POLITICAL INTELLIGENCE. The Kepublican State Convention at Syrncese. ‘Sxeacoss, N. ¥., Sept. 1, 1863. ‘This raorning and noon trains brought @ large umber -Of delogaves, aud there is now @ much larger attendance than usual on the day previous to the State conventions. ‘Lbere is every w'lication of an imunense crowd, The radicals were in the preponderance this forenoon, and bad everything their own way. To hear them talk a person would imagine that tbo Weed-Seward wing bad uo sbow-mbatever, and (hat (ue conservative portion wonld ele allowed to poop. James T. Brady was jut down om Ugarunous for Attorney General, and Henry R Se jourt of Appeals. For Secretary of Stave the jas divided between Horat! a, the present 4ncumbent; Chauncey M. Depew, 0’ Westchester; T. G Callicot, of Brooklyn; Senator Folger, of Ceuewa, aud General John Crchrane, of New York, ‘The noon trains brought a somew lat ditferent element, Although Greeley and Opdyke arrived on that train, yet the muia portion of the arrivals were on tue other side of the hove, ane matters do not look ag ove sided this alter- noon. ‘There is now a very strepg pressure in favoref John K. Porter, of Albany, for Atwornoy Ceperat. ‘The “pew Lielget? cry was all the rouge this moraing, but mets with © neiderable opposition thie afternoon. Tt 1s not at all improbanto but that Mr, Robinson, the present Comptretler, acd Mr, Taylor, the Sta‘e Eogineer, may be re-nomivated. There dees bo. appear to be best concentrated ogalost (hem as yet, ‘Thore is pow great commoii-u over the organization of the convention, It appears‘). the redicals, whebad con- | trol of the qwuvention last yerr, secured Whe passage of a res lution declaring that the chairman of the State Central Comrajttee ulyorsid “oall the convention to order and act as chairinay ‘ui ing the mere orgs tion, ‘The radicule Doving the ciuirman, they now interpret the resoimtions 28 meaning uubil te perm . cat organiztion is perfected, Uf this interpectation ts carried out, it eifectually places the convention in the bands of the raiti ‘The other eide oro preparing to meet them. Noither Greeley nor Updyke atiract any partion ar attea- tion. “A portion of Weed's manugors are bere, aud are making tolling strides; but the priucips! wire pullers are stil! absent {dul are expected on the evening train. With ‘Weed matteys will not assume a definite sbope until then, It with not be long aftor their arrival before the elements will begin to assume some form that will enable me to better judge the channel that the convention will drift into. You need uot be sur- prised to receive intelligence to-night that it ts drifting fato the extremo radical. Probably tre hardest, end the really great contest of the session, will be the State Central Commitice. ‘his committoo has a great deal to do in preparing the covtest mext year; hence, there wiil be concentrated the strength of both sides, The radicals now have the committee, aud ‘St ts exeeodiogly unpopular tn most parts of the State. ‘The action of @ portion of the committee at Albany last winter has covered them with disgrace. They were, in fact, in a great measure responsible for the corruptions of the last Legislature. They mae their headquarters in bal | room of Law's lobby agent, who is now hiding himself in! Canada and does not dare vo show his face in this State for fear of judicial documents in the bands of Albany ‘officials. Goneral Wadsworth and Wm. Cartis Noyes con furnish the public important evidecce of their attempts to obtain money on the Senator question. On the question of ro-electing there comes the real great iasue—that of conservatism against raticalism and corruption. A large portion of the delegates talk of eothing cise. ‘Syracuse, N. ¥., Sept. 1—Midoight. Contrary to expectations, Weed did not arrive to-night, and bis friends agsert that he will not be here. Whether this is an indication that he gives up the contest or not [ am unadje to say. ‘There is a strong indication though that the radicals have got control of the Convention, but 1 am unable to way 60 with cortainty. Both sides claim it. Greeley bas oan fong-(aced until about ten o'clock, when his conn- tenance began to lighten up. He wrote the despaich to he Pribune, which will give his sentiments. ‘Tue New Yorks delegation held a caucus to-night, with Raymond as chairman, and settled all the contested seats Dut those ia the Fifth and Seventh districts. A caucus was held at the Globe House in reference to the organizaticu. The names of