BROWN, Colonel, Assistant Commissioner. themselves highly pleased with Major General and the best results are augured from his visit. ‘The establishment of this miniature court will tend to ameliorate the condition of the negro considerably. The odious code in the laws of Virginia prohibiting colored persons from testifying allows them no protection, and under existing rules all cases where negroes are con- cerned have to be turned over to the military. Itis not always that the blacks have justice done them there. Governor Pierpoint will embrace a recommendation to repeal this clause in the code in his coming message to the islature, which will probably be the first act undertaken on the assembling of that body. It is belioved that the renting of small tracts of ans by ‘the farmer to his laborers would be mutually beneficial. “The laborer's interest in his crops and improvements ‘would attach him to the plantation, counteract any temp- tation to break his contract, and, by furnishing omploy- mont for the more dependeut members of his family, in- crease their contentment and their comforts. ‘The pian of renting lands on shares to the freedmen has been successfully tried in some parts of the State, and is believed to be worthy of a more extended trial. Super- intendents will counsel with and assist both parties in making either of the above arrangements. 0. BROWN, Colonel and Asst. Commissioner. Betting—6 to 4 on Gladiateur, 5 to 1 againat The Duke, 9 to 1 against Regalia, 100 to 7 against Klarinaka, 25 to 1 each against Breadalbane and Archimedes, 50 to 1 against Peeroes, 100 to 1 against Zambesi. They left the post at the first attempt. Zambesi, with Klarinska, Breadalbane and Peeress at his girths, got away in advance; but on making the turn Klarinska rushed to the fromt and made the running, The Duke going on second, Peeress third, with Walcot, Breadal bane and Regalia next. Three lengths in the rear of these came Red Earl, Archimedes, Sister to Ascham and Heir-at-Law nearly abreast, and close in the track of the latter were seen the colors of the Frenchman, Dux and Barbarossa, They ran thus without any perceptible alteration to the foot of the hiil, when Gladiateur was seen to give way, which gavo rise to fears of his having broken down; but on reaching the mile post he gradually improved his position and followed the leaders along the upper ground. At the Rifle Butts Zambesi ran into the fourth place, closely attended by Breadalbane and Reg: the laiter two being joined by Gladiateur, upon whom Grimshaw was biding his time. Making dwellings. While the Israelites, in their own land, worshipped at the altar of their temple, and in strict accord- ance with the rites dictated by thelr God, through Moses, bis servant, the service of this day was equally solemn and splendid. It was the only day throughout the ye on which even the high priest presumed to enter the Holy of holies, or to_pro- nounce the venerable and dreaded name of the Deity, which at any other time It was unlawful even for him to utter. The glories of this great day, while it was still celobrated in the place “which the ‘Lord had chosen there to enthrone his name,” are, in these modern times, commemorated in the afternoon service at the synagogue. At present the holy day is observed with no less fervor than of old, and the Jews throughout the world, however heedless of the precepts of their religion they may be occasionally, are all mindful of those which enjoin them to repent for the sins of the past on the festival of Yom Kippur.
