2 FINANCIAL AND COMMERCIAL. Furay, Sept. 1—6 P. M. ‘The stock market was somewhat animated on a por- ton of the list ths morning; but in the afternoon it re- lapsed into the same obstinate dullness which has latterly prevailed. The outside orders to buy are inconsiderably few, and brokers still complain that there is no business doing. At the same time they bave no confidence in the maintenance of present prices unless there is @ largo accession of outside support, The market ls at prescnt sustained by the professional street operators, who are nearly all bulls, and a small minority of the brokers, aided by ‘an easy five per cent money market, with exceptions ‘st four and six per cent. In the event of any change in the condition of monetary affairs stocks would be un- doubtedly pressed for sale; but as yet there is no appre- hension of such a contingency ; nevertheless the existing plethora of funds is not likely to long continue, although there is no reason to anticipate stringency. A large amount of currency will soon be required to move the crops, and the demands on the country banks will cause many of them to convert a portion of their seven-thirty notes into currency. These they have beon holding to a large extent in preference to any other mode of employing their loanable capital. It is argued by the bulls, however, that they have only to keep the market steady for a few days in order to draw the public into speculative ventures, and so be enabled to sell out ata profit. At the ten o'clock session of the open board there was a moderate amount of business transacted. New York Central sold at 9334, Erie 8634, Michigan Southern 655%, Cleveland and Pittsburg 72%, Ohio and Mississippi cer- tifleates (b3) 26, Quicksilver 52%, Mariposa 12, At the first regular board the chief activity was in Ohio and Mississippi certificates, which closed 2% higher than at the second board yesterday. Erie was higher, Reading %, Michigan Southern 34, Northwestern 4, Fort Wayne was unchanged. Cleve- land and Pittsburg was 3; lower, Prairie du Chien 34. Government sectrities were steady. Coupon five- twentics closed at 106%; seven-thirty notes, second series, 99%. There was a sale of Motropolitan Bank stock at 11634, and of the Park Bank at 140, Western Union Telegraph sold at 70. The advance in Ohio and Missiesippl certificates is attributed to a movement look- ing to the possible action of some European spccula- tors who are supposed to be on their way from Europe, and who are said to have some idea of amalgamating the Ohio and Mississippi with the Atlantic and Great Western Railway. The strength of Reading is traceable to the advance of Ofty cents per ton in tolls made by the company and to its in- creased tonnage. Canton took an upward turn, without, as usual, any special reason beyond the “general merits” of the stock, At the open board at one o'clock the market was a shade lower, but steady at the recession. At the second regular board New York Central closed 34 higher than at the morning board, Reading 34, Cleve- land and Pittsburg 3%, Rock Island %, Fort Wayne 3, Ohio and Mississippi certificates 44. Quicksilver and Michigan Southern were unchanged, The firmness of the latter stock in the face of the very damag- ing statements of the directors of the road occasions some surprise. They represent that its expenses are in excess of its carnings, and much besides adverse to its interests; but the reputation of railroad managers is such that little or no confidence is attached to their word, Government securities were dull, but steady, At the open board at half-past throe there was no noticeable change in the market. Erie closed at 86;, Hudson 109%, Michigan Southern 65%, Cleveland and Pittsburg 72}, Rock Island (b3) 109, Northwestern 29, Fort Wayne 9756, Prairie du Chien 4834. The market for petroleum stocks was generally stronger at the first board. Pithole Creek closed at 75c. higher than at yesterday's first board, Webster 10c., Buchanan Farm 4c. Excelsior declined 22c, At the socond board the market was rather heavy. “Buchanan Farm closed at 80c., Excelsior $1 40, Oil Creek $3 45, United States $27 40. Gold was very firm early in the day, and the usual dis- position was shown to bid up the price of cash gold, which continues rather scarce, the difference between the cash and regular rate being 1-16 a 1-32. After touching at 145 however, the price drooped to 144%—the latest Quotation. The opening price was 144. Foreign exchange was barely steady and in slow de- mand. Brokers negotiated bankers’ sixty day bills at 1094 net, but leading drawers wero reluctant to sell at Jess than 109%. ‘The supply of cotton bills from New Oricans and Mobile, togethor with that received from Canada, where exchange is very low at present (being »qual to about 1083¢ here), tends to depress rates and taore than 1eutralize the preponderance of imports over exports, This feature of the market keeps it dull tem- porarily, but ia not likely to be permanent. Some feoling is expressed in Wall street with regard to the manner in which Mr. Oliver Charlick, the Presi- dent of the Long Island Railroad, has been abused and made responsible for the recent lamentable accident on duat line. It is not improperly contended that the officials through whose negligonce railway acc'dents occur ought to be the parties made to suffer. Thus if a pointsman, or engineer, or conductor, or other officer neglecta his duty proper examplo should be made of him. But if the roles and bylaws of a company are framed in a manner consistent with public safety along the line of travel it is reasonably hold that the president of the com- pany on whose road a disaster may occur should not be held responsible for the same. That our railroads are managed corruptly and inefficiently the numerous acci- dents which are of almost daily occurrence on them suf- ficiently prove. The president and directors are indirectly responsible for these, by spending money in dividends which ought to be appropriated to the repair of the roads and rolling stock; but the engine drivers an@ others in subordinate positions are far more directly responsible, and upon these punishment prompt and severe should be inflicted whenover negligence can be proven.
