2 FINANCIAL AND COMMERCIAL. Frwax, Jan. 20-6 P. M. tthe semi-pan’e of yesterday continued with an acces- sion of force in the gold room and ow the Stock Exchange this morn'ng. Government seour.ties were also greatly depressed, and there was an evident disposition on the part of the bears to make the most of the inse‘tled feel- ing which prevailed. Gold sold down to 200} at one time, on the street, and coupon ten-forty bonds were offered at 10054. But In the afternoon the exc'tement look ng to a further fall sensibly abated, and a natural reaction took place, ‘The closing sales at the first board showed the follow- ing variations from those of Thursday's second board:— Erie declined 334, New York Central 4, Hudson River 7, Reading 4, Michigan Central 124, Miehigam Southern 2%, Urnois Central 3%, Cleveland and Pittsburg 134, Chi- cago and Northwestern 4, Rock Island 244, Fort Wayne %, Mariposa l, Quicksilver 2}, Cumberland Coal 1%. Obio and Missts-Ipp! certificates advanced 1. Government securities were pressed for sale, and expe- rienced great depression. Coupon five-twenties, new issue, declined 2%; old issue 2%, sixes, 1881, 134. 2M5 ‘At the offen board, at one o'clock, the market began to react, and quotetions gouerally were higher, Rock Island rising 3 p rcent. At thes cond regular board the reaction continued. As compared with the first board prices New York | Total receipts. Coupon five-tw ntics, now issue, advanced 1% a 1%. The market closed feverish; but at the second open , ut Lalf-past three, the rea tion mado further pro- gress, Erie closed at 72%, Mich'gan Southern 67, Hud- son River 10534, Cleveland and Pittsburg 85%, Rock Island 9436, Northwestern 84%, Ohio and Mississipp! certificates 282f, Cumberland 44:4. ‘The gold market was greatly excited up to two o'clock, and the bours held high earnivabat the expense of the large holders of specio. Ruiwors and speculations were rife, the blowing up of Fort Caswell and the evaciation of Wilmington being among the former, while tho Blair peace mission to Richmond was the chief subject of the latter. Aftor that hoxr, however, the mariot experi- onoed a reactionary movement, and it remained feverish The quo- and unsettled during the rest of the a’ternoon. tations were:— Money has been casior to-day than yesterday, both on the Stock Exchange and with the dealers in government securitios, the latter balag always the favored borrowors, partly owing to the support of the national bank interest. thas at the sane time been active at seven per cent, Dut the distrast of lenders on call has partially subsided with tho heavy fall im prices that has taken place, and the upward turn of the market. With regard to discounts, however, increased caution is shown, owing to the unsettlement of values and the commercial losses thereby expericuced. First class commercial paper still fates at § a 10 per cent. The third and last instalment of the concluding sub- soriptions to the ten-forty loon will be due to-morrow; but as the money will be payable mainly in five per cent notes, through tho national banks, and as those are not boing drawn upon very closcly at present, little or no stringency will be felt in monetary channels in conse- quence. The foreign exchanges market is weak and Inactive, The requirements of buyers are small, and the latter are holding back in some cases for a further decline in gold, The shipments on real account to-morrow are, therefore, Ukely to be licht. Tho gold rates for sterling are nomi- nally unchanged—namcly, bankers’ bills at sixty days 10994 n 44; at three, one per cent advance. The Finance bill, introduced in the House of Repre- sontatives by Mr. Thiddeus Stevens, and which Is now pending there, allows so much scope to tho Secretary of tho Treasury for increasing the volume of the paper money afloat, that we tr.st it will be so amended before ita passago as to deprive the Secretary of this power, If it is not the design of Mr. Fessenden to increase the currency, why does be ask for the privilege of s0 doing? It would be in keeping with the tono of his annual report and his Treasury antecedents to avail himself of this resort if it wero left opon to him. ‘The biil, as it stands, virtually allows him to increase tho curr-uey by the cntiro unissued balanco of the four hundred million loan of Juno 30, 1564, which, only a little while ago, amounted to two hundred mil- lions. Congress and tho psople must remember that