveland and Pittsburg was % higher, Prairie: du Chien i. Government securities continued heavy and inactive. Seven-thirty notes, of the third series, sold at 98%. At the open board at half-past three prices were lower. New York Central closed on the call at 96%, Reading (s.3) 116%, Erie 877;, Hudson River (s.3) 110%, Miobigan Southern 72, Cleveland and Pittsburg 74%, Rock Island, ex dividend, 1073¢; Northwestern preferred €234, Mariposa 1234, Quicksilver (s.3) 49, Central Coal 56%, Cumberland 45%, Canton 40%. Afterwards the ‘maggot was. spasmodic in its movements, and after a ‘shoét-sally it relapsed. Governments were heavy on the stredt. Petroleum stocks were very firm at the first board this morning. Buchanan Farm closed at the first board 3c, highef than at the same time on Saturday, Excelsior 1c. United Siates $1 05. New York and Nova Scotia mining stock sold at 54c, At the second board the mar- ket was heavy, and there was a decline of from one cent in Gérmania to $1 10 in United States; but Excelsior advanged 18¢., closing at $1. Pithole Greck closed at 38 25, Wobstor $1 04, Eclipso $3, Benehoif Run $12 50, Buchanan Farm $1 35, Chorry Run 27c., German’a 40c., First National 35c., Oil Creek $1 36, Rynd Farm $1 20, United States $29 65. The gold market was firm. The opening price was 144%, from which there was an advance of 3, and the closing quotation was 144%. The foreign exchange market was dull, and bankers’ bills at sixty days are quoted at 109%. ‘The mouiey markot has been a shade more active to- day, and very few call loans have been made under six percent. The bank statement for the week is unfavor- ablo s0 far as the loans are concerned, the decrease being $5,930,186, but the effect of this activity is neutralized by the increase of $6,509,927 in deposits. The specie thas undergone a further decrease of $573,880. The troulation bas increased $1,350,892, and the legal ‘tender notes have undergone a corresponding movement to the extent of $3,647,199. The discount line is firm at ‘7a 10 per cent, ‘Tho European advices by the steamer Belgian show a fight depression in the prices of American securities on ‘the London Stock Exchange. Erie shares were 673, and five-twonties 63 a 3%. Consols were at the same time rather heavy, which is the reverse of encouraging. This is probably in some degree attributable to the Fenian excitement. Two evening journals to-day express their opinion that “4f" the Secretary of the Treasury should issue new compound legal tender notes in place of those received in subscriptions to the funding loan now in the market, the effect of the latter will be entirely neutralized, and it wil! therefore prove mischievous; and ono of them goes #0 far as to gay that “it virtually gives the Secretary power to issue fifty m:llions more currency te replace that which has long ceased to olrculate."” We regret to be obliged in the interest of the public to contradict these gross in- accuracies. The Secrotary of the Treasury cannot issue two secutities m exchange for one; and whatever cur- rency is converted into bonds cannot be reissued In any other but the one form. It is # palpable absurdity to suppose to the contrary ; and those who are sceptical had Dotter consult the acts of Congross, or call at the Sub- ‘Treasury, for farther information. The demand for Stato and Western flour was active and prices were 5c. a 100, higher. The sales com- prised 14,000 bbts., including about 3,500 bbls. extra State for future delivery. Southern flour was in good de- mand and prices word firmer. The sales were abont 560 bbls, Canada flour war fairly act've, and prices ruled. in sellers’ favor to the extent of 5c a 10c. per bbl.