Ward, Hunt, Fenton and one or two oibers were mentioned as chai:men of the Ponvention. Considerable debate took place over the ‘mode of organiziar. but finally everything was laid on tho table. The resolu'ions relative to the chairman of the Central Committee acting as temporary chairman of the Convention was talked over. The mover of the rasolu- lions, Mr, Madden, stated that be only intended that the chairman of the committee should preside until a tempo- rary chairman was elected by the Convention, and this faterpretation was Goally agreed upon, and thus that question was settled. , Matters are considerably mixed. A large number of delegates have been endeavoring to prevent apy issue between the two wings of the party: but Greeley and bis natollites have been pushing matters to such an extreme that a direct issne seems inevitable. The radicais have decided to run Opdyke as temporary chairman and Ren- ben £. Fenton for permanent. Tse other side will ran Governor Morgan as permanent chairman. Tt is reported that the chairman of the committee, in calling the Con- vention to order, will designate the temporary chairman Instead of letting the Convention uame him. If be docs thas @ spicy time will follow, “ { Matters have assumed that shape that I see no way’ of avoiding a direct Issue betwoon the conservatives and radicals. The platform also promises to be a bone of contention, ‘The Seward side desire simply a resolution pledging the admiaistration their unconditional support ia the suppressign of the rebelliou, while the radi- tals aro trying to obtain resolutions relative to the return of the seceded States, Tne Seward side object to that, And hola that no State is legally out of the Union, and ir ve 0 of North Carolina, or any of the rebeilivas , let huembdte to Congress, that they should be admitted. They farther hold that if the rebellions States have vo rights except as Territories, thst virtually and in effect recognizes the right of any State to secede, and patablishes a dapgerous precedent. They also aswert that If the radicals pledge the party not to adrmit amy of the rebellioos States until they abolish dlavery that they are fone with the'party. This doer pot indicate a very bappy family arrange. mont, There are thare who are urging @ more conoflia Lory course, and hope to get the radicals ty back down on Aue platform aswell a3 on other questions, so as to har- monire atiars. They may succeed, but it t doabtful. Synacuse, Sept, 2-1 4. Frayne Ky., Soot. 1, 1863. Governor Bramlette was inaugurated as Governor of this State to-day. Jo Lis inaugural address he eon tends that tho revolted States did not change their stat yy rebeliing; that all that is necessary for them to dp is to return to their fealty aud take thor position as Stuies, that the rebellion did not remit them to a territo- rial state. He says we have uow, aud will have when the rebellion cioses, the identical constitution which extiemists’ seek to destroy, the one by innovation the other hy force, It is not a restored Union, not a reconstructed Union, that Kentucky desires; but @ preserved Union and a restored pesce upon a con- Stitutiona! basis. The Governor strongly objects to the arming of negro regiments, and asks what is to be done with such soldiers at the oud of the war. Mowrreiine, Vt, Sept. 1, 1863. The election for the choice of Governor, Lieutenant Governor and Treasurer, and three members of Congrees, and also members of the Legislature, took place in this State to-day. Hon. John Gregory Smith, of St. Albans, ‘was the candidate of the republican Union party, and Hon. T. P. Readield, of Montpelier, the nominee of the peace or Seymour democrats. Not moch jnte- rest has been taken in the campaign by the frieuds of Mr. Smith. The democrata have acted differently, and have labored energetically, under the hope of realizing large gains. In 1861 and 1462 the de mocracy had litte or no organization in the State, aud generally wore abzent from the polls. We therefore, so far as the returns have been received, give the vole a# compared with that of 1860, when the two wings of the democracy were strongly united. Tho vote of the Stite will be abont eight thousand less than in 1860, when it amounted to forty cight thoasaud five hundred. Smith’s majority so far is, two™hundred and two less than that of Fairbanks. ‘The following is the vote for Goveraor in a few pr mi- nent towns: — Oaly two towns, as far as heard from, give demecratic majoritic. ‘We have the legislative vote of fifty towns.
