Panis, July 23, 1863. Bditer Star :—Perhaps no other city en the face of the globe is at present undergotng such changes and improvements as the city of Paris. New palaces and new boulevards are constantly in course of construction. The ‘worst part of Paris has been tarned into beau- tiful avenues. and the old inhabitants of these quarters have had to leave the interior of the city and settle outside of the barriers. The mew boulevard of Prince Eugene promises ta be one of the finest in Paris. The city is unusually abyely. for the summer season, although there are less soldiers to be seen than at any other time I can remember. A regiment of Bedouins is quartered near } Paris, on the Vincennes railroad, and the Pa- Trisiennes go out in large crowds every take a look atthem. Some have called them negroes, wo papers in America ut such is not the | case; they are the genuine sons of the Desert ef Sahara, in the north of Africa. They are ealled here Spahiz, and it seems to me they are brought here only for a show, astheir whole camp ap- pears more like a menagerie than anything else. Their horses are certainly the most beau- tiful animals 1 ever saw, and the care their riders take of them would astonish an Amer- ican army teamster. When not on duty the horses are fastened to a rope about two inches from the ground, with a leather strap tied on the fore foot. No bridie at all is used. The Spahis also cook coffee and sell it for half a franc a cup to the Paris visitors, and almost every one that comes to see them takes a fate of the molasses-like fluid. * Of amucements, with the exception of the Grana Opera, there is little new agoing.