the heaviest form of taxation that can be inflicted Is that of currency depreciation, and this measure should b» reso- lutely opposed, ‘tho wording of the proposed Dill is as follows :— Po it enacted by the Seunto and House of Nepresonta tives of the United States of America in Congress asvem- bled :— ‘That in Hien of onda authorized to be tasned by the firrt section of t led “An act to m 4 ways aud jacana for the support of tho go approved J:ne 20, 1°61, that may re in. Immense Foreign Trade with the Ports of Wilmington and Charleston—Three Millions Five Hundred Thousand Dollars Worth of Cotton Landed in Ten Daye, dc. Nothing of a local character has transpired at Nassau since my last letter pOssoe3ing any general interest. It is, however, a matter of some importance that your roaders should have some definito and reliable informa- tion in relation to the trade carried on betweon this place and the South. For some reason or other the blockade of the ports of Wilmington and Charleston does not pre- vent a large flect of steamers from carrying onan im- monse trade with those placos. Steamships leave this harbor continually, and their safo return is looked upon almost as a matter ef course, the capture of any of them having been, of late, a thing of rare occurrence, Thave taken pains to ascertain the names of the steam- ved at Nassau from Wilmington and Charloston from the 80th December to January 8, and the es eee by them. The result is as jows :— Arrived, ateamers Little Hattie, Hansa, Law awe — cp igs ene Banshee, Virginie and WI ese ton veesels have brought out everseven thousand bales of cotton, It will be seen, therefore, that notwith- standing the blockade a very large and important business: ie done in this line, Evory bale of cotton is worth about $500 in currency, making the business of ten days, at this plare, $3,500,000. ‘There is inchided in this statement the cargo of the Colonel Lamb, one of the finest of th mers, which was chased by a United States cruiser, and escaped to Bermuda where her cargo of seventeen hundred bales was disposed o! before she returned to Nassau. She has new gone to Havana for repairs, and will hereafter, pro- badly, try the Galveston trade. One-half of this cotton belongs to the rebol government, for each ship is re- quired to take one-half of i's cargo on freight for govern- ment account. It i# transhipped to England and goes into the hands of agents, to the credit of the Confederate States, It must not be understood that the above isa fair averace of the trade, As the moonlight nights come around there are not eo many arrivals. The above figures, however, show the actual arrivals between the two spect. fied dates. During the same period the G. T. Watson and the Fox, which had sailed from this port, returned having been chased by a Union erulser, and had their voyages broken up. The Blenheim has also returned, after having been in sight of Charleston harbor, ‘The Chicora and Vulture sailed on Saturday. The Val- ture returned yesterday leaking badly. The Alexandra is still lying in the harbor, in the possession of the an- thorities. The thermometer this morning fell to fifty nine de- groes, the lowest that Las been known in many yeara. Nassau, N. P., Jan. 16, 1866. Salubrious Climate and Pleasant Situation of Nassau— The City of New Providence and Its Trade—Superior Hotel Accommodations—The White and Negro Popula- tiom—The Blockade Running Trade, de. Tho climate of Nassau is most balmy and delightful. Tn the winter the temperataro ranges from seventy to eventy-cight degrees, It somoetiines goes above and sometimes falls below theso two points, Occasionally there is quite a sudden and extreme change, For in- stance: the other day the heat was extraordinary for this season, the thermometer indicating eighty-four de- grees. The wind then shifted to the North, and in eightoen hours tho temperature had fallon seventoen de- grces. Such lawless and cocentrie performances are, howover, quite exceptional. The tomperature is generally uniform and salubrious, with a delicious air fresh from the ocean, whero its northern barshness has been modi- or its southern heat tempered, as it bas come across the expanse of waters While you at the North are shivering im the wintry blasts or hugging those black demons which bolch forth their flery breath into your offices or dwelling houses, we go forth into the pure open air, recline beneath the shade of orange