Foote, late rebel Congressman from Tennes- see, has found the ‘sequestered spot’ where ho hoped to be free from persecution and taxation. It is at the “Golden Cross Hotel, the Strand, Lendon;'’ and from here he dates a manifesto to his constituents in his usual graudioquent style. His purpose in addressing them he declares to be in order that he may represent the reasons which influenced him to leave the rebel States, and in doing this he intimates that “the actual condition of things in both sections of his own dear native co:n- try’?
