All the most patriotic declamations of our penny-e-liners, ail the bully vociferations of our political charlatans, all repre- eentations, all threats, all intimation, all intrigues, all meetings of clubs and ministers, even those of the Ame- rican Congress included—all, all, have ended in smoke. Peru does not fight, because it has noither men nor means to fight with. Chile isof the same opinion, and alleged that our navy belongs to the Crab family. Bolivia prefers to have her boundary line defined before fighting Spain, as the penlomles, pirates could not gall across the Cordillera. @ Argentine republic prefers to havo her little difficulty with Chile, regarding the territor:al jurisdiction of Patagonia, out of the way. Ecuador, at all events, must follow the regular course of the law of na- tions. aties of friendship and commerce exist between Spain.and that republic; and Peru has at different times followed the most aggressive policy towards the govern- ment of Moreno. Similar arguments wero addressed by New Granada, Venozuela, Costa Rica; and, so far as the Spanish-Peruvian question was concerned, tho svi disante American Congresg also ended in smoke. Therefore, on the 29h ult., this government gent Gen. Vivanco to the Chinchas to propose conditions of peace to the Spanish Admiral commanding the invad ng squadron. The Peruvian messenger of peace has not returned ye: + but his Secretary arrived last night. He reports that all is satifactorily arranged, except, the gilding of the pill, notwithstanding it had already been swallowed by Gene- rai Vivanco, on the 10th instant, at adinner party on board of the flazship Resolucion, to which our peace mes- senger contributed six hundred pounds of Boston ice. The first toast proposed by General Vivan:o was “Piva la !”” To which Admiral Pareja responded, “Mi /’a- i Peru!” and the ‘@alleo!’? (the Spanish Admiral ig @native of Lima).
