Rebel Negotiations with the Enmperer Maximitian in Eurepe.., Slidell’s Proposition to Maximiltan Re- ferred-to Napoleon’s Cabinet. » Preston, Mr. Sildell, Jeff, Davis and Southern independence Ignored by the Two Emperors, Ben Rey Our London Correspondence: Lonvon, March 19, 2864. Reba Negotiations for Recognition from Mexico—Mr,. Presicn's Commission as the Davis Minister to Maxt- milian’s Court—Provasition of Stidell to. the Mmperor Elect—Napoleon Comsutted, and No Royat Notice tobe Taken of the Oonfederacy—Stidalt's Diplomatic Pailurc, and the Independence OF the Reial States Iqnoret, Eo. ‘The news I have to send you to-day is of # most jate- resting aad important character. You will not find it te Reo the nowspapors, and I doubt if the political portion of t + will go out to your government in ministerial degpatches. ‘You are aware that one leading and important object with Jefferson Davis. bas been to get on the right side of the new Emperor ef Mexico, aud as soon as be assumes the rems of government to es tablish diplomatic relations with him. He hae already accredited as his minister to the new Mexican court Mr. Preston, late United States Minister to Spain under tho Buchanan dynasty, He has let Richmond, succeeded in running the blockade, and ia now in Havana; but ore many weeks clapse @ pretty larze fien will be dropped into his ear. But to come back to Europe. Mr. Slidell sent s confidential agent to Trieste te confer with the Arohduke Maximilian and arrange an in- terview when the latter should arrive in Paris. He Promised to do s0, seeing him, of course, merely in a pri- vate capacity. Of course he could do no more, he not being an emperor de jure or de facto, ner the other an: envoy of a recognized government. That was all Slidetr wanted. Bat on arriviog at the Tuileries Maximilan referred the matter of an interview with the Southern commissioner to his imperial host. This proposition brovght up the whole question of: the future. relations Dotween Mexico and the United States, sud between Mexico and the rebels, As it 1s quite essential to the plane of Loufe Napoleon and the new Emperor that they be on friendly terms with the United States, diie*rebels could not be recognizd in any form, either by Mexico or France, On the 224 of this month Maximilian is to ‘accept the imperial crown at Miramar (hig seat near Trieste), and then be will send a formal. notification, stating the duties be bas assumed, to all governments, princes and potentates with whom he desires to enter into diplomatic relations, Among these will bo the United States, to whom he will announce his intention of accrediting a- minister, and express a hope that the Prosident will to return send a representative to Mextco, No such notification wilh be'sent to the rebels. 1 am assured that this determination is come to.in. conse uence of he instractions sent by your Secretary of State to Mr. Dayton, Your government probibly saw that.if they declined to’ enter into friendly relations with the new empire of Mexico they would be playing the game for she. robels. and thas fave Mexico, and probably France too, to recognize the confederacy. Now eomes Mr. Slidell’s great blunder, After it was intimated to him that the Archduke could not grant him an interview, he made a Formal request to him to do so, and in writing, This brought the whole subject before Napoloon’s Cabinet, aad ‘M. Drouyf de Lhuys told Maximilian it was not sufiictent for bim to merely inform Mr. Siidell that, owing to the: brief and informal nature of his visit to Paris, he could not see him, but he must write formally and tell the Southern commissioner that it was impossible to enter into any diplomatic or personal relations with him; in short, that he did not know tim, and would pot if he cou, A more complete diplomatic flasce was never eustained. ‘This bappened on Thursday and Friday, the 10th and 11th of March. My informant is a gentleman just arrived bere from Paris, and¢ who was personally cognizant of these details, by his intimacy with persons ja the highess Political positions in France. Ho says it 1 @dnceded by those knowing the circumstances that the rebcle have not met with such a disastrous defeas in any quarter since the war‘commenced, not even their military defeat at Gettysburg, New Orleans or Vicksdura 16 was not a mere diplomatic cold eboulder, but a compieio rebuff, So the rebels in Europe are completely “played out.” They and their cause are nowhere. ~ INTERESTING FINANCIAL NEWS. New Anglo-American Ratiroga Stheme. OUB LONDON CORRESPONDENCE. Loxpor, March 19, 1864. Nav Speculations of Angle-American Interest—LBanks , Steamship Lincs and Ratlways—Opposition to the Erie Railroad Line—A Road Through Northerm Pennsy> vania—Benefit to the Trade of New York.and Jerueyp ‘Oity—Wew York the Breadstuffe’ Depot of tho World, dc., de. Here in England some of the commercial (ad-teance operations are of much Interest even on your aide of the water. There nevor was a time hen there wefe so many new joint stook companies forming, particalarly of a banking and financial character. Of course you bavo seen all this; but here the wonder is that your war, with all the money ft bas thrown into circula- tion, has not created more new companies and cor- porations in the United States, ‘There seems no difficulty atallhere in London in getting the capital subscribed, and first class names for directors, You notice one British and California banking company. Looking at the shipment of over five million dollars of specie, that the Inst West India steamor brought from Aspinwall, one would conclude that such a bank must soon do a large business. “In this connestion” you see there is to bea new steam monthly mail between England and Australia, » line via Panama. Looking at various fletds for the employment of capital, one of the large banking associations here bas offerod to furnish all the funds for making anew line of railway, which will bo of the greatest importance to the city an@ trade of New York. I learn from ® trustworthy source: that tho proposition is now in the hands of negotiators, and will be definitely completed in ashorttime. The railway is to be of @ six feet gauge, to. connect with the Atlant? and Great Western at Meadville, Pa., or rather at franklin, and go through the morthern section of Pennsylvania, by way of Ridgway and Williamaport, to the Nolaware rivor, and thence over the Now Jorsey Central Ratlroad—aiso to be made a six foot gauge—to Jersey City. Thid will shorten the route to Cincinnati and the Weat—as Compared to the aniform six fect gauge now in operation over the Rrie road—At least a hundred miles. Of conree the Frio will continue to have afl of its vast local ‘and way trate through the State offNew,York; but a new road will take. away mood of ite through Aratiway fe now building from the Canedian side of the Niegara river, to oross that stream by a bridge noar Buffalo, and, passing southeast, Intersect the Erie rond at Salamanoa, and thonoe still in a southerly direcfion te the ‘newly projected road through Pennsylvania. This railway will be of the greatest importance to Canada—a country that has very little coal. It willbe of the six foot gauge, and from Buffalo to the i ag Pogi, will open to the Canadians all the bituminous ooal fields of Northwostern Pennaylvaniay while to tho southoast of Salamanca it reaches the Anthracite region of Mauch Ohunk, Peach Orchard, &c, The road through Nerthera Pennsylvania will be of, the greatest importance to all that seotion of the Stato—° ® region rich jo undeveloped agricuitural and miners resources and timber, and now overrun by benre, wolves and other wild animais, almost entirely \ ith. out railways, and with only a sparse population. Then this road will, as soon a8 complotod, with, ila. connections, add tens of millions to the valve of the agricultural lands of Indiana, flinois and Wisconsia, ‘The Fort Wayne Railroad, from ‘Mansfield, Obto, through Fort Wayne to Chicago, is to be mado o siz foot gauge, and this will give an unbroken line of pix feet gaugo railway, in almost a etraight line, from Chicago to New York, via Mansfield, Mond. ville, Williamaport, Pa, and the Now Joreag AkE SUPPLEMENT SHRED