groves, of the ‘bansna,or the cocoanut, and enjay the fruit which naturo, prodigal of her gifts even to wastefulnoss, drops ot our feet And as wo eit thero, sheltered from the ficry beams of tho midday sun, the ocean breeze ne it passes on, Hngors long enough to lay {ts cool and fragrant hand upon our brow, and refresh us with it eoothing touch. But after ail there is a life and ont phen BM Boe A fp yee cold of a Northern winter which give a reall romisenens to Northern life that may not be found bere, and more than compensate for that luxurious end careless indolenco which ® tropical climo engondera. Yet for those who capnot bear tho extreme cold and sudden, violent changes of the North; to persons whore lungs are cate or threatened, here, within four rail of New York, is one of the finest climates in the world, This fact is not as yet sufficiently known; for although North. ‘erners may bo found here now, and others are coming out in the noxt steamor, their numbers would be more than doubled if the advantages of the place were better understood. New Providence, of which Nassan ts the capital, in an feland, about twenty-one miles long by seven miles in breadth. Tho population, before the war in the United Btates broke out, was about thirteen thousend, of which about ten thousand were blacks and mulattoea The ex- orts were principally tropical fraitea, A large business, wover, Wee carried on by the wreekers, who plied their vocation with much — und no little profit, Ves- fel after vommel was wrecked in thie vicinity, with the copnivance of the captaing and owners, and, as pont | suapected, in prireunnce of abarvnin previously made wi the wreckers, who shared with them their salv in consideration of @ profitable job being thrown in their way. Here, too, many an old hulk, previor insured for more thin hér fall yalve, accidentally found herself calmly resting upon some coral reef, where there was no necosFity tu the world that she should have gone, while } ) captain swore that it was all the fault of the reef, ifithad not been there hin vessel would not have Girvck it, But these casualties had always the same entactrophe—viz,, a claim upon the insurance companien for the amount insured. Bince the breaking ont of the war the white ation Of the island has nearly doubled, and ns these all reside within the town of Nassau, it can easily be imagined that it hae brought into requisition every foot, of babite, rented in many pr vate dwellings. The Royal Victoria Hotel (the Fifth Avenue Hotel of the place), capable of accommodating upwards of two b' fs full. This daa fine ye ‘on abil, overlooking theocean, with dah on each story extending around it, It Was erected thi peers ago, beigaiy ag the government, and i oy he proprietor ut , tions..which make it imoumbent upon to fur nish good accommodations to the guests. Under the present proprietorship these conditions are well fulfilled, ‘and it may be by no means an unpleasant morsel of in- telligencs to those persons who are contemplating a visit hero for tho winter that the orderings of the hotel are of a liberal kind, and that the table ts furnished with the best that the market affords. A large re‘rigerator coming out every month in the Corsica, filled with substantials and delicacies from the New York market. ae ‘The immense increase in the white population of t place is owing to the businoss which is carried on with the Southern Btatos ‘Hundreds have come here, tempted by the prospect of speedy wealth, to engage in the busi- ness of running suppiiea into the Southern ports, ~ lim'ted to Charteston, Wilm’ngton and Galveston. : course there is the risk of capture to be empountered in addition to the daners from the elements, but the pro! rd attending @ successf:1 voyage are so enormous that t risks aro readily taken. Companios are moretines formed, the shares divided among a numbor of subscri- bers, and go the risks as well as the proiits of tho adven- ture are sundered. In times past, before the bI was thoroughly established, the hazards were many | tively alight and not ly feared. Now then a vessel would be captured, a dozen or more would ply profitable Baha ie ey, for", ye fal tri ‘The Syren, for instance, port, lowing completed. her seventeenth rotind trip. Of course, fortunes have been realized, Thore are men who came here with small means who are now literally rolling in wealth. One firm is reputed to have made £1,000,000, or about $12,000,000 