2 FINANCIAL AND COMMERCIAL. y Moule. Sept, 18—6 P. M. ‘The stock market was very dull and the speculative feeling weak to-day. At the open board at ten o'clock the volume of business was insignificant. At the first session of the regular board there was no improvement, and Now York Central closed \; lower than atthe same time on Saturday, Erie %{, Michigan Southern 44, Fort Wayne 4, Quicksilver X. Reading, Cleveland and Pitts- burg and Northwestern were unchanged. Seven-thirty notes of the first series sold at 9954, third series 9934. i ‘At the open board at one o'clock the {market was rather heavy. At the second board it continued inactive, and Fort Wayne closed 4; lower than at the first board, Prairie du Chien 5, Quicksilver 44. Reading was Un- ohanged. ‘There was a sale of Pacific Mail scrip at 190. Government securities were quiet, but steady. At the open board at half-past three Erie closed at $734, Read ing 1073, Michigan Southern 67%, Rock Island 111%, Northwestern preferred 6134, Fort Wayne 97%, Prairie du Chien 5134, Ohio and Mississippi certifeates 2754, Cumberland 44%, Quicksilver 4734, McGregor Western ‘NEW YORK HERALD, TUESDAY, SEPTEMBER 19, 1865. ithin ghree months. TO THE EDITOR OF THE HERALD. ‘The business of the New York Stock Exchange is soon to be transferred to the new editice in Broad street, aud it is vail some new rules and reguiations wil! then be adopted. 1 would suggest the propriety of placing on. the tist the stocks of insurance companies—of such + least (either fire or marine) the paid up share earn Which ainounts severally to not leas five hundred thousand dollars, ‘The London Stock Exchange bas a dail ity and aie also lists called twice and thrice a week. The all the most active shares, and the semi- weekly jana weekly those which are not so much dealt in. It st-Tkes me our insurance stocks are too large an interest not to have a plane on the lists of the Stock Exchange. At osm ig scarcely ong meee means of fixing a market price for insurance shares, hen sales are to be made it is usual to make them by auction. ‘The value of the exports from the port of Portland, Me., during the week ending Sept. 16 was $20,760. A number of the Philadelphia oil companies are issuing calls for assessments to replenish their depleted trea- suries, Many of these institutions that were started on largo capitals, with a emall working reserve, are stilt keeping up expensive offices and clerical forces at big salaries which are perfect sinecures. These parties are living off the doctining fortunes of companies that can never pay the shadow of a dividend to the stockholders, Railroad 163, Central Coal 60c., Mineral Hill Mining | ang pow, im their failure and despair, they make still Company $1 8734. Afterwards, on,the streat, the mar- et was without spirit, and displayed a sinking-tendency. Petroleum stocks were moderately strong at the first Doard. Gold was steady at a slight improvement. The open- ing price was 14334, from which there was an advance of %. Atfour o'clock the market receded ¥, and closed at 143%. The bank statement for the week shows an increase’ of $848,335 in the specie line. This can only be accounted for by suppos- ing that the government has been a_ free soller during the week; for there were no receipts from California, and the payments on account of customs dutics aggregated nearly two millions anda half, The market derived firmness from an increased demand for foreign exchange, under which leading drawers advanced their rates for bi ys to 109%{ 2 %, Sales were made, howover, The money m es to exhibit great ease under the limited demand from the Stock Exchange. Call loans were made at 5a6 por cent, but the activity of the discount line is shown in the increase of $1,362,539 in the bank loans during the week. First class commer per is rated at Ta8 per cent, and the second grate at 9a 10. The falling of in deposits of $1 mdicates the withdrawal of cur- rency to the aud South; and this diminution of the loanable resources of the banks and increased monetary activity are further i by the decrease of $3,169,- 499 in legal tenders and the increase of $290,408 in the circulation. The decline of 34 per cont on five-twonties in Lon- don, recorded in the last Evropean advices, is doubtless attributable to a false assePton made inone of ‘Reuter's telegrams” to the eff the rumor of a new govern- ment loan “had been officially confirmed.” It will there- fore, in view of the facts, be well for Europe in fusure to weceiveMr. Reuter's telegrams with considerable allow- ance for deficiencies on the score of truthfulness, ‘compare the Jast weekly state- einted Banks, with the re- Sept. 16. $215,5522,381 pec: Lozal tenders. : 320; 734 Cir ulation. . 8,814,142 —The deviations from the returns of the previous aro as follows: — Decrease in dep Increase in specie. The following were the exports of cotton from ‘Texas during the years 1859 and 1860:— ‘The Cincinnati, Columbus and Pitsburg Railroad will be fully opened on the Ist of October. The splendid fron bridge across the Obio at Stenbenville is completed. It is about half a mile long, and spans the river ninety foot above low water mark. Perhaps in a few instances it would have that effect, but in the majority of cases it is another ruse to raise money for selfish ends. Some of the bogus petroleum conéerns a little further north are similarly situated, and are very anxious to swindle the people ont of another instalment. ‘There has as yet been no public announcement of the authorization of a national bank in the Stato of Texas, but we learn that one will goon bo estab- lished in Galveston, with a capital of $600,000, and an- other at Brownsville, with a capital of $100,000.
