A Fleet of Gunboats in Pursalt—No Cl to the Pirates yct Obtained, So. There is but little to add in reference to the capture of tho steamer Chesapeake to what we have already pub- lished. The Navy Department has despatched a number of vessels in quest of the prize, and strong hopes are en- tertained of her speedy capture. As far as we can learn, every effort has been made to despatch vessels to points most likely to be sought by the captore, ‘The gunbeats announced in the Henan ef yesterday to depart in search of the captured steamer Chesapeake sailed during the day, ip directions not to be made public, Mr. Cromwell, the owner of tho steamer, tendered the use of his fleet of stesmors to the government, who Fe- lected the Potomac, and fitted her out yesterday, Sho will cail today. The Sebago sailed Jate in the day, and will cruise in a vicinity where postibly the Chesapeake will come. The following is a list of her officers:— Lieutenant Commander—J. E. The recent capture of the eteamer Chesapeake bas Jed to the digcussion of the passport question, and the expediency of again establishing a system of espionage over parties leaving the seaport towns and cities of the North. It is argued that the adoption of the passport system can alone prevent the repetition of such dis asters as that of the Chesapeake. ag by this egg QMF Pao wavy thd” Porls or the loyal “tates would registered, and his antecedents im a moi known. As the matter now stands, any vessel or steamer eailing from the port of New York is Mable to capture by her passengers, who may have been received on board in good faith and without questioning. If the passport system could be adopted, and the power of granting pagsporte placed in the bands of discreet offi- cers, there would be some good results certain to aceruc therefrom. No citizen of known loyalty would have any culty io procuring the necessary document, while ‘of secession proclivities would be compelled to come before some public official before leaving the coun try, and in this way would be subject to a supervision that would result jn good to all partie It is argued that the absence of this system has brought upon the country not only the Chesapeake disaster, but many other evils, which , though not £0 public as this one, are beverth of equal importance. Rebel bearers of despatches pase through the cities of New York, Boston and Portian ily, leaving by steamers at these various pointy, and keeping up an unbroken co nication with rebel ageuts abroad, Matters have in the post offices in the seaport cit rebel agents can no louger trust the me to #uch a pass @ ofthe North that 4 States mails | Consequently the courler system has been largely « by them, and the most of the b js woquestionably transacted tn this way If thene a@tatements are facts, the question may ked why the government cinnot intercept th destroy the system.