in currency. Steamers frequently arrive Havana or Ei change their black dress for a white one, and, assuming & new namo, go into tho Tonthern trace. ‘Thus the stermer Kato, which arrived about three weoks her black dress for a sult of success- iv since from Havana, changed white, and is hereafter to be known as the G. ‘T. Watson. This vessel hag had a somowhat chequered corcer. | For- merly engaged In the contraband trade, she was captured by the United States and sold as» prize; but, undeterred by the expcriences of the past, pas again braved Cea dangers and hazards of the’ blockads, Laden with cargo she started for Dixie, but after an absence of a woek returned a few days since to this port, having in the meantime come into close proximity with the Union fleot, and saved herself from capture by relinquish'ng her voyage ‘and returning to the placo whence she slarte The colored population of Nassen includes every va- riety of tint, from the light mulatto, scarcly o shade darker than the wi:ite, to tho jet black. Many of the blacks are in the employ of the government, occupying official positions in the Postoffice, Custom house and other public offices. Tho police force is mostly black. They wear n uniform composed of blue jacket and pants, trimmed with silver; their weapon is a club, On hot weather they wear white pants, and present a yor: respectable Sppaaranee. ‘The soldiers who garrison the place are blacks, They wear the Zouave uniform—red jackets, blue loose trowsers, extending ittle below the knee, where they are fastoned; whit» gaitors and red cap, with wh'to haversack. ‘Tho mnnsiclaus connected w.th the rogiment (the Firet West Indian) are all colored. Tho musie is good, but the instraments aro inferior, and aro not kept us bright and in as good order as th ight be, Pompey's traditional aversion to an exe! use of elbow 0 is supposed to furnish the explanation. ‘On the day before New Year's day a part of the black population, pursuant to a tme-honored custom, go through the strects engaging If & performance called Johnny Canoe. Two of them are dressed in fantastic apparel, of divers colors, with masks on their faces. ‘They are accompanied by murfo, consisting of tife, drum and tamborine, and are followed by an immonse crowd, They stop in front of the rosidences of the more prom!- nent ¢ftizens, and go through with a variety of grotesque and clownish performances, the mrsi¢ tn tho mean- time playing, and the crowd joining it with shouts, singing and one universal buz and hum of indistinguishable jabber, rising and falling with tho noiso of the musical Instruments. “Johnny,” in the meantime, raises his hands ina supplicating way to the inmates at the window or on the balcony, and a few shil- lings thrown out satisfy the expectations of the crowd, and they passon to some other dwelling. In the night the band connected with the garrison go from eee wo place serenading the inmates, a:companied by the samo crowd, conducting themselves in the same way. Good humor | eoiege and those engaged in tho proceedings are doubtless relieved by this open and unrestrained in- dulgence of their frolicsome proclivities, while to the jookors on is presented scene, the wild and fantastic character of which is not dovo'd of intorest. Its now nearly thirty years since slavery was abolished in this island, and sufficient tame has clapsed for tho re- sults of the free labor system to have developed them- selves. The immediate effect of throwing large numbers of people, naturally indolent and thriftiess, upon their own rosources, after they had been dependent for many generations upon the care and foresight of others, could not be expected to be very promising. It was nocesrary that time should be. given for the onfranchised slave to learn the lesson—which had novor been taught him in slavery—of di ing upom himeelf, It was probable that with facultieg—both moral and intellectual—so limited and uncultivated as were those of the African wre his first crude idea of freedom would be that of unbridled license, and that time would be needed to educate him up to the int of anything like a correct idea of his true position. That time has now been riven, and the is fairly liable to Tereiatrdanvaaed upon it. It is enough to say, in this place, that, if that Judgment were much more unfevorabie than it muet be, it would still award to the negro the right to the enjoymont of his The Blocknde Running Trade.
