2 Colonel Claassem, of the One Hu aud Thirty-second Regiment. 70 THE EDITOR OF THE HERALD. HanQquanTers, OurrosTs, Forces axp DsvENORS Ov Newanen, N.C , Camp 1382p N. Y. Vou, Inv’y, Bacweton's Ckexx, Nov. 21, 1863. Upon reporting for duty to my commanding officer, and traciog back the causesof my capture by the evemy be- yond these lines, in July last, Ifud that the fanit was wholly with myself, | Colonel Claassen, eommanding these cutie outposts. had repeatedly iseued ord any ollicer or soldier going beyond these | upon duty,” when @ sufficient guard or esco furnished; and having been several times by Colonel on on sent beyond these lines with ao armed escort, and vot seeing any (00, L became rather careless, and Yeaying the Colonel Commanding under the improssion that bis permission was within the lines, | made a suddea detour aud went beyond, The consequence was my cap- ture by rebels in ambush. I make this statement in jus- tice to Colonel Ciaassen, whose orders, of having me reported “absent without loave,”’ are justified by the facts. Trusting that you will give the same publicity to this as you did to the article setting forth the contrary, Tam, sir, respectfully yours *» pectrally YOU'S* JOHN B. HOUSTAIN, Major One Hundred and Thirty-second New York, Witness. Wriis, Firat Lieuton not Fity cighth Pennsylvania Volunteers, Special Ait to Colonel Claassen, Police Intelligence. A Bou GaN oF BuRatane.—The residence of Mr. Nicholas Fisher, No 145 East Nineteenth street, was en- tored by a gang of burglars. between two and three o'clock yesterday morning, and nearly one hundred dol- lars in wearing apparel was taken away. The burglars were detected during their operations by a grandson of Mr. Fisher, who alarmed the inmates of the house. One of the burgiars discharged the contents of @ pistol at young Fisher, without, however, inflicting any tnjurics upoo him, The most singular part of the affair'was that, notwithstanding the whole house was awakened, and the police were lustily oalled for, the burglars coolly pro- ceeded with their work, and did not retreat until they got what they wanted. FINANCIAL AND COMMERCIAL. Monpar, Dec. 28—6 P, M. ‘There was an increase in the business at the Stock Exchange to-day, and the market was more bueyant than at the close of last week. Erie Railroad shares were active bs an advance of 4; New York Central went up 34, Hudson River %, Harlem %, Erie preferred % and Reading 4. There was a speculative movement in some of the Western railroad shares, and Rock Island was sent up 4 per cent, Cleveland and Toledo 2%, Cleveland and Pittsburg 114, Pittsburg and Fort Wayne 4%, Michigan Central 4 and Galena and Chicago 44. Pacific Mail advanced 4%, Delaware and Hudson 2 and Quicksilver 144. The specula- tion in the stocks of Western railroads continued in the afternoon, and Rock Island was sold at 120—one per cent advance on the sales of the morning. The usual street operations in the evening were restricted on account of the storm. It will be seen by reference to the reported sales at the Stock Exchange that government securities are frm, and that the five-twenty bonds, which but a few weeks since were offered at a discount, are now selling at 1015%. State stocks are not indemand. Missouri 6’s rose 94, and Ten- neasees werc % lower. Sterling exchange was quoted to-day at 106%, which is % up since Saturday. No perceptible change has taken place in the money market, both lenders and borrowers con- tributing the necessary supply and demand. The gold exchange was more animated to-day, and the premium went up. The following were the quotations:— 9% o'clock A. M 151% 1% o'clock P. The bank statement of Saturday last is less sat- isfactory than the one of the previous week; but the exhibit is not calculated to create any serious alarm. The loans have decreased $1,004,723, the specie $248,257, the circulation $14,129, and the deposits $1,883,652. The de- crease in the deposita is owing mainly to the ‘absorption of the five-twenty loan, and the money through that agenoy goes into the United States ®ub-Treasury instead of into the banks. ‘The Assistant Treasurer reports the transactions of the Sub-Treasury as follows:— - $3,700,341 vee 3.647,019 30,564,766 —The receipts from customs were $151,000. The following was the amount of subscriptions to-day to the government loan:— For 6-20's (direct) : WDoposited by agents: ‘Temporary loan... Governor Letcher, of Virginia, sent his last mes- sage to the Legislature of that State on the Sth of the present month. He represents the finances ‘of the Commonwealth as being ina most prosper- ‘ous condition, and he informs the people that the whole public debt, which now amounta to $35,145,798, will be paid off in, thirty-four years. He does not say, however, how it is to: be done, but refers to the fact that the constitution demands Ut, and that; of course, puts an end to all fioquiry. The interest on that portion of the State debt which is held in England, Mr. Letcher says, cannot be paid because of the impos: ity to make remittances through the ‘ paper blockade,” and that the interest due upon her liabilities ‘which are held in the Northern States cannot be paid without contravening the laws of the rebel confederacy. Under this state of things she is pretty safe so far as the interest on her indebted- mess is concerned, because comparatively few ef the bonds are held south of Mason ‘and Dixon's line. The Governor makes it appear ‘what on the Ist of Ootober there was a balance in he treasury of $1,375,004; but, as the estimates for Bho next year’s receipts amount to only 810,665,532 @nd the expenses to $12,910,755, the treasury will De short on the 30th of September, 1864, $2,244,261.
