a = <2 we aordinary Rebel Negotia- tions in France. Programme of a European Coalition with Jeff. Davis. A Southern Confederacy to be Established in Order to Destroy the Rising Power of the United States, ae, &. me Lowpos, Oct. 10, 1863. Jamas Gorpox Bexwerr, Faq. :— Su—A piece of intelligence of a most’ momentous character, as concerns ita bearing upon the future of the United States, bas just come into my possession. Plans have for several mouths been maturing for ® Suropean alliance, which is to have for its aim ‘the con- ~- Of the destinies of the American continent. A “sirietly confidential” correspondence was com- smenced as early as last May,at the instance of an influ- ‘Ontial (though not powerful) Western sovereign, be- ‘tween most of tho Cabinets with respect to the feasibill- ty of the measure; but the Polish question assumed 60 grave a form—occasioning new and unforeseen complios- ‘tlons—that no considerable progress was made towards «the consummation of the scheme. Then came the terri- ble reverses of the rebols, which, until within the last fortnight, endangered the probability of the success of fuch an undertaking without an immediate declaration of war, inasmuch as it was foared that after all Secessis ‘might be bemmed in and resistance to the Union stifled. But the holding out of Charleston and the more recent disastrous defeat of Rosecrans—together with other rebel triumphs in Louisiana, Texas and elsewhere—have Caused negotiations to be renewed; and they aro now going on with the utmost activity, and with every pros- pect of an early completion. You will see in the short speech of Maximilian to the “Mexican deputation” a delicate allusion to the projected alliance He took occasion to romark:— must make my acceptance of the throne dependent upon & plebiscite of the whole country. On tho other hand, i¢ would be my duty to ask for guarantees which are indis- pensable to secure M xico against the dangers which THREAT- mu mex INTEGRITY anv mepevexpencs.”” Maximilian has Deen well advised. His sazacious father-in-law—King Leopold, the Nestor of sovereigns—has been his faithful montor. ‘The parties to tho contract at first, if it shall be per- fected, will be Rome (as the bead of the Latin church), Austria, Spain, France and Great Britain. Italy heal states, but there are influences at work which, it is believed, will cause Victor Emanuel to yield his assent; ‘and it 1s supposed that Prussia, unwilling to isolate hor- @elf still farther from the three Powers mentioned, may even so far break with Russia as to give in her adhesion, It ts understood that the Richmond government has indicated its readiness to enter into a treaty, offensive and defensive, with this embryo alliance against the ‘Toited States, upon tho condition that the durable inae pendence of the thirteen States which are represented fo the Congress of the confederacy ahali be guaranteed, and that Maryian’—in which the District of Columbia, as it is @ part of ber soil, is to bo included—shall, as one of the conditions of peace between the present belligerents, be allowed to dispose of hersoif—to go North or go South at er own option—afier all the federal troops have been withdrawo from her limits, in order that no undue influ- ‘ence may be brought to bear upon her final choice. ‘The Confederate States, on their part, are to expressly stipulate that they will never attempt to annex any por- tion of Moxioo,Cubsaor Porto Rico, and that they wil! contribute all in their power to resist the annexation of ‘any portion of the British possessions in America to the ‘United States, as well as to aid in repelling any armed fatervention of the enid United States in Mexico adverse to the doctrine of the * Lariy Racx,’” or in the Spanish West India colonies. This is a brief statement, in outline, Of the projest. Intelligent Europe, as is alleged, is shocked at the wild fogofoco, socialistic theories of the Northern abolitionists, end the utter demoralization of written public law by ‘© wurping government, which is exclusively under the contre! ef the Sumners and the Chases, the Cheevers and ‘(he Parkers. It is feared by all calm, observing men that seeds bave | (heen aown of Washington which, if not apesdily uprooted, \ q@ill produce « state of anarchy—in fact, @ doflant out- lawry—which will react injuriously if not ruinoesly to the preservation of order, not only in continental Europe, but also im this realm. The immense foreign population in the federal army—ferociously antagonistic to the govern- ments of the Old World—will be the medium, it is appre- ‘thended, by whion such a resalt is not unlikely to be ef- footed. Of one thing you may be assured: that it it is pot from love