2 —— FINANCIAL AND COMMERCIAL. Weonespay, Mareh 8—6 P. 4. The stock market exhibited considerable firmness a the tirst board, notwithstanding’ @ pressure to sell; but after the call it weakened, gu “ower quotations were made. At the close Erie 3 higher than at tlie Same time yesterday, New York Central 134, Rock Island 1, Hudson River 2%, Reading %, Michigan Southern 134, Miinois Central 44, Cleveland and Pittsburg 1, Fort Wayne 34, Cumberland 2, Government securities were firm. Five-twenties of the old ise closed at 111% ; new, 11034; ten-forties, 973g a $4; sixes 1881, 1113. At the open board at one o'clock the market con- tinued to decline rapidly, and quotations were 1 a 2 per cent lower. At the second regular board increasing weakness was observable, and at the close Eric showed a decline, as compared with the close of the first board, of 2, New York Central 2, Reading %{, Hudson River 1%, Michigan Southern 1, Cleveland and Pittsburg 134, Cuin- berland 13¢, Ohio and Mississippi certiicates ¥. Government securities were firm. Coupon five- twenties of the new issue improved 3... The restof the list was without change. At the second open board, at half-past three, there was afurther general decline, and a very ‘bearish’? state of fecling prevailed. Erie closed at 6534, Hudson Rivér 111%, Reading ‘110%; Winois Central 11734, North- western 3334, Fort Wayne 9134, Cumberland 63%. Gold has been weuk all day under the depressing influ- |" ences which surround the market, The leading “bull” houses find great difficulty in carrying their gold, owing to the scarcity of money available for the purpose, and ‘tho absence of demand for export, The steamer China Joft port to-day without any specie, The course of prices was as follows:— The receipt of $1,237,811 in specie by the steamer Costa Rica, from Aspinwall, haa added to the weight already floating om the market, aggregating about seven millions, and correspondingly enhanced” the difficulties | in the way of the large holders, Foreign exchange is very weak, and bankers! bills at sixty days were offered this morning at 107% a 103. Short sight bills are quoted at 108% a 109, and mer- chants’ b lls at 10636 a 20734. The mouey market is slightly unsetUed, but call loans ‘on governments are made freely at seven per Cnt, with exceptional transautions at six. To the Exchange the rato is strictly seven percent. The diseo int line ib moderately active at 8410 per cent for first class com- mercial paper. Increasing caution is shown by lenders ‘on miscellaneous collaterals, in view of th natyon in the gold room and the apprehension ofa further decline ofthe premium ; and the sane applies to discounts, owing to the unsettlement of values in the merchandise markets. In the laiter an extremely dull state of feel- ing exists, which favors depression. Moreover an impression prevails tliat the new Secre- tary of the Treasury will do something to bring down tho price of gold, but what that something is no one seems to know. The fact appears to be overlooked that the latter has a very limited scope for the exercise of his own judgment, legislation having tethered him toa cer tain course of action, and that whatever measures he might adopt to reduce the gold premium would be liable tothe contingeucy of producing an opposite effect. A direct sale of our gold stock in Europe has been spoken of a8 among the possibilities; but this would be paying a ruinous price for money, and it would tend to impair the national credit ing proportion ‘to its extent, for with each fresh issue of gold-bearing stock on an inflated paper money basis the danger of the interest exceeding the gold revenue of the government becomes more imminent. ‘The Treasury has gone,so far in the issue of irredeoma- ble currency, and has, by the depreciation thereupon cons:quent, engulphed itself so ‘deeply in debt that it can neither contract its currency nor repeal the legal tender act without producing commercial panic; and the voice of the whole commercial community would be raised against any process tending to such a result. It will be, however, within the power of Mr. McCulloch to prevent an aggravation of existing evils, and, by suggesting means for increasing the revenue and other measures, pave the way for the future improve- ment of the public credit; and in this he will have tho sipport of the entire people, It ts tobe hoped that he will meanwhile see the ad- visability of publishing regular periodical statements of the public dobt, which bis predecessor was unwise enough to discontinue. The holders of the seven and three-tentlPnotes of July 17, 1861, hardly require to be again. reminded that the power of converting them intu #ix por cent bonds ceases ‘on tho 10th inst. ; but it may not be without ise to quote the Treasury circular, giving the requisite three months’ notios, which reads thus:— Dec. 10, 1864. ‘Treasury Dur, Notice is horeby given of the ‘roatigees of this et a to redeem, vero ito bond by payment in Ia of Pas con’ a ‘ag authorized by Ia the notes, bearing interest at the rate of ee seven Chip A Finree. ta tenths per centum, issued under the act of July 17, Rat Interest will cease on all such din date, at watch cinve th arse teat Hon ae e ie conversi Holders theroof will govern t w.P. 4 ee the heeorety.
