THE FORTHCOMING AMNESTY PROCLAMATION, It ls underetood that the forthcoming amnesty procia- mation of the President will exclude from its benefits all the rebel officers who wore concerned in the atrocious starvation of our soldiers in the Southern prison peus. For these men there will be-no clemency. ‘The President will also except from the operation of the amnesty the rebel officers who grdered the cold- Dblocded murder of the colored troops at Fort Pillow. ‘The prociamation will aleo break up the great landed eutates held by rebel owners.
