On Sunday last, while at dinner, ® letter was bauded to the engineer on which the word “import- aat’’ was murked. At reading it be colored slightly, which was noticed by the others, Captain Carter asked him for the letter, and on his refusal to give i¢ up it was taken from him. The letter stated that all the plans were in readiness to be carried out The Parguns was to be seized on her way down, and with her the Michigan was to be captured. Assistance from Sandusky was to be given, aod the prisoners on the island would be liverated. Oo Monday morning Mr. Cole was arrested, avd in his trunk were found letters and documents revealing the nature and extent of the conspira- cy. Se Sandusky citizens, members of the “Svas iborty,” were found to be concerned ie the fair, and some twer five or more arrests were made Among them are mentioned Dr, Stanley, Captein Strain, a hardware merchant; Joba Williams, another hardwore merchant, and former part- ner of Strain, and a clothing desler bamed Rosenthal. Several persons in this city are mentioned as concerned im the plot; but they ail crossed to Canada yesterday HOW THY PROGHAMMK WAS CARRIED OUT. ‘The Parsons was seized according to the programme; but toe arrest of the engineer of the Michigan and the agreeable stranger were not in the programme. Captain Beli, ‘‘oommanding C. 8. stoamer Parsons,’ was much astounded when the Michigan ordered him alongside, as ho *had counted upon a totally diferent event. He was expecting signals from on shore in the shape of rockets of various colors, which were to be sent up according to pravious arrangement. ‘The aid rockets are in the hands of the United States a thorities, and will be sent up along with the agreeal stranger aud the traitorous engineer. Possibly some other gentlemen besides those pamed may have the pri- vilege of following the course of the rockets with he neck ag well as with the oye. BNGINRS OF THR MICHIGAN TAMPERED WITH, All the trains coming into Sandusky from the south were searched, aud many of the pasrangers arrested. ‘The agreeable stranger, alias Cole, confessed to being a revel officer, and implicated the parties above named, He says the pian was for men to go there by boat and rail and act with great celerity. His capture overset all the Plans. The arrests were really made before the time of the seizure of the l’arsons, and every- thing was in train for capturing the conspirators as fast as they came to band. When the Parsons hove in sight orders were issued for getting up steam on the Michigan. It was found that the engines were out of order, 60 that it was a dinarily 8) giving orders. The Parsons is a slow craft, while the Michigan is fest. Had the letter been under way as soon ag her commander expected she would have over- taken the pirates before they had reacbed Detroit river. The despatch caused considerable omsternation at Toledo, Cleveland, Detroit, Buffalo and the smaller points along Lake Erie. Some of the steamboat owners retused to go out until the lake was reported clear. As Clevelund the authorities notified Captain Pierce, agent of the Michigan Central line of steamers betweea Cleveland and Detroit. It was rumored about town that the boats would not make their regular nightly tripe. Captaia. Pierce, in congultation with Captain Viger, commanding the Morning Star, determined not to,lose a single trip, and moreover made preparations to run down the Parsons or any other rebel boat that came in his way. From the high speed of the Morning Star Captain Viger was confident he could accomplish it, and at any rate was willing to make the attempt. The return of the Parsons to Sandwich made the trial unnecessary. Several propellers tuat wi ready to start out waited until the nm of the abandonment of the Parsons was received. Owners of schooners and other craft were p portionately alarmed, and many were the devout wishes uttered in conjunction with imprecations on the heads of the pirates. Especially was this the case when a do. spateh was received announcing that the pirates had gone down the lake in the direction of Cleveland and Buffalo. FINALE OF THE AFFAIR. 1 bave thus given the history of the expedition from its tpception to its close. It was deliberately planed by a parcel of traitors who have foued an asylum io Canada, was sent from the Soath for t accomplishment of the object, and it is more th hinted that some of the Northern peace-a price men are more deeply concerned than they would be willing to acknowledge. That it has failed is due toa variety of caures. There were but thirty con spirators on board tbe Parsons, whereas fifty were ex- pected, The arrost of Captain’Cole and the engineer of the Michigan; the milare of the persons who were to come by rail to Sandusky; the absence of sufficient fuel on the boat; the watchfulness of Captain Carter, of the Michigen, aud the promptness of Col. Hill—ail these things combined to frustrate the rebel plabs, The affair ig over, and no serious damage has been done. Neither (s it likely tooccur again for the present. Matamoros, Mexico, Sept. 9, 1864, REVIRW OF MILITARY OPRRATIONS A brief review of military and other operations here and in this vicinity may not be uninteresting. LANDING OF THE FRENCH ARMY. On the 27th of August five hundred French soldiers landed from the fleet and took possession of Bagdad, near tho mouth of the Rio Grande, without opposition. Colonel Vorron, who commanded the French force, pursued a con- ciliatory course. The Mexican civil officers were not die- placed from their positions. ONLY FOUR FRENCH MRN-OF-WAR OFF THF RIO GRANDE. On the 2d inatant about one hundred aod fifty of the French soldiers came ap the river some ten miles on the Mexici steamer Almo, which had been previously seized, capturing Barrita, taking three citizous prisoners. ‘The Mexican cavairy pickets retired on the advance of the French.
