THE SITUATION fas not materially changed since my last communica- . tion. The enemy remain quiescent,so far as offensive operations are concerned. They have fired very few shots ‘withio the past two or three weeks, although we have steadily maintained a fireon the city. Even when our shells are thrown into Beauregard, Moultrie, Simpkivs, or any of their batteries, (hey do not deign to notice our movements, but preserve a silence that suggests new plaos. They bave for tho most part been exceedingly tavish in their exponditure of ammunition, but with meagre results. On Thursday last, however, thero was Q@change in the programme. At daylight our lookout at mmiogs’ Point observed the rebels on the southwest angle of Fort Sumtor busily at work, piling up the debris on the shattered parapet, in the form of a battery. Qur guos were immediately opened upon them, and FORT SUMTER AGAIN HOMRARDED. ‘The rebels for some time continued to labor, in spite of bursting shells, But finally, several shells baving ex- ploded in rapid succession in that part of the fort, knock- tog down the debris they bad piled up, thoy disappeared, @ad relinquished their design. Our guns continued to fre at intervals during the day and following night, and levelled off the now parapet even with the crest of dobris. Our fire doubtless occasioned some casualties, as the fol- . lowing day two or three corpses floated ashore at Battery Grogg, probably from Fort Sumter. THE SHELLING OF THE CITY. From information derived ‘rom a variety of sources we i flearn that our fire upon Charleston is doing considerabie damage both to persons and buildings. Shel! drop in and explode at intervals of five minutes, day and night, fn that portion of the city to which the residents about the Battory removed when we frst opened on the town. The piace of refuge has ceased to be regarded as perfectly, safe. People who moved their worldly @tlects from down town to the upper wards, aod fondly imagined that they were secure from ail visitations from Yankee shells, havo long since bad that illusion rudely dispeiled. ‘Houses in a cer- tain area are torribly shattered and perforated by our shells and rendered untenable. So another hegira oc- curred, and peopie now live in tents, slab shanties, barns, stables, cotton houses, clear in the outskirts of the city, and are by no me»ns as comfortable as they could desire. The way of the transgressor is hard, and espe- Cially s0 with the hardened sinwers of Charleston. They have only received the lightest portion of their chastiso- ment as yet. Meanwhile cbey may remain on the high stool of repentance, and await whatever punishment an Outraged nation may award them. ARRIVAL OF REFUGEES AND DESERTERS. With ia the past ten days a large pumber of deserters and refugees have entered our lines from Georgia and Florida. One boatload of soldiers from the Savannah Grays came in three or tour days ago, They were eight in pumber, and very comiortably clotu ed, Their story difters im no particular from that told us by every ope who bas come within our lines during the past six months. It is the old story Of waut and til treatment, of universal suffering and dis- content. Provisions are fabulously bigh ana scarce, and rebel currency abundant and comparatively worthiess Thoy represent that a strong Union feeling is apparent even ov tho surface of society in Savannah. People are discontented, weary of the war, and hopeless of its suc- cess, and sigh for peace at any price. The militar; rulmug with an iron hand and stifling the voice of the murmurers, but not in entirety. It will out, in spite of their efforts to keep it down. Two-thirds of the soldiers desire to escape further service under rebel ban- ners, and are watcbing a chance to come into our lines. These reports are confirmed by refugees, of whom there are uoarly one hundred—meu, women and children—io charge of Provost Marsha! General Hall. They are in an exceedingly destitute condition. Their clothing is thin and shabby, and entirely unsuited for a climate like this. What disposition is to be made of these unfortunate people is a problem not readily solved. They have no money, nor can they for some time to come earn a liveli-- hood. To send them Nor:h at this season would be cruel and barbarous. Until summer comes they will be fed, [ suppose, by tho government, and cared for ag well as may be. But in the matter of furnishing them with suitable clothing of ali kinda, of which they stand in pressing need, the au- thorities cannot aid them. I would theretore appeal to the charitable of the North to send them—in care of Liea., ‘sonant Colonel Hall, Provost Marshal General, Hilton Head, who will see that the supplies are properly dis tributed—ciothing of any kind for men, women and chil- dren. They are Union people, and bave suffered for their attachment to the old flag, in person and property. Let “those whose philanthropy can embrace poor whites ag woll asfat, hearty blacks, extend to these poor people an @idiog band. Their gifts will not be misplaced. Bequests, to be effective, should be sent at an carly d day. INTERESTING FROM KEY WEST. Arrival of the Steamship Western Metropolis. @apture ef the Bleckade Runner Rosita, of Havana. Meeting of Loyal Citizens of Key West, &., ae, rd Tho new steamship Western Metropolis, Captain Hilton, verrived at this port yesterday morning from New Orleans, mbich port abe left on the 26th ultimo, at nine A. M. ‘She reporta that on the 23th, when within fifty miles of Tortugas, fell ta with and boarded a suspicious looking Gteamer named the Rosita, of Navana. Her papers being ‘very irregular, and having every indication of being a ‘Diockade runner, her officers and crew wore arrested and taken ov board of the Western Metropolis, where they ‘were placed under guard. A prize master and crew were thea put om board of tho Kosita, and she was taken toto Key West, where she arrived on the 20th. After «making all necessary disposition of the prize to the pro. por authorities of that department, the Western Motrop- olia sailed the same evouing from Key West. When coming out of Key West she passed the steamship McClel- lap, going In, bound to this port. A mooting of loyal citizens took place on the evening of January 24 for the purpose of inaugurating steps to ro- atore the State to its proper relations under the Union Government.
