FINANCIAL AND COMMERCIAL, Tuxspay. Oct. 27—6 P. M. ‘The Sub-Treasury disbursements, which are now largely exceeding the receipts, and which have already reduced the balance from $36,000,000 to $33,400,000, are having their effect upon the money market, and the supply to-day to the brokers was rather in excess of their wants. Suill, the leading lenders expect seven per cent, and will doubtless continue to get it, until the market has become easy, for several consecutive days. The new arrangement by which, after 3d of No- vember, the banks are to use certificates of the Clearing House to make their exchanges, ‘Will render those institutions flush of money, and some of them are already disposed to be more liberal in their loans than they have been. Next month the prospect is fair for an easy 5 a 6 per cent market, to last until some fresh negotiation is tade by government. Gold opened at 147%, and has been gradually declining throughout the day. At ono P. M. it was 145%, from which it rallied to 146%, but fell back shortly afterwards to 145%, and closed at 145%. As the bear interest, which has overdone itself for some time past, moderates, the price settles down, there being nothing particular in the mili- tary news to affect the market one way or the other. Exchange is very dull and unsettled, on account of the fluctuations in gold, and what buy- era there are cannot make up their minds when to buy. Bankers’ sixty day bills sold at 160% rns the day, but at the close were lower, and the quotations may be put at 159 a 160. The stock market paused early this morning, as ‘was natural after the sharp advance of yesterday. Old Southern was done before the board at very low figures, Central at 137, Brie at 1104, &c. When the first board commenced, the bears, tal ing advantage of the condition of the market, as- sailed Central, Erie and Southem with considera. ble vigor, end a pretty fair short interest was made in a few minutes. But the market did not field to the pressure. On the contrary, no sooner did the sellers relax "their exer- tions than prices advanced, and the upward tendency became as marked as ever. It is clear enough to all who have had experience in the street that the outside public are bent on specu lating; and when this is the case nothing can pre- vent an advance. Stocks will rise in the teeth of fhe most incontrovertible evidence of their want Qf value; and when, as is the case with many le: ing stocks at present, they can be shown to possess Great real value, the prospect of a bear operation = hopeless indeed.
