MMERCIAL. a eeuerreeeneees Mowpar, Jaly 11—6 P. M. ‘The stock market opened weak this morning, and the Geotine tm prices was more marked than for some days Provious. It is anticipated that a large amount wii! s00n We taken from the banks to mect government demands, ‘end that the money market will be influenced to more ‘Meringency oy the withdrawal of capital, and that tbe ‘Danks will be compelled to contract their loans in couse. uence: These fears are pot altogether groundiess; but ‘tt must be borne in mind that the money thus taken will ‘te « abort time regain ius wonted channels, and will fow back to the monstary centres, A large amount of capital ts cow being used to carry speculators through the des ‘Perate enterprise of augmenting prices on Western pro. @uctions, which of course must soon have an end, whether the gsme succeeds or whether thelr designs Tail The present tightness will, therefore, prove of only temporary duration, and we anticipate a speedy opening of the stock jcDbers’ books, preparatory to another four0n Of Active operations. Compared with the highest'cash sales at the first board ou Saturday, Erie Railroad declined 1 per cent, Hudson River 4, Reading 3, Michigan Central 1, Michigan Souther 1}4, Hlinois Central 134, Cleveland and Pitts- burg 1%. Clevelwnd and Toledo 4, Chicago and Rock Gsiand 34%, Vittsburg and Fort Wayne 13¢, Chicago and Northweatérn 1, Cumbertand Coai 234, Canton Company 2, Maripos’ 14, and Obio and Mississippi certificates Lis. New York Central sold the same, and Erie preferred stock advanced 1. A strong disposition to sell for cash was manitested in ‘the afternoon, and prices were further depressed. Government securities were steady at the following quotations:—Registered bonds of 1881 104 a 104%, coupons 103% a 104, registered five twenties 103 a 104, coupons ‘W4%; a 1043{, August Troasury notes 104%, October Tr@usury notes 163 a 103%, debt certificates 9324 0 93%, ‘There was considerable stir in the gold market to-day. ‘The price this morning was.285, from which it declined to 281. On the receipt of the nows that the rebel raiders ‘wore on the railroad between Philadelphia and Baltimore, dt went up to 283, but finally dropped again toe 278, Thi ‘difference between cash sales and one day’s time is about One per cent, Secretary Fessenden held. a consultation to-day with Mr. Cisco, the Assistant Treasurer in this city, and with ‘ome of the leading representatives of the associated ‘banks of New York—with the former to ascertain his ‘views tn regard to the best and most feasible plaos for ‘the government to pursue to relieve itself from the finan- -ial difficulty into which it bas been pluvged by the bad ‘management and biundering of the late Secretary of the Treasury, and with the latter to learn upon what condi ‘tions a temporary loan can be negotiated, in order to mest the immediate necessities of the coun- ‘try. Theresuit, of course, is mot yet known; but it is reasonable to presume that Mr. Cisco advised aa im- mediate withdrawal of all the interest bearing legal tend- ors, and a suspension of the operations of those printing “presses which are now turning out the new issues of compound interest six per cent notes. The Assistant Treasurer's aversion to this di tion Of currency is well known, and the question of their issue was the source of serious disagreement between him and the late Secretary, and, as some aver, was the primary cause of ‘he disruption in the Cabinet, resu'ting in the retirement of Mr. Chase, Mir. Fessenden, it is stated, desfrea to heal the dissensions which were created by hi8 predecessor ‘Detween the government and the banks, and that to ac- -cemplish so desirable ao end heis wiliing to admit that ‘tho bavks bad just cause for complaint, and ‘that he, will now, concede to thelr reason- able demands. The banks will not hesitate” ‘to aid the government when its necessities demand im- mediate assistance; but they object to becoming a cats- ‘paw for the beneiit of a few comparatively irresponsible dastitutions which have sprung suddenly into existence under the .pet scheme of Mr. Chase. What the State banks require is that they shall be placed upon gn equal footing with those which have been created by Cougres gioval law, and that the money which they loan the gov- ernment sali not be taken in a bulk from their vaults aud used for atime to foster rival concerns. They are willing to loan the necessary funds, and to pay itout as fast as the government requires its use; but they cannot be convinced of the justice of the course heretofore adopted and practised by Mr. Chase.
