4 ——_— Finale of the Denocratic State Convention. THE PLATFORM AND THE TICKET. Endorsement of Vallandig- ham Crowded Out, &., . ALBany, Sept. 10, 1863. Everything moved along harmoniously this morning: ‘Phore was a gencral good feeling prevalent from the drat ‘among the delegates, Some time elapsed after tae Con- vention asserabled before busine=s was proceeded with, ‘The tune, however, was taken up by the delegates far+ nishing (he'r Post Office address to the secretary of the society for the diffusion of light readmyg, called “political knowlodge."’ ‘Tho Chairman of the Committee on Resolutions was Gually announced. The resolutions presented were in tho main in accordance with my despatch of last night The resolution which they had before them in reference to the Monroe doctrine and indemuity from England for the dopredatious of the privateers on our commerce, were finally, by common consent of the committee, laid aside. It was found that so many different points were prevented that it would complicate the matter. Tbe platform was, therefore, just as it was arranged at tho first mooting of tho committee, The resolutions were adopted without any debate, only one vote, that of Mi. Lawreiwe, of Queen's county, the chairmin of the Stato eitral Committee of the peace party, in the negative, Mr. Lawrence, being chairman of the committee ap- Pointed at the Cooper Institute peace meeting in June last, It is fair to suppose that he votes according to the doctrine {and decrees of that party in the State. The Poace mon have been boasting ever since stx o'clock last night that they would have acomple victory over the ‘Othor side in the platform, avd that the peace element Controliod the Convention; bat what there is in the reso- Tution that gives them comfort aud con a is more than I can sec. Tho platform of last year was not changed, as they asserted that it would be, ‘and Wood this morning endeavored to ges the Committee on Rosolutions to present a resolution endorsing Vallan- digham; but the committee refused to accede to his wishes, ana a3 the platform now stands the peacemen are out in the cold, ‘The wnanagors feared that Wood would offer his Vallan- digham resolution in the Convention, and the business of the Convention was rushed through as fast as possible, ‘and vo tine was lost in moving tho adjournment. As soou as the real work of the Convention was con- cluded and the platform disposed of, the Convention pro ceeded to the nomination of the ticket. On the dfflce of Secretary of State three ballots were had, and finally resulted in smashing the slate for that office, and the nomination of D. BR. St. John, of Orange. This was brought about by the feeling tuat it would be well for them to recognize the constitutionR! Union element in the State. The Committee on Resolu- tioos recommended that the above element be considered in nominating the ticket. The s!ate candida‘es gave a bard run, but hod to finally yiela. The balance of the ticket was in accordance with the slate, and, take ft all together, it must be considered a strong ticket. Mr. Loiwrence, the Chairman of the Peace Party Central Com mittee, voted fur Mr. Flanders, of Franklin county, for almost every office Mr. Flanders is one of those that bas spent a short term at the government boarding house tn the Now York harbor. ‘Taking the ticket and platform together, it presents a front that will trouble the republicans. The candidates sro all moderate men, and there is no particular weak point to be assailed in discussing the merits of the can- didates. Supervisor Purdy announced that George Kuster was Presonted by the Tammany delegation for State Prison In- spector; but if no candidate had been given them they would still rollup their majorities for the democratic Ucket; they would stand by the party even if it was run by the Albany Regency, or Richmond, Cagger & Co., if wo might so call it; but he had gr@@™ faith in the patriot- (sm of thoge gentlemen The Proceed! Woe ke. oe. of the Convention. Aunasy, Sept. 10, 1863, Tho Democratic Union State Convention reassembled at ten o'clock this morning, when the delegations from the sevoral Judicial districts reported the foVowing £¢- lections for members of the State Commitiee:— First Dis'rict—Poter B. Sweeney and Jobn E. Devoliv. Second District—Homer A. Nelson and Penjamin J. Carpenter. Third District—Peter Cagger and Jacob Hardenburgh. Fourth District—R. H. Cushney and Edwin Dodge. It is not often that one has an opportnnity to criticise @ statement made by any of your correspondenta, but your letter from Havina, in this morning's issue, contains a grave crror, Which can casily be accounted for by the fuct that (he writer wrote {rom Cuba, aud not from St, Domingo. Among the many excuses offered yestorday the most remarkable was one by 2 man who stated tnat he had served a term in the State Prison, which, according ( the provisions 0! the conscription ordinance, Is a valid reasou why a person should not be mustered into the servico of the United States. The man was accordingly exempted. A goutieman called on Cap- twin Maniorre last eveuing with the information that the 8 bstitute he bad furnished ove day last week, and who bad been sent to Riker's Island , very unexpectedly turned up again yesterday, when he called on the gentienan who had furnished him, The man bad effectod his escape by swimming across from the island, asd bis reason for duiing 80 appeared to be in reation to ‘ining some cavalry regiment, The gentleman who had furnished him as a sub-titute immediately handed him over t) the po'tce anthorities and then informed Captain Manierre of the cirenmstanee, by whom he wil! be returned to Riker’s Island this morning. The above method of ezciping from Riker’s island was algo tried by another man a few days ago. but not with the same success. After he ha! been swimming about for some considerable time he m ie for the nearest shore, and was rather taken by surprise to find himeeif again on’ the island opposite to the point he had loft. Some of the militery ing at the time rerdered it impossible for him to ty ‘is fortune a second time. The numbersof persons drafted in this district was 3 475. Of this number one balf huve wlready brought their cases be‘ore Captain Mapierre, Provost Marsbal, and Mr. Kirby Smith, Commissioner, by whom they have buen disprsed of. They will bave several cssentia! improvements not introduced in the frat Monitors. One of them is a water-tight compartment two fect in width, extending around the whole body of (he vessel. The water is pumped out of this compart- ment when the Monitor is at sea. ‘this lightens her, and, having less surface exposed to the water, she can move more rapidly. If the Monitor 1# preparing for action the compartment is filled. Tis sinks ber deeper into the water, so that little of tho vessel, if any, excopting the turret, is visible. Outside of the water-tight division are to be four feet of wood, and outside of the wood five inches of iron plate. To obviate the foul bottoma te which iron ships are liable, au oak bottom is to be bolted ou the iron one, and to be coppered like thoge of ordinary wooden vessels, They carry propellers and are provided with two screws—one under each counter, by which they can be tured in a smaller circle and ia much less time than by a single screw. At the yard of Harrison Lagipg 00 Mouttors are now building, though the Monitor ram launched in August last wat the pier, recoiving her turret, upper deck piatiog and machinery. She is furnished with a long steel pointed ram, and if she posness moderate speed will be doubly dangerous as an antegontet. ‘Io the shipyard ao irou transport , two bundred and fifty-five feet {a length, is to de built.
