Gold has been inactive but firm all day, and the fuctu- Ations have consequently been very slight, notwithatand- ing the reported evacuation of Mobile, and ipforential confirmation of the capture of Branchville, and the in- terruption of the rebel communications with Charleston. There is an absence of speculative feeling in the gold room; which, superadded to the very light demand for cojn for logitimate purposes, is productive of dullness bordering upon stagnation. The supply of Joanable funds is in excess of the domand, which ts rather light, but lendors are still critical of commercial Paper and show a preforence for allowing ‘capital to ro- main unemployed rather than place it beyond immediate roach or in doubtful securities, Some who have faith in a drooping gold market appear to think that by keeping their legal tenders lying idlo in their vaults they will make interest for themsolves by appreciation. But al- though this induces teusporary sluggishness it must lead to a brisker demand by making money in active circula- tion scarce. There iv no change to note in the rates for first class commercial paper, which ranges from 8 to 10 Per cent, Tho second grade is quoted at 10.8 12. Foreign exchange remains flat, under the preponder- ance of exports over imports, Bankers’ sterling at sixty days can be bought on the strecy gt 10834 a 108%, and at three days at one per cent advlikee. Morchants’ Dilis are offered at 10734 a 10334. ‘The arrival of the Sa- vannah cotton fleet at this port to-day wiil be followed, as soon after sorting as possible, by the sale of the staple by suction, most of which will probably bo shipped to Eng- land. The supply of bills will thus be increased and the balance of trade. more decidedly in our favor. This will act asa salutary check upon the gold speculation for a rise. For the last two months our exports, exclusive of specie, have been about two-thirds larger than our im- porta, and the shipments of coin have been unusually light, The Secretary of the Treasury, in his bill providing for tho ensuing fiscal year, asks for a very wide discretion- ary power im proposing loans to the amount of sixhun- dred millions of dollars to be issued in such form of bondsand at such rates of interest, not exceeding six per cent, as shall seem most advisablo to him, giving him at the ame time power to dispose of such loans at such prices as shall appear necessary, whether above or below par. We think it would be safer and better to de- fine more pariiularly the future course of the Secretary with regard to the form of loans, giving him no powor to resort ta the sale of gold bearing securities direct, but. providing for larger rate of interest than six per cent. We have not read the bill; but if we may credit the tele« graphic reports of its coutents, there is no provision made for currency interest; for of course six per cont in ereenbacks would not attract buy- ers at any price near par, while the seven-thirty notes, with the privilege of conversion after three years into a six por cent gold stock are offered at that, and while the ton-forties on which the semi-annual cou- pong will fall due on the first of March are selling at 1028. Yet to ‘Increaso the direct gold-bearing debt will be to undermine confidence in the public credit, dqpreciate the whole mass of the outstanding bonds, and placo a formidable obstacle in the way of tho negotiation of loans bearing in- terest in paper money only. Rather than pursue a course so injurious to the finances, it would be far pre- ferable to authorize indefinite issues of seven-thirties, with the convertible privilege attached, each note to date from a day as near that of its sale as could be conve- niently arranged. It strikes us as very anomalous that Mr. Fessenden should have expressed himself against tho increase of the gold-bearing debt and pointed out its dangers in his annual report and subse- quently, and that notwithstanding he should now come forward with such a proposition as this It may be that the newspaper summary of the bill conveys a wrong idea of its provisions, which, we seriously trust, is the cage. But, in any event, it is incumbent upon the Committee of Ways and Means, and both houses of Congress, to so legislate that any such serious contingency as the further issue of gold bearing bonds should be guarded against. In a lotter to a member of the Committee of Ways and Means, Mr. Fessenden has made a statement of the pub- Uc Aebt; but it is not mentioned in the press despatch at what date the public indebtedness stood as described. According to the last oflicial return, dated Ostober 31, 1864, the total debt was $2,017,000,515, Mr. Fessenden now statos it, in the lettor referred to, at $2,153,735,444, of which the following are the details :— Interest. Estimating the time at three months, it would average more than forty-five millions five hundred thousand dollars a month We need say that it would have looked much better for the department, and have beon much more satisfactory to the people, if this state. ment had been officially published ; and we trust that the next Seorotary will have the good sense to publish state- ments of the condition of the national finances once a month, if not oftener. Who is to be the noxt Secretary of the Treasury {a still a debated question; but among the names mentioned in such connection that of Mr. A, A. Low, of this city, i# entitled to most consideration.