of the South that this strong ‘alliance will be formed with her, bat from exoeasive hatred of the North, and - from a settiod determination to check her geveral disor- gauizing toodevcics. Some way or some bow it has got {nto the heads of all political circles that if the adminis- tration of Mf. Lincoln should conquer the South, the party whicn it represents would not only undertake to rule all America by the sword, but that it would eventa- ally consider the whole civilized world too contracted # - gphero for tho field of its ambitious operations. If there was anything in the councils at Washingtoa that could’ be dignified with the designation of even third or fourth rate statesmanship, it would at once occasion & pause in the hostilities prosocnted against the South, pro- pose terms of peace, and thus make the most of a virtue which is speedily to become a necessity. A sagacious President would not hesitate a moment In employ ing all the means at his dispoeal to forestall the European alliance whilo it is yet unperfected, by propos- ing terms to Jefferson Davis that he would not decline to accept He would put an ond to the existing belligerence, while he yet may do so without disgracofal humiliation. He would acknowledge her independesce in the gonse in which it will be acknowledged by the alliance, He would aay in the trathfal consciousness of his heart:—“Come, come, my old confreres; I bave employed such forces by land and by water, snd such othor means as no bellige rent ever employed beforo, and never will perhaps employ again, to coerce you back into the old Union, You have fesisied them with a constancy, a resolution, and a daunt- lesaness which po belligeront ever displayed before, nor perhaps ever will display again. Let us shake hands and ‘bo friends henceforth and forever, Thore is room enough for us both in this hemisphere. Let us be sister repub lies, in fact aud in truth, and enter upon the high career of working out for the benefit of cotemporaries, aad all future ages, the problem of man’s capacity for rational self-government—each omulating tho other in its benign (progress for the attainment of this ennobiiag end” ‘This, you may be quite confident, is beginning to be the Senstment of the more moderate citizens of the United States sojourning in Western Earope—many of whom ‘until recently were cordial supporters of the war. Un- less @ measure of this Kind is adopted, and adopted promptly, mark my word», darker days are awaiting the Union than ever developed themselves to @ nation in Rebel of Peace. We are happy # say that malady of the throat i @emy last evening, to hear Verdi's “Macbeth.” The Opera was, comparatively speaking, new to our public, a8 it ia years since it was sung hero, As rendered laat evea- ing it wage great success. The mise on scene, choruses and orchestra were very effective, aud the whole per- formance pleasing to & degree. In the first act Mme. Medori~Lady Macbeth—sang ‘an aria which was much applauded. It is a most charace teristic piece of music. Its melody is somewhat wild, Dut it roases the audience to groat applause, as it express- 6 80 wonderfully the feelings of revenge which prompt Lady Macbeth. The duct betwcon Medori and Bellini (Macbeth) after the murder of Duncan was admirably rendered and waa loudly applauded. Here the acting of Medori was really most admirable. The finale of this act is certainly in Verdi's most successful voin. Tn the second act, during the banquet scene, Mme. Me- dori sang with the greatest success a brindist or drinking song, which was received with immonse applause, This is one of the happiest melodies we have heard, and must become popular. Tho finale of this act was also very grand. In the third act the witch chorus was sung with great spirit and ensemble, and was loudly applauded, The music accompanying the appearance of the seven kings reminded us much of Meyerbeer's method ia the ‘Robert lo Diable.”’ The scene was most effective. In the fourth act Mme. Medori achieyed « triumph in the scene of somnambulism. She acted here with ao energy and dramatic effect seldom surpassed, She was really grand, and was applauded contiquously, Siguor Bellini, who was fortunately in veice, sang and actod with great success, as did the other artists cast in the opera. To-night the Maretzek troupe appear in Brooklyn. On Friday evening we are to have atour Academy of Music Flotow’s ‘‘Martha,”” with Miss Kellogg tn her fa- vorite character of Lady Henrictta. On Saturday the management avnounces the last per- formance of ‘lone.’ Those who wish to onjoy this great work must seize upon this Inst occasion , as noveltics are to be produced, andespecially Gourrod’s ‘Faust.’ IRVING HALL.
