Mr. ARxoxp, (rep.) of Di., from the Committee on Roads and Canals, reported a bill which be oxplataed to be amendatory of the Post Route act of July, 1862, and pro- viding for the construction of two bridges over the Obio river, to enable the railroads of Indiapa and Illinois meet those on the banks of the Ohio in Kentucky, and for the security of navigation, by directing the bridges to be built from two bundred and sixty to three hundred feet high. The railroads aro ready to con- Btruct the bridges without cost to the government at the Falls of the Onio. Mr, MaLtony, (opp.) of Ky., in advorting to the bill, said tbat if it had been ied two yoars ago millions of dollars would bave been saved to the government in the transportation of supplies. The bill was then recommitted to theCommittes on Roads and Canals. INCREASING THE DUTY ON WOOL. On motion of Mr. Hoorrr, (rep.) of Mass., the Com mittee of Ways and Meuns were instructed to inquire into the expediency of increasing the duty on foreign wool, ‘and report by bill or otherwise. INCREASH OF THB PAY OF PRIVATE SOLDIERS. Mr. Houman, (opp.) of Ind., offered a resolution direct. tog the Committee on Military’ Affairs to report the bill in- creasing the pay of privates of the army, and the same be made tne special order for to morrow. MF. GninnELL, (rep.) of lowa, asked whether Mr. Hol- man would agree to lay ap additional tax to pay tho pro- posed increase. For himself, he wished to see where the money was to come from, * altbough he claimed to be # friond ot the soldier. Mr. Houman aid he Saw no reason why the soldiers’ Pay should not be increased when the salaries of others are increased. Mr. Guywet denied that other salaries had been in- creased, Mr. Houtman would refer to the records for the proof of bis assertion. If gentiemen were not prepared to increase the pay of the soldiers let them say 80, and not evade the question by saying “thoy want to see whether the gov- ernment cau afford it.’’ He (Mr. Holman) would increase the pay of the soldiers to eighteen or twenty dollars a month, ur. ent rep.) of Ohio, said that the soldier is reai friends. Mr. Stuvaxs, (rep )of Pa., opposed the request. The first duty of members was in the House, and it has re- cently been difficult. to koep 8 quorum here for the trans- action of business. The committee, after visiting plea- ant places, would return hardly improved in cxpacity for business. The most the committee could do would be to taste the waters, aud try their different qualities and spines for mixing. (Laughter.) Besides, it had been suggested that there were guerillas out there, and there ‘ht be railroad accidents. re laughter.) There might be some propriety in the Committee of Ways and Means visiting the West, to see how much taxation that country would bear. Mr. Rice said they should like to have the gentleman accompany them, but the Naval Committee did not ask leave of absence if public interests here would suffer by it. "ar.
