» GRANT'S ARMY. "POSITION OF THE REBELS IN FRONT. eee ‘The Merciless Conscription Within the Rebel Lines. ‘THE RECENT CAMPAIGN. | ‘Condition of the Wounded at Chattanooga. “THE CHATTANOOGA CEMETERY, &e., &o. PORE stad BPW. Westraii's Despatch. * Ona , Tena., Des. 17, 1863. Active operations ees ‘Tn front of Chattanooga when our victorious troops returned: from Ringgol’, two ‘wooks or more ago, and the campaign ig Northern Goor- | qia was considered at an end. GENERALE SHERMAN AND GORDON GRANGER, with @ farge column, Were despatched to tho relier of ‘Burnside’s beleaguered army, while the balance of Grant's army took up pretty a the same position it had hold before the advance on ‘24th and 25th ult. Of course our lines were oxtendod somewhat in front » QC tho town—that is, measures were taken to secure a firm bold on Lookout Mountain, Mission Ridge, their gaps, and Ohattanooga valley several miles down; but ‘no atsompt was made towards permanent occupation of the groater portion of the Chickamauga country, through which Bragg’s army was @riven after the battle, blepd- ing at every pore. OUR FRONT {aim charge of a competent cavalry and infantry force, under Colonel Lewis D. Watkins, who is empowered to |: operate in any direction and at any time he may | @oe Gt. As @ consequence, so much of Northern Georgia an ts required for General Grant’s pur- poses is kept clear of armed rebels. Ringgold being par- tially destroyed—the disloyal inhabitants having flod southward with the retreating rebel army, the railroad and the bridges north of the town having been torn up and ‘Durned, and tho forage drawn to our depots—there is left no earthly inducement for the rebels to come back in force, even if they were in condition to do so, ‘Hence ‘we deduce’ that we shall not be troubled while prepar- | fing for the grand campaign next spring—if it does not commeace sooner. ‘THE REBELS. 'W. J. Hardee, Lieutenant General, the superb tactician and all that, is at Dalton, temporarily in command of the f rebel army of Tennessee. His headquarters are estab- lished to @ neat brick tenement, on the main street, at the edge of tbe town, to the left of the wayfarer who en- tors from Ringgold. His cavalry videttes are posted at Tunnel Hill, and the main body of his army is eucamped in and around Dalton, and is represented {to be about ‘ ' thirty-five thousand strong. General Wheeler's cavalry, or go much of it as escaped from before Knoxville with Longstreet, bas rejoined Hardee, {by » way of mounté#in passes east of Cleveland, and is mow encamped on bis right, recuperating for now doviltry. The ‘look of anguish and chagrin” ‘which beclouded the countenance of Hardee when the ex- ‘Ultant Yankeos drove him from Mission Ridge has worn away,Jam told, and he is making strenuous efforts w | patoh up Bragg’s old army with Georgia militiamen, and } ‘**nngume the offeasive’’—which reminds one of a pat Aittle story :-— GENERAL MEIGS LISTS A JOKE. During the dark days of the siege, when food and forage ‘wore acarce, and the ghastly corpses and bleached skele- tons of starved mules Hned the thoroughfares horeabouts, Genera! Grant and Quartermaster General Meigs arrived tm Chattanooga. Taking an airing.on horseback one after- noon, they passed the carcass of a buge mule lying by tne roadside, whose ‘‘ill-savor went up” before and around thom. The Hero of Vicksburg removed his briar root from his lips, and remaraed sorrowfully, “ Ah, General, there lies a dead soldier of the Quartermaster’s Depart- meat.’ “Yes, General,” replied the Quartermaster Gene. tal, ia,eubdued tones, ‘in him you see the ‘ruling passion trong in death’ oxomgiified, for the old veteran bas al- weady ansumod the offensive.’’ Several weeks later, while they were standing together under a storm of rebel iron oa Orebard Knob, General Grant reminded the rauking Quartermaster of the “offensive’’ joke, who then realized that the bint had not been lost. Metaphorically the great @actician is a dead soldier of the Quartermaster’s Depart. ‘moat. His ‘‘offeasive’’ will Incommode no one 80 long as did weather lasts. RUMORS OF DIBQUIETUDR. ‘ While at Ringgold, in pursuit of Bragg, Generai Joe Glooker received by special messenger communications Crom several Tennessee rebel regiments, asking for terms, aa thoy wore desirous of surrendering in 4 body tothe United States forces and forever @bandoning the cause of the confederacy. A suitable repiy—one not at all calcu- {ated to ropel their adyances—whs retursed; but before they received it the rebel leaders became aware of the | Gtate of affairs, and they were ordered to the rear. The Droaking up of the organization of Cheatham's division followed, and now the Teanevece troops are kopt close watch and guard. Of course they cannot be watched 90 closely ¢hat noue can escape, and the stories ‘about tho highways being crowded with refugess ‘and the mountains olive with deserters from tho rebel army are no fictions. Not a few of them reach Chattanooga. Ia that portion of Northern Georgia within the rebel limes a perfect reign of terror is reported by such men as are fortunate enough to escape. ‘The conscription is merciless and the impressment of Supplies exhausting. How the women and children of the war wasted region are to live (brough the coming wioter Heaven only can tell. A SRNGATION IH A RAOKL VILLAGE. On the morning of the 12th, Colonel Watkins, witha ) detachment from the Fourth and Sixth Kentucky cavalry ogimonts—a force two handred and fifty strong—visited ‘the little village of Lafayette, on a recounoisance. Two Dattalions of rebel cavalry, which had been stationed @bero since the Mission Ridge battles, decam; har. | @ledly as Watkins and hie men das! into piace, ie hand. A_ rebel signa! station was compria- NE 2 ‘ereaow fa active servien clvewhers, and reports é not been made. There are fifteen huvdred wounded to geaeral bespitals in Chattanvoze, all ding oxiromely well. The arrangement and management of these hospi tals are highly praised by Surgeon General Hamawad and Medical Inspector Vallam, who were bers on » tour of inspection. A visit to @ hospital, now tho ‘operations’ ere all foishod, aud the pationis lie 60 Costly in Lheir cols along the walis, ls entertaining and amusing Mev with Dullet-scarred countenances a8 pleasantly at wel Come visitors ab they possibly could before their beauty wes im the ious cause, And mon with baa- Gaged atumps of limbs can bow! as boisierously under the tnfliction of the jokes which burdon the air as ever they did under the ‘8 knife, Union and rebel are ranged in clean little cots along the walls ailecnately, and their condition bas brought them to be friends lug and the same pipe cement the good feeling, A little while after wo discovered that our dead wore tying unburied on the field of Chickamauga a coolness might have boon noticed existing between them, but since tt has been decided that the ‘cages of barbarity’” 00 the old battle field were not attributable alioretber to the inhumanity of the rebels, but rather to their lack of energy in burying our dead he entente cor- diale has been re-established. IMPORTANT DECISIONS OP THE SECRETARY OF THR TREASURY. ‘The Sccrotary of the Treasury bas recently made deci- sions of questions arising upon appeals by importers from the decisions of collectors relating to the proper classification, under the Tariff ect of July 14, 1602, of ar- ticles of foreign manufacture and production. It appears that an appeal was made from the docision of the Oollee- tor at Pembina, Minnesota, assessing duty at the rate of fourteen per cent ad valorem on certain buffalo robes im ported and cisimed to beentercd at ten percent. The Department decided in January, 1802, that buffalo robes, not being enumerated under the act of March, 1863, wore, by force of the twontieth section of the Tariff act of 1842, liable to the samne rate of duty as “furs on the witin,”’ to wit teu por cent.
