They are issuing bonds—in other words, agreeing to deliver cotton, as above, at Sd.—and those bonds are selling at fitty cents on the dollar, It is im- possible to make you conceive by anything I can write (though you have, as I know, a liberal opinion of them on that subject) the amount of swindling going on all the time, and conducted by government agents. Captain Bullock is the only one whose name is un- tarvished. Some of them have made large fortunes— one has a summer residence out of London and win- ter one just ont of Paris, bought, it 1s eu Pm, sy Be sented him by the house of Isaac Campbell he is living at the rate of $35,000 a year 1 ue there cn be no doubt. With such financial agents to negotiate and such agents to make the expenditures, how is the government credit to stand? I am and have been for ten days trying to consummate an arrangement for the Lae chase of one boat, and if a suitable one can be hai buy it, the company to be interested to the Jeong £2,000. ‘I have obtained subscriptions in cash to pay for one half, and Henry —, of Liverpool, takes the other. Maflit is to mand ber, and to Sweden vo morrow, with ap ineer, to examine and buy her, if she is what is represented. "Boats suitable haye to be Dailt as a general thing, and the demand for them is go great that they literally command the prices. Boats that were contracted for four months ago, and now being finished at a 3 & £13,000, are like bot cakes gt from ES h boats r id wanted, viz: afty long, beam and leven f feet 1 holds with two hundred ‘and Gi aay horse power, and guaranteed to steam not less than sev- enteen miles, are worth from £23.000 to £30,000. I wrote you of Captain Hartstein’s misfortune. He was at- psy in Munich on the 15tn and daughter are with bim. 1 fear—in which his wife co- incites—that his usofulness ts gone. I hopofior the best, though; but for that I would have nad a boat before this. 1 want you to send me immediately to Rermuda Sylvester Bliss, the pilot; if not him, send Craig. be {3 to receive what government = pilots and no more, otherwise we get into trouble: but send one of |, and atonee, I think I shall leave here about the last of this month for Bermuda, via Halifax, to make ar- rangements for the boat. Will go bome from there in our boat, and shall try Tybee or Warsaw. If this reaches you in time give me your views asto such @ course. Cotton and despatch can anpah, which cannot be in Wilmington or Mobile. on, Savannah je not so guarded. We canrun by the fort and’take her shots. If they do not hit the machinery no particular damage will be done. I am about to con. tract for a second boat to be bulit, to be paid for out of ‘the earnings of the first, guaranteed by cotton in the con- federscy; but I see no reason why I should remain to see her completed. Mr. Lafoue—who wiil also own one-half— will see to her. Tam very anxious toget home. I par- chased the secret to make powder out of plaster and hot water, and the man {s expected every day here to impart the eocret. It will be worth millions to the government and as much to me. It can be made in ten minutes, and shoote wet almoet as well as when dry. This [ have seen. 5 may. though, be another Benzole catch; but before pay bim the money I am to make it myself and be per- foray satisfied of its merits. Then, if am fool enough to be humbugged, Iought to lose my money. I, ernor Bowers and the inventor for the Confederate States, once at Richmond, It is made out of nothing but plaster—such as all the houses in Paris are built of— and boiling water! I want this done at once, as some ‘one may anticipate me—though they won’t know how to make it—so much has been said about it. Governor told everybody he knew in Paris, and one party actually en+ tered into acontract with the inventor's agent to give him $4,000 more than I had agreed to give him, but failed to raise the money, and the agent had to come back to me. I have him in writing now. IJ have not seen or beard of Captam Martin. 1 presume he purchased a boat in Canada, I would like very much to sce him, as! think him tne best man I know for the business. It is impossible to contract to have boats delivered in Bermuda. Earl Rus. sell has deeded, if they are the legitimate property of Englishmen, and are caugty, by the crulgers of the United States, and they or their cargoes are intended for the confederacy, the seizure aud condemnation are proper.
